April 8 (Reuters) - The United States has revoked two licenses it had granted in recent years for the development of offshore natural gas projects between Trinidad and Tobago and Venezuela, the Caribbean country's prime minister, Stuart Young, said on Tuesday.
Trinidad is the largest exporter of liquefied natural gas (LNG) in Latin America and one of the world's largest exporters of ammonia and methanol, but the Caribbean island was aiming to develop offshore fields in Venezuela and on the maritime border to counter its declining reserves and secure supply.
The projects are seen as the only real opportunities in the near term for Venezuela to monetize its vast gas reserves and begin exports to open a much-needed new source of revenue.
The licenses, which have allowed Shell (SHEL.L), opens new tab, BP (BP.L), opens new tab and Trinidad's National Gas Company (NGCTT.UL) to plan the projects as exemptions to the U.S. sanction regime on Venezuela, now have a May 27 deadline for the companies to wind down activities, Young said in a press conference.
Venezuela in 2023 granted Shell a 30-year license to operate the Dragon field, which contains 4 trillion cubic feet of natural gas reserves. The project aimed to begin gas exports to Trinidad next year to be turned into LNG.
A similar license was granted by Venezuela last year to BP to develop a cross-border field called Manakin-Cocuina.
U.S. licenses are needed for the companies to negotiate, plan and develop the projects because of Washington's sanctions on Venezuela's energy industry and its state-owned company PDVSA.
U.S. President Donald Trump 's administration last month began suspending many authorizations linked to Venezuela, including to U.S.-based Chevron (CVX.N), opens new tab, Italy's Eni (ENI.MI), opens new tab and Spain's Repsol (REP.MC), opens new tab, giving them all until May 27 to wind down operations and exports.
The United States has accused Venezuelan President Nicolas Maduro of not doing enough to restore democracy and secure the return of migrants illegally in the U.S. Venezuelan officials have said the sanctions amount to an economic war.
Shell declined to comment. BP and Venezuela's government did not immediately respond to requests for comment.
Trinidad and Tobago's prime minister, Young, said the revocation stops any payments to Venezuela related to the projects. Trinidad is seeking a meeting with the U.S. government to discuss the suspensions and also its recent tariff imposition on Chinese shipping, which could harm the Caribbean island and others in the region.

Lobbyists from Peter Mandelson's firm attend US embassy reception
Senior executives from a lobbying company co-founded by Lord Mandelson's were invited to Washington to attend an embassy reception with Rachel Reeves. Two executives from Global Counsel, who are based in Britain, were on the guest list for one of Mandelson's first outings as the British ambassador to US. The decision has raised eyebrows because Mandelson co-founded the firm and worked for it until May last year. He is understood to own a significant stake in the business, which had a turnover of £16 million in 2023. He has agreed to put his shareholding into a blind trust until it can be sold. Embassy sources insisted that the decision to invite Benjamin Wegg-Prosser, Global Counsel's chief executive, and Benedict Brogan, a managing director, had not been made by Mandelson. They added that invitations to such receptions were not uncommon and that representatives from Global Counsel, which has an office in Washington, had been invited to embassy events on previous occasions. Global Counsel declined to comment. However, rival lobbying firms said it was 'surprising' that Wegg-Prosser and Brogan had been invited to the event — and had taken time to fly out to Washington for it. 'It is the perception that matters,' one said. 'Everyone knows that Mandelson founded Global Counsel and it was a bit odd to see two of his former executives being wined and dined at his new embassy.' Another added: 'I guess my invitation got lost in the post.' Steve Goodrich, head of research and investigations at Transparency International UK, said: 'When lobbyists secure access to exclusive government events while their firms' co-founder holds one of Britain's most sensitive diplomatic posts, it raises suspicions of preferential treatment that undermines public confidence in the integrity of our institutions. 'We urge the Foreign Office to review how it is managing potential conflicts of interest, including how it ensures the UK's ambassador to the US does not present an inappropriate channel for influence.' Mandelson took up his role as ambassador in February having spent the previous decade building up Global Counsel into a major international player. The firm's clients have included companies such as Anglo American, JPMorgan, Shell and OpenAI. It also represented several companies linked to China, including TikTok, which is facing a ban in the US unless ByteDance divests itself of its ownership of the company in America. In the first three months of the Labour government, Global Counsel recorded having lobbied ministers or senior officials on behalf of 22 clients. Mandelson co-founded Global Counsel in 2010 and later served as president of the Great Britain-China Centre, an arm of the foreign office. The firm was valued at £30 million last year when the Messina Group, the political consultancy founded by Jim Messina, a former Obama campaign manager, bought a 20 per cent stake. This allowed the company to expand its operations in Washington where it now employs eighteen people. It also has offices in Brussels, Doha and Singapore. A spokesman for the US embassy said: 'Each year, in support of the UK government's growth agenda, the British embassy in Washington hosts a number of engagements in the margins of World Bank and IMF Annuals to bring together the best and brightest of the business and economic community. It is standard practice for international companies to have representatives attend.'

