
North End Women's Centre included in 12 Winnipeg projects receiving housing funding
The city announced the recipients of its second round of grants Monday, using money from the federal Housing Accelerator Fund. This round of funding will eventually create 1,418 housing units, including 633 affordable units downtown.
The projects include the North End Women's Centre, a resource centre in the inner city since 1984. The centre has also run a transitional housing program for nearly 20 years, starting with two units above the centre's thrift shop, Upp Shop, in 2006.
"We are so excited for this announcement, which will double our transitional housing capacity," said executive director Cynthia Drebot. She says it will create "opportunities for accessing healing groups, ceremony, in a space that is double this size of what we're in right now."
In 2023 Manitoba's previous government announced the centre would receive $400,000 in funding to help maintain its existing eight-bed program and support women in long-term recovery from substance use and trauma.
The new city-funded facility will be built in the parking lot area of the existing women's centre at 390 and 394 Selkirk Ave., and will have wraparound supports in place to support residents in a multitude of ways including counselling, parenting programs and life skill development, and will house eight rent-geared-to-income units.
Gender-based housing is important for women and gender diverse people who experience homelessness differently than men, and are often precariously housed.
"They're living in very unsafe situations and spaces. They often do not feel safe going to shelters, and they tell us that they are often assaulted when they're in those spaces," Drebot said
Included in the other 11 projects receiving funding through the city's housing program is a 144-unit apartment building that prioritizes Brokenhead Ojibway First Nation members and other First Nations community members at 269 River Ave., managed by Brokenhead Ojibway Nation Development Corp.
Projects are required to obtain building permits within 12 months of receiving funding, said Mayor Scott Gillingham in a Monday press conference.
The city announced the first round recipients of the program in September 2024. Eleven projects received $25 million dollars, creating 1,135 housing units, including 597 affordable units.
In addition, 16 housing development projects will receive $33.5 million in tax increment financing through the City's Affordable Housing Now Program, according to a Monday news release.
Total construction costs for all projects are expected to exceed $1.6 billion. All projects awarded funding through round two of the Housing Accelerator Fund Capital Grand Program applied during the programs initial intake period with a total of 66 total grant applications.
"What we're really proud of is the partnership that we've been able to establish with the federal government to get housing built," Gillingham said.

Article content 'If you're saying that the problem is, we're not adding enough housing to existing neighbourhoods, and if we would only get rid of zoning regulations, everything would be fine, you need to have proof of that,' Patrick asserts. 'And when you look around for proof,' he says, 'you find that there really isn't any.' Article content The most obvious example, he suggests, is the city of Vancouver, where urban boundaries have not expanded in generations. 'So all the housing that has gone into Vancouver,' he explains, 'has been essentially infill housing that has been accepted through changes and zoning ordinances.' Article content Vancouver has tripled the number of housing units since the 1960s, Patrick reports. What's less well known, he says, this densification hasn't just been achieved by building high-rises in the city's downtown; the rest of the city has accepted over 50 percent of the housing units in lower density formats (basement suites, duplexes, triplexes, four-storey buildings along corridors). Article content Article content 'That housing, advanced by me and others, was based on partly the premise that this would lead to affordable housing,' he says. 'We tried really hard. We tripled the density. We tripled the number of housing units within the same footprint,' he reports, 'and as a reward for our heroic efforts, we have the highest home prices, when measured against average regional incomes of any place in North America, and the third highest home prices in the world.' Article content So he's warning the feds, and anyone else who will listen: 'If you think the solution is just to get rid of the restrictions on zoning and let towers be built basically everywhere, which is what the Vancouver strategy is now, you're gonna be disappointed.' Article content In his 2024 book, 'Broken City,' Patrick explains what's happening. 'It turns out that the issue here is not the building, it's the land under the building,' he argues. When a city allows for additional density, that changes the financial value of the dirt on the proposed building site. Thus, he reports, 'If you go from allowing a one-storey building to allowing a 10-storey building, you get a 1,000-percent increase in the price of the land.' Article content Article content 'So the market is really a market-per-square-foot of the building,' he explains, 'and by adding density, it doesn't change the value of that square foot. What it does change is the value of the land underneath that building.' Article content 'As the authorized use of land is increased,' Patrick elaborates, 'the value of the land is going up and up and up, and it, unfortunately, goes up more or less in measure to what the market is allowing for that built price.' Article content The increase in land values created by up-zoning and densification are not going to the municipality, Patrick suggests. 