
House Panel flags China presence in IOR, its nexus with Pakistan; calls for upgrading naval assets
The committee headed by Congress MP Shashi Tharoor, while presenting its Eighth Report on the subject 'Evaluation of India's Indian Ocean Strategy' in Lok Sabha on Monday, also flagged China's 'strengthening ties with Pakistan'. It urged the government to take decisive action by enhancing India's maritime deterrence through advanced technology, including satellite surveillance.
'Of equal concern is the strengthening of the China-Pakistan naval nexus, which not only facilitates joint military exercises but also advances Pakistan's naval modernisation,' the panel said. 'This cooperation complicates the security situation further… and could destabilise the balance of power in the region.'
On the strategic challenges faced by India in the IOR, the Ministry of External Affairs has stated that these include 'threats to maritime traffic, piracy, terrorism, concerns about freedom of navigation and overflights, and concerns of safeguarding sovereignty and of independence'.
Another challenge is the growing presence of extra-regional players in the region, especially China gaining a foothold, MEA said. China has been undertaking several infrastructure projects focusing on ports, airports and logistics sectors for dual use purposes, in addition to deploying research and survey vessels in the region to… collect sensitive oceanography and marine data of the region, the MEA said.
However, it added that to counter the challenges, India has been actively sensitising friendly countries through bilateral and regional forums in IOR to counter these activities. The Colombo Security Conclave, Indian Ocean Rim Association (IORA) and QUAD cooperation are few framework mechanisms, under which India is working closely with countries in the region and with like-minded countries, it said.
The Ministry of Defence was also asked to enumerate the key challenges faced by India in the Indian Ocean Region and efforts taken to tackle them. In a written submission, the Ministry stated that the Indian Navy faces multifaceted challenges in the IOR, encompassing traditional security threats from Naval competition, territorial disputes and growing Chinese naval presence, alongside non-traditional challenges like piracy, trafficking, illegal fishing, maritime terrorism, natural calamities and complex geopolitical dynamics.
As part of this strategy, China is also developing ports and other infrastructure facilities in the littoral countries of the IOR, including in the vicinity of India's maritime boundary and has a stated goal of becoming a maritime power, the MEA said.
The committee was of the view that India's leadership role in IOR is both a natural and necessary extension of its geopolitical and economic interests and thereby, it should take a leading role in ensuring the security, stability, and prosperity of the region. The Committee recommended that India should frame a comprehensive and dynamic strategic engagement plan for all 35 littoral states of IOR, grounded in shared common interests.
The Committee also noted that, despite the strategic importance of IOR for India's national security, economic growth, and geopolitical interests, there remains an absence of a dedicated inter-ministerial mechanism to effectively coordinate and streamline the various facets of India's Indian Ocean Strategy.
In this regard, the Committee strongly recommended the creation of a comprehensive Inter-Ministerial Task Force, involving key ministries, such as External Affairs, Ministry of Defence, Commerce, Environment, Shipping, Finance and Home Affairs. This will address gaps in coordination, and facilitate efficient execution of India's strategic priorities in the Indian Ocean, the panel said.

Rahul accuses the Election Commission of not enforcing ‘one man, one vote' principle
Asserting that the Election Commission was not performing its duty of enforcing the principle of 'one man, one vote', the Leader of the Opposition in the Lok Sabha, Rahul Gandhi, on Tuesday (August 12, 2025) hinted at exposing more alleged irregularities in the voters' list. Speaking with reporters in the Parliament House complex, Mr. Gandhi said the Congress was engaged in protecting the Constitution and would continue to do so. Asked about Minta Devi, a voter listed as 124 years old in the electoral rolls in Bihar, Mr. Gandhi said, 'There are unlimited cases like that. Abhi picture baaki hai (the picture is not yet complete).' 'There is not just one seat [where there is vote theft], but there are a number of seats. This is being done at a national level and systematically. The EC knows it and we know it too,' Mr. Gandhi said. 'Earlier, evidence was not there but now the evidence is there. We protect the Constitution. 'One man, one vote' is the foundation of the Constitution,' he said. His sister and party general secretary Priyanka Gandhi Vadra said there were several such cases in which fake addresses and names of relatives were used. Earlier in the day, several MPs of the INDIA bloc parties held a protest in the Parliament House complex against the special intensive revision (SIR) of voter rolls in Bihar, with many of them wearing white T-shirts that had the name and photo of the '124-year-old voter' emblazoned on them. Congress chief Mallikarjun Kharge, Congress Parliamentary Party chief Sonia Gandhi, Trinamool Congress leader Derek O'Brien, Dravida Munnetra Kazhagam leader T.R. Baalu, Nationalist Congress Party (SP)'s Supriya Sule, and other leaders protested outside the Makar Dwar of Parliament. The MPs held posters and raised slogans, demanding a rollback of the SIR exercise. 'Minta Devi is a first-time voter and she is 124 years old. The voters list carries her name as a first-time voter. The party will take out a candle light march in all districts at 8 p.m. on August 14, followed by 'Vote Chor, Gaddi Chhod' rallies in all States between August 22 and September 7, and a nationwide 'Vote Chor, Gaddi Chhod' signature campaign from a month from September 15 to collect five crore signatures. 'We will defend the Constitution and safeguard the rights of every voter until our last breath. This is not only a political fight — it is a fight to protect the soul of our democracy,' Mr. Venugopal said in a post on X.

Rahul alleges malpractice in voting: Maharashtra Cong to ‘reach out to every household to apprise people of wrongdoings'
Intensifying the nationwide protest against the alleged malpractices in election process launched by party leader Rahul Gandhi, the state Congress on Tuesday said it would appraise people in the state of the 'wrongdoings by reaching out to every household'. 'Leader of Opposition Rahul Gandhi has proved the wrongdoings in the election process of the country. The Election Commission (EC), instead of responding to the queries raised, has served notice to him. The state Congress will further intensify the protest in Maharashtra,' said Congress leader Ramesh Chennithala, in-charge of party affairs in Maharashtra. He said the BJP and the Union government under Prime Minister Narendra Modi are finishing democracy. 'Free and fair elections are becoming impossible in the country. We had raised it in the Maharashtra Assembly election when we noticed a big change in voters' choice compared to three months prior to that during the Lok Sabha elections last year,' he added. 'The malpractices seen during the Maharashtra Assembly elections were also witnessed in the Haryana Assembly elections and now it is likely to be repeated in the Bihar elections,' he said. The EC does what the BJP-led Union government says and the BJP is busy defending the EC for the wrongdoings, said Chennithala. 'The state Congress will reach out to every household on the issue of malpractices in elections. We will do a signature campaign and tell the public about vote cheating,' he said. The Congress leader said the Mahayuti government is postponing local body elections deliberately so as to use funds of civic bodies to manage its finances as the government is facing a serious financial crisis due to its wrong schemes. The Congress has not taken any decision on a pre-poll alliance for the forthcoming civic polls, he said, adding the party leaders are still discussing it. Chennithala said the closeness of two cousins MNS chief Raj Thackeray and Shiv Sena (UBT) chief Uddhav Thackeray was not a cause of concern for the Congress. 'MNS is not in our alliance. We don't know anything about the MNS and Sena (UBT) alliance, so we cannot comment on it. We don't have any issues if cousins are coming close but the alliance of their parties will be a political issue. We will discuss if it actually happens,' he said. State Congress chief Harshvardhan Sapkal said BJP rule in the country is destroying democracy and the party has chalked out a six-month programme to protest against it. 'The BJP always talks of a Congress-free country but 40 per cent of its leaders are imported from the Congress,' he said.
