Evictions on the rise in Knoxville with median rental listing price up 56% since 2020

KNOXVILLE, Tenn. (WATE) — Knox County along with other communities in Tennessee are witnessing a housing crisis. With that, eviction numbers are continuing to rise in Knox County. A group of researchers and organizations teamed up to dive into this problem.
A 66-page report shows the results of the study done by the Appalachian Justice Research Center, Statewide Organizing for Community eMpowerment and Legal Aid of East Tennessee from September to December of last year. In Knox County, the median listing price for a home has risen 83% and rental prices have risen 56% since 2020. In that same amount of time, income has only increased roughly three percent.

'What was interesting about Knoxville in particular is, there really wasn't a housing crisis up until 2020,' Dr. Solange Munoz with University of Tennessee Department of Geography and Sustainability said.
Munoz told 6 News that prior to her work with the Appalachian Research Justice Center, she was working on the housing crisis at an international level. She said up until the pandemic, Knoxville was affordable.
'I've been talking about this for over 10 years. Knoxville was safe. I arrived in 2015 and housing was cheap. During COVID, all of a sudden you had all of these people now that could work remotely. They didn't have to live in these big cities,' Munoz said. 'They wanted to live in ither places and East Tennessee was so much cheaper. People started to arrive here and rent started to go up.'
With the higher average rent prices and mostly stagnant household income, eviction court dockets are starting to pile up. Knox County's eviction court saw 361 cases in one day last month. Legal Aid of East Tennessee Managing Attorney Michael Davis said walking into court every week and seeing the sheer amount of people is hard.
'To be honest, it gets overwhelming even as an attorney that gets used to it and the process,' Davis said. 'Seeing the weekly churn of it. Seeing it from our end, dealing with our clients, getting to meet with them, getting to hear the desperation in their voice, the terror. Having to leave where the place that's been home in 10 days, it's crushing.'
Blount County launches Tennessee Safe Baby Court program
Legal Aid has been able to get 90 percent of its clients eviction judgments not placed on their record, allowing them to find new housing if needed. The study, conducted by the research center shows that the City and County could save roughly $507,000 a year if they keep Legal Aid funded. However, Yolanda Grant with Statewide Organizing for Community eMpowerment told 6 News that the impacts go beyond Knox County.
'It's starting to do that spreading and more and more people are becoming involved in this eviction process. Not just on the end of trying to help but actually being the person evicted,' Grant said. 'It can be from a teacher to an engineer. It can be those. I've had accountants as clients. It's not just an economic problem or issue that's going on.'
The report outlines the data compiled and visually shows the disparities between rent and pay as well as how the eviction numbers have increased. At the end of the report, the group also acknowledged some of the issues they came across, the biggest, lack of data availability. During the presentation, they noted it is hard to tell how many evictions there have been in the past year, let alone since 2020, because the courts here do it all on paper.

We are told the funding that gives Legal Aid of East Tennessee the ability to help those going through eviction court is about to run out. The stop date for funding is May 31 of this year, meaning Legal Aid will not be getting the $600,000 of funding it has been getting.

The World Travel & Tourism Council warns that the US is the only major global destination expected to record a fall in tourism revenue this year, with earnings from foreign visitors falling below $169 billion. The council does not expect US tourism spending to return to pre-Covid-19 levels before 2030. At least 12 countries have issued travel advisories urging caution when visiting the United States. Nations such as Canada, Germany, France, and the UK have warned their citizens about the risk of detention, denial of entry, or the seizure of personal devices. LGBTQ+ travellers have also been cautioned by governments including Ireland and the Netherlands following US policy changes affecting gender recognition. As a result, many tourists are choosing alternative destinations. Tourism Economics reports that global flight bookings to the US from May through July are down 11% compared to 2024. Canadian bookings are off by a third, a drop that could eliminate $6 billion in spending and more than 40,000 US jobs. Countries such as Japan and Vietnam are emerging as winners in the redirected tourism flow, with Japan reporting a record number of monthly visitors. Among the 20 US cities most dependent on international tourism, 18 are forecast to suffer declines in foreign visitor spending. Detroit, Seattle and Tampa are expected to see the sharpest drops, with losses also predicted in cities like Philadelphia and Phoenix. Only Honolulu and New York are forecast to avoid major downturns, though New York officials expect a 17% decrease in overseas tourism compared to 2024. Corporate travel is also under pressure. A survey by the Global Business Travel Association found that nearly one-third of travel managers expect reduced company spending due to recent US government actions. The number of European business travellers entering the US dropped by 18% in April alone. The association has revised its 2025 forecast downward, anticipating a 5% decline in corporate travel expenditure. Meanwhile, fewer Americans are planning trips abroad. Only 18% expect to travel overseas within the next six months, down from 24% in December, according to the Conference Board. Rising economic uncertainty is prompting many to scale back or cancel international holidays in favour of domestic alternatives. EPR, MO, and BTI: The Dividend Kings Offering Sturdy Yields and Stock Price Gains

