State officers unprepared for paperless filing

'Act first, think later.' If the Punjab government's motto for modernization were to be described in a small phrase, it would be this. Throughout the past few years, new projects and systems have been proudly introduced by the administration without first ensuring their prerequisites. The most recent example is the e-FOAS system, which has digitalized the official filing system of the government without training the departmental staff.
According to the Punjab Information Technology Board (PITB), for the first time in the history of the province, the Civil Secretariat has been updated by making it a part of the e-FOAS system whereby all government departments will be legally bound to carry out departmental correspondence through paperless filing. In this regard, Chief Secretary Punjab Zahid Akhtar Zaman has directed secretaries of all departments to provide comprehensive records and lists of existing files to PITB teams, who will digitally scan the archive files in a central IT room. The scanning process should be completed by March next year.
Where the Punjab government's decision to go paperless through the e-Filing and Office Automation System (E-FOAS) is estimated to save billions of rupees annually, a large number of officers and employees of the Punjab Civil Secretariat remain unprepared for the new filing system since they have not been trained to operate the digital technology. Reportedly, more than 5,000 officers and employees have not been trained by the Management and Professional Development Department and the Information Technology Board, raising concerns about their job security and the efficiency of the new filing system. Furthermore, the state also does not have an effective system to preserve government records.
According to Chairman Punjab Employees Coordination Council Raja Sohail Ahmed, e-FOAS was a good system if the required technological resources were made available. 'For this, computers are mandatory, but they are often not available to all officers. Moreover, file work experts including stenographers, private secretaries and personal assistants have not been given effective training. Additionally, e-FOAS access is only up to the rank of additional secretary and deputy secretary while the section officer and the staff below him do not have any access in this regard,' noted Ahmed, who further highlighted the need to properly store state records for the future.
'In developed countries, the file is taken as a hard copy and unless the relevant record is hard copied, that record cannot be considered complete. Government records must be preserved from generation to generation however, no mechanism has been put in place by the government in this case. Moreover, staff should be trained in e-FOAS to improve the coordination within the department. At present, only computer operators and IT assistants are being trained, while other staff are being ignored,' revealed Punjab Civil Secretariat Employees Association Secretary, Chaudhry Ghulam Ghaus.
Haji Muhammad Irshad Chaudhry, President of the All-Pakistan Clerks Association, believed that no work could be completed without file work in government offices. 'Clerical staff has to be trained for noting and drafting. If the government ignores the clerical staff and employs people associated with the IT sector, it will discourage the officers. Therefore, the government should include the clerical staff in the new e-FOAS system by offering them the required training,' said Chaudhry.
On the other hand, Syed Imtiaz-ul-Hassan, Deputy Director Public Relations, Chief Secretary Punjab revealed that the Punjab government was following an austerity policy, under which all provincial cabinet meetings were now paperless.
Speaking to the Express Tribune, Muhammad Waseem Bhatti, Director General at the Government Digital Services Wing, claimed that shutting down the traditional filing system was expected to save billions of rupees while the implementation of e-FOAS would improve governance and service delivery.

He once again called on PTI and all political parties to come together for the country's betterment and agree on the Charter of Economy, just as the entire nation had shown unity and consensus between May 6 and May 10. He stressed that politics can wait — what's most important is fixing the economy, especially since 240 million Pakistanis are struggling with inflation and economic pressures. He appealed to opposition leaders to accept the Prime Minister's invitation and agree on the formation of a neutral Election Commission so that the next general elections are free and fair, leaving no room for objection. The adviser said that Pakistan has earned respect and recognition at the global level — countries that once distanced themselves are now compelled to listen. He warned that if political leaders continue to prioritise personal or group interests, it will go against national interest. He urged the public to put pressure on political parties to put the nation first. Commenting on PTI's protest movement, Rana Sanaullah said the movement is ineffective because the party lacks both preparation and public support. He further criticised Imran Khan, saying that if the former Prime Minister ties his release to the country's economic progress, it would be an injustice to the nation. Speaking on India's intentions, he responded to a question saying that the Modi government is following the RSS's extremist agenda and is hostile toward both Pakistan and Muslims. He added that while the military has fulfilled its duties, it is now the responsibility of the political leadership to unite for national development. He claimed that the Pakistan Muslim League-Nawaz (PML-N) is taking the upcoming local government elections seriously and will participate actively under the new Local Government Act. He confirmed that these elections will be held on a party basis. Sanaullah also said that the Punjab government is working on welfare schemes such as the Kisan Card, Mazdoor Card, and Mazoor Card to improve the quality of life for ordinary citizens. He concluded by noting that major national projects, including Pakistan's nuclear tests, were completed during PML-N's tenure, and that Chief Minister Maryam Nawaz is now stepping forward with a new vision of public service.

LAHORE: After the reduction in electricity tariffs of two power companies - Quaid-e-Azam Thermal Power Private Limited and the Punjab Thermal Power Private Limited - there will be cut in power tariff for the consumers but its impact would not be too significant, it has been learnt. 'There will be definitely reduction in power tariff of electricity consumers in Punjab and the relief will be financed with profits earned by said two government-owned power companies,' sources in the energy department said, adding: 'In light of the Punjab cabinet decision, the provincial government would approach Nepra for a reduction in power tariffs for these two plants so that these price reductions get permanence and are reflected in the new tariff.' It may be noted that the Punjab government had established a special purpose vehicle company by the name of Quaid-e-Azam Thermal Power (Pvt) Limited (QATPL) in March 2015 under section 32 of the Companies Ordinance 1984 in Independent Power Producer (IPP) mode with the mandate to build, own and operate a 1180 MW RLNG based power plant at Bhikki, Shiekhupura on fast track. Punjab CM announces up to 40pc relief in power tariffs The Punjab Thermal Power (Private) Limited (PTPL) is a private limited company incorporated under the Companies Act, 2017. It is wholly owned by the government of Punjab through the energy department. The main objective of the company is to establish and operate a 1263 MW thermal power plant based on RLNG at Haveli Bahadur Shah near Trimmu Barrage, District Jhang in Punjab. It may be recalled that the provincial cabinet in its meeting had given nod to cut the power tariffs of these two plants by 30-40 per cent to reduce electricity bills. This move is similar to the federal government's which recently renegotiated contracts with independent power plants (IPPs) to reduce tariffs, the sources added.