'That's what's so tragic about it, about the whole thing,' he contends, 'the policy makers are saying (and I think many of them actually believe it), that this will help the community and it's actually harming the community. It's really helping the land speculators.' Article content And Patrick makes clear: The land speculator is different than the developer. 'The developer is the good guy,' he says, chuckling. 'They build a building. The building has social value. What doesn't appear to have social value is the land, and the speculation part of it, which is preventing us from adjudicating land rights to the benefit of the community.' Article content 'The way things are unfolding now,' he continues, 'is that real estate nationally constitutes about 25 per cent of the gross domestic product in Canada, and that's way too high a level. And it's all structured on the idea that real estate values cannot go down … We're seeing it here in Vancouver, where the real estate industry is begging for additional federal local and provincial assistance because of the downturn.' Article content The current collapse of the market for small condo units makes it obvious that the investor community has soured on the profit potential of this product, Patrick explains, stranding these assets in a financial limbo. 'It is very strong proof that the driver for real estate in Canada has for many years been 'housing as investment' vs. 'housing as homes,'' he says. 'This distortion elevated the price of urban land making it impossible for developers to build housing for families at a price they can afford.' Article content Basically, we're doing the wrong thing, Patrick concludes: 'We're going in and giving away land rights, hoping that that will lead to affordability. We shouldn't do that, because it doesn't work. But what we can do is give away land rights, insisting on affordability.' Article content

Site C dam energy project now fully operational, B.C. Hydro says
Social Sharing B.C. Hydro says that the sixth and final generating unit on the Site C hydroelectric megaproject in northeast B.C. is now online. The massive energy project has been under construction since 2015, and its first generating unit became operational last October, when power began being supplied to the grid. At $16 billion, nearly double of its initial price tag, Site C is considered B.C.'s most expensive infrastructure project. It went ahead despite court cases from First Nations and other groups, some of which decried the impact of flooding land and changing the course of the massive Peace River in northeast B.C. Site C was initially approved by the then-B.C. Liberal government in 2010, and the project stayed on course after a review by the B.C. NDP government in 2017. B.C. Hydro estimates the dam will be able to provide 5,100 gigawatt hours of electricity each year, adding eight per cent to the province's total production capacity. The hydroelectric project draws from an 83-kilometre-long reservoir, which covers an area of about 5,550 hectares of land, 25 times the size of Stanley Park. It was filled in with water starting last August, and Energy Minister Adrian Dix said that "generations of British Columbians" would benefit from the clean electricity generated by the project. "The commission of Site C's final generating unit is another step forward to securing B.C.'s clean energy future," he said in a statement. Hazards in area: B.C. Hydro B.C. Hydro says that, now that the final generating unit is operational, future construction work at Site C will consist of completing the powerhouse and generating station and paving access roads. The utility estimates it will serve B.C. Hydro customers for the next century, and is now providing enough electricity to power 500,000 homes. "Work also continues to backfill the tunnels used to divert the Peace River, and revegetate areas no longer required for construction," a statement from B.C. Hydro reads. Hydro filled the 83-kilometre long Site C dam reservoir near Fort St. John, covering a surface area 25 times the size of Stanley Park. The utility says that there continue to be a number of hazards in the area around Site C and the surrounding slopes, and it's urging members of the public to stay away for now. "These potential hazards include floating vegetation debris and the surrounding land and shoreline continuing to stabilize," the statement reads. "The new B.C. Hydro public boat launches will open when the reservoir is deemed safe, which is expected to be spring 2026 at the earliest." First Nation opposition The project was not completed without controversy and opposition. In 2018, the West Moberly First Nation lost a bid for an injunction order against the project, having argued that the dam would cause irreparable harm to the nation's territory and way of life — rights protected under Treaty 8. The Union of B.C. Indian Chiefs called the ruling a "grave disappointment." Later, in 2022, the nation came to a partial settlement with B.C. Hydro and the provincial and federal governments. It included an impact and benefits agreement between, 5,000 acres of provincial Crown land transferred to the First Nation and an agreement to release West Moberly's claims against the Site C project. At the time, Chief Roland Willson told CBC News he had been reluctant to settle out of court, but his community felt it was out of options.