In today's market, dividend investors often face a tough choice: high-yield stocks that risk becoming yield traps due to poor performance, or growth stocks with solid returns but minimal income. However, a select group of dividend stocks is managing to offer the best of both worlds—strong yields and solid performance. Not only are these stocks the so-called 'Dividend Kings', but they've also provided rather decent stock price appreciation in recent months. Unlike many high-yield plays driven by declining share prices, these names have delivered substantial gains over the past year, making them standouts in the current landscape. While quarterly dividends are appreciated, monthly dividends offer even greater appeal—and that's precisely what EPR Properties provides. The stock currently offers an attractive 6.1% yield, nearly five times higher than the S&P 500 (SPX). Importantly, this yield isn't the result of a declining share price; EPR has been a strong performer, climbing 40% over the past 12 months. Despite this impressive rally, the stock remains reasonably valued, trading at just 11x forward funds from operations (FFO)—a key valuation metric for real estate investment trusts (REITs). As a firm, EPR specializes in owning and developing experiential properties across the U.S. Its portfolio includes a wide range of venues such as movie theaters, fitness centers, 'eat-and-play' destinations (like bowling alleys and golf entertainment venues such as TopGolf), amusement parks, water parks, and ski resorts. With 331 properties and over 200 tenants throughout the U.S. and Canada, EPR benefits from a broad and diversified income base. The company has paid a dividend for 27 consecutive years. However, it should be noted that while this is a monthly dividend payer, the company didn't pay a dividend for 15 months during 2020 and 2021 as it grappled with the effects of the COVID pandemic. While this is a concern worth being aware of, I don't think it's a cause for significant worry going forward as the pandemic and the lockdowns presented an extreme, unprecedented scenario for all businesses to deal with, especially ones like EPR that own experiential properties that require people to be out and about to be successful. Since resuming dividend payouts in July 2021, EPR has been paying these monthly dividends consistently and incrementally increasing the payouts over time. I'm bullish on this unique REIT based on its strong momentum over the past year, inexpensive valuation, 6%+ dividend yield, and attractive monthly payout schedule, making it a strong option for income investors. EPR earns a Hold consensus rating based on three Buys, five Holds, and two Sell ratings assigned in the past three months. The average EPR stock price target of $54.75 implies ~3% downside potential from current levels. Unlike EPR, Altria Group—the parent company of Marlboro cigarettes in the U.S., as well as electronic cigarette brand NJOY, and on! nicotine pouches—doesn't pay a monthly dividend. Instead, it follows the more traditional quarterly schedule. However, it makes up for that with an even higher yield of 6.8%, surpassing EPR's payout. And importantly, this yield isn't the result of weak performance—Altria shares have climbed ~27% over the past year. Beyond its generous yield, Altria offers exceptional dividend reliability. As a Dividend King, the company has increased its dividend for 55 consecutive years—a testament to its long-term commitment to shareholders. Altria is also returning capital through share buybacks. In Q1 2025, the company repurchased $326 million worth of stock, leaving $674 million remaining under its current authorization, which it aims to complete by the end of the year. Shares of Altria are also cheap, trading at just 11x earnings. This represents a significant discount to the broader market as the S&P 500 currently trades at roughly 21x. While tobacco companies are rarely associated with high growth, it's important to note that Altria is not a business in decline. The company is projecting steady, if modest, earnings per share growth of 2–5% for 2025. Notably, Altria is seeing strong momentum in its smokeless products segment—its on! nicotine pouches registered 18% year-over-year shipment growth in the most recent quarter, signaling a fruitful long-term market offering. I remain bullish on Altria, driven by its nearly 7% dividend yield, its remarkable track record of consistent dividend growth, and its attractive, undemanding valuation. MO earns a Hold consensus rating based on three Buys, three Holds, and two Sell ratings assigned in the past three months. MO's average stock price target of $56.86 implies ~4% downside potential from current levels over the coming year. Like Altria, British American Tobacco is a global leader in tobacco and nicotine products, delivering impressive returns—shares are up ~55% over the past 12 months. The company owns iconic cigarette brands, such as Lucky Strike, and markets Camel, American Spirit, and Newport in the U.S. Its portfolio also includes next-generation products, including Vuse vapor devices and Velo nicotine pouches. BTI currently offers an appealing dividend yield of 6.2%, paid quarterly. The company has a strong track record of 26 consecutive years of dividend growth on a GBP basis, though U.S. investors should note that payouts may vary in USD terms due to currency fluctuations. Valuation-wise, BTI appears attractively priced, trading at just 10.4x projected 2025 earnings—slightly below Altria's multiple and roughly half the valuation of the broader market. In addition to its dividend, BTI is actively returning capital to shareholders through stock buybacks. Following the partial sale of its stake in Indian conglomerate ITC, the company raised its 2025 buyback program to £1.1 billion. I'm bullish on BTI due to its strong yield, consistent dividend history, sizable share buyback program, and compelling