Donald Trump has suggested which former 'deep state' official he believes may behind Joe Biden 's infamous autopen. Speaking to the press from the Oval Office on Tuesday, the Republican claimed that a former high-ranking Department of Justice official may have been part of the scandal. An autopen enables its operator to produce signatures, in this case Biden's, potentially giving whoever controlled it power over the president's official business. Trump has slammed the use of the autopen under Biden's administration and how the Democrat allegedly used it to sign pardons and executive orders. But Biden pushed back in a statement this month, denying anyone else made presidential decisions under his tenure and claiming he was in charge. 'I made the decisions about the pardons, executive orders, legislation, and proclamations,' his statement read. 'Any suggestion that I didn't is ridiculous and false.' Trump opened an investigation last week to determine 'who ran the United States while President Biden was in office' with a major focus on 'examining policy documents signed with an autopen, who authorized its use, and the validity of the resulting Presidential policy decisions.' Responding to a question about the LA riots on Tuesday, Trump pivoted and teed off on a rant about the autopen. 'You know, we're moving murderers out of our country that were put here by Biden or the autopen,' he told reporters. 'The autopen really did it,' 'The people, whether it's Lisa Monaco or whoever operated the autopen, these are criminals, people are criminals and allowed these criminals into our country,' Trump continued. Monaco was a longtime Barack Obama and Biden aide who held powerful roles for both administrations. From 2013-2017, Monaco was the Homeland Security and Counterterrorism Advisor to President Obama. She then left government before rejoining again to serve four years as Biden's deputy attorney general. While serving under Biden Monaco oversaw the Justice Department's massive effort to track down and charge those who participated in the January 6th Capitol protest. The investigation - one of the largest in DOJ history - yielded criminal charges against over 1,500 defendants. Reports indicate that Monaco was in frequent contact with the D.C. U.S. Attorney's Office coordinating how the office would use a specific statute to charge defendants with obstruction of an official proceeding. Microsoft recently hired Monaco to serve as their head of global affairs where she will oversee cybersecurity policy and work with foreign governments. Monaco did not immediately respond to the Daily Mail's request for comment. Some online reacted to Trump's suggestion with outrage, saying the former Justice Department worker has ties to the 'deep state.' 'That's quite the deep state resume,' one X user wrote of her long government experience. Under Trump's order to probe the autopen, all of the pardons, clemency grants, executive orders, presidential memoranda, and other presidential policy decisions issued by Biden will be investigated. Actions under review would include Biden's pardons for son Hunter and Dr. Anthony Fauci and orders related to a variety of areas including education, immigration, health care, climate change and more. Trump has argued the use of the autopen invalidates Biden's orders. If his administration can get the courts to agree, it could undo thousands of actions taken by the former president.