valuation. On Wall Street, BTI stock carries a Moderate Sell consensus rating based on coverage from just two analysts. According to Rashad Kawan from Morgan Stanley, BTI is rated a Sell with a price target of $35.50, indicating approximately 25% downside risk in BTI stock over the coming months. In his most recent research note, Kawan reaffirmed his Sell rating based on BTI's latest earnings release, published in February of this year. Meanwhile, John Eade from Argus Research issued a Hold rating on BTI at the turn of the year and has not changed his stance since. In today's market, it's rare to find stocks that offer both attractive dividend yields and strong performance, but EPR Properties, Altria, and British American Tobacco all manage to deliver on both fronts. I'm bullish on all three and consider them strong picks for income-focused investors. Each stock offers a dividend yield above 6%, trades at a reasonable valuation, and has posted impressive gains over the past year, making them far from typical yield traps. Among the three, my top picks are EPR and Altria. EPR stands out for its monthly dividend payments, differentiated business model, and diverse revenue streams. While both Altria and BTI are compelling options, I give the edge to Altria due to its exceptional track record of consistent dividend growth spanning more than five decades. China's eagerness to adopt artificial intelligence comes just as economic growth is slowing, putting millions of routine jobs at risk. "I'm planning to get rid of 360 [Security Technology's] entire marketing department. This way the company can save tens of millions a year," founder and chair Zhou Hongyi said in a Chinese-language video on Friday night, translated by CNBC. It's since been viewed more than 191,000 times on popular Chinese platform Weibo alone. Zhou, who has nearly 12 million followers on Weibo, said he's attempting to use the company's forthcoming generative AI tool to prepare a press conference for the product by himself in five days. The AI agent plus search tool is due for release on Wednesday. Whether or not it's just another sales ploy by Zhou, who goes by the moniker "Red Shirt Big Uncle Zhou Hongyi," the video captures an emerging reality: companies pressured to cut costs may increasingly replace jobs with AI. Worrying signs are piling up. Last week, U.S. financial giant Citi said it's cutting 3,500 tech jobs in China by October. U.S.-based Anthropic CEO Dario Amodei told Axios last month that AI could lead to unemployment rates of 10-20% over the next one to five years. In China, more companies are discussing AI-driven efficiencies, especially in marketing and coding. Food delivery giant Meituan told investors in late May that about 52% of new code was generated by AI, up from 27% disclosed in March. Big Chinese tech companies are pointedly asking for new young recruits to have AI skills, said Shu Weibing, partner and COO at HangHang AI. "If a student doesn't know how to use AI, then it will be very hard to get a job," Shu said in Mandarin, translated by CNBC. HangHang AI focuses on AI skills training. On June 6, it launched a "Global AI" platform to help entrepreneurs get initial funding for AI projects, even if they are still working a day job. So far, the platform has 70 investors participating and at least 50 projects on board, Shu said. He added that the goal is to invest in 1,000 projects over three years, with each one receiving 10,000 yuan from three backers, totaling 30,000 yuan to jump-start each project. Chinese authorities have encouraged efforts to embrace AI and robots, while increasing support for employment. The Ministry of Finance announced on Tuesday that it has allocated 66.74 billion yuan ($9.29 billion) for employment-related subsidies this year. On Monday, the Ministry of Industry and Information Technology and the Ministry of Civil Affairs announced a two-year pilot program to test the use of robots for senior citizen care. To be sure, AI isn't about to suddenly hit every single industry. But since the Covid-19 pandemic, a persistent story, seen on Chinese social media and in casual conversations, is one of job uncertainty. Record graduates. More people getting some support from their parents and pursuing higher degrees. Companies cutting wages, clawing back bonuses and closing departments, if not shutting down altogether. Individuals and businesses have turned to social media and selling products via livestream, where competition is still fierce but the potential for overnight success remains. Complicating the job market further is a local culture that prizes work, even if it means regular overtime and weekend conferences. The unhealthy competition is most apparent in China's electric car market, where fierce competition has led to a race to the bottom, prompting government warnings to stop what's colloquially known as "neijuan," or involution. That's not even accounting for the economic impact of escalating trade tensions, which resulted in a 34% plunge in China's exports to the U.S. last month, official data showed Monday. About 16 million jobs in China are tied to U.S. exports, Goldman Sachs has estimated. Monthly business surveys for May showed contraction in the labor market across the board. The data indicate a situation rarely seen in the past decade, Goldman Sachs' Hui Shan pointed out in an analysis published last week. "Labor markets are very weak, especially in construction and among small businesses." But "labor market weakness could be a catalyst" for more stimulus, the report said. China's top leaders typically hold a policy meeting in late July. Mark Smith, CEO of mineral development company NioCorp, says that the U.S. needs to find a way to get along with China for its supply of heavy rare earths while the former builds up its supply chain, and that stockpiling of critical minerals is unlikely to be effective, as China is the sole supplier.
