Lough Neagh: 'Lack of support' over tackling blue-green algae

Stormont's agriculture and environment minister has urged his Executive colleagues to have a re-think about their positions on Lough Neagh.The algae has been detected over 100 times across Northern Ireland since the start of the year, with the majority of sightings in Lough Neagh and the Lower Bann, as well as Lough Erne.Lough Neagh, the UK's largest freshwater lake, has been blighted by large blooms of the potentially toxic algae in recent years.Calling for support from parties, Andrew Muir said: "There's going to be a lot of very big decisions to be made, I need them to back me."
Speaking to BBC News NI Muir recognised the "distressing scenes" but said this was "sadly not unexpected because of decades of neglect"."I'm giving my heart and soul to turn the situation around," he said."I'm very disappointed at the lack of support from other parties in recent months and urge them to rethink their positions.""It does seem these have been hollow manifesto pledges and when it comes to the decisions made, they are not standing up for the lough."
He said there are four key decisions that he needs support for, namely; strengthening environmental governance, strengthening sewage regulation, better management of slurry and fertilisers on farms and support in a climate action plan. A Lough Neagh Action Plan was approved by the Executive last year.The Department of Agriculture, Environment and Rural Affairs (Daera) said 14 out of 37 actions have been completed, while another 22 are being progressed.
'Not a vanity project'
Ciara Laverty, a Lough Neagh Partnership ranger said solving the issues at the lough is "not a vanity project". "The time for finger pointing is over, we know where the nutrients are coming from," she said."It's come from agriculture, wastewater, septic tanks, industry around the lough, it's not just one sector of society that's to blame."Ms Laverty called on politicians to do the right thing and "make difficult decisions which may not be popular".
The science shows the pollution – nutrient – problem in Lough Neagh comes largely from agriculture, with some from wastewater processing, septic tank seepage and industrial pollution around the shores.Dr Yvonne McElarney is a freshwater ecologist at the Agri-Food and Biosciences Institute (AFBI).Dr McElarney said the "best way to dampen down effects of these blooms is to reduce nutrients from the catchment, which is the one part of the puzzle we can solve"."Other factors that are impacted are climate change, the increased nutrients from the catchment and the change in the nutrient status... is like the perfect storm for this algal bloom to happen."
John McLenaghan, deputy president of the Ulster Farmers' Union, said this is not just a challenge for farmers. "The science suggest that some of the run off from agriculture fields is contributing to the situation in Lough Neagh, amongst other external factors," he said. Mr McLenaghan said farmers have "significantly decreased the amount of phosphorus" they are using but this has been offset by "non-agricultural phosphorus" which is getting into the lough.
Mr McLenaghan denied farmers were unwilling to take part in a legal obligation in the Nutrients Action Programme (NAP), saying there had been "significant behavioural change across the agriculture industry"."What was wrong with this was that Daera decided for the first time that they would exclude farmers from that process."Mr McClelland said he wants farmers and Daera to work together to improve Lough Neagh."If we can get the education and the incentivisation correct then the need for the regulation and enforcement is obviously decreased, and that's a better and smarter way to do it."
Impact on farmers
Some, like Michael Meharg, adopt a farming with nature approach, with fewer cattle and no fertiliser inputs."We are trying to cut back on the amount of nutrients that we use," Mr Meharg told BBC News NI.But Mr Meharg is worried about any potential impact of the algae on his livestock."As a farmer whose cattle are having to go in here and drink this daily, it's important that we get that sorted." He has had their livers tested after slaughter to ensure there is no absorption of the bacteria.And he too said more action is needed.

Gamekeepers have warned that the government 's rewilding proposals could trigger an increase in wildfires across the UK. Labour has plans to ban winter burning from over half of England's peatland. The changes are claimed to help 're-wet' the country's peat bogs, as well as reduce the chances of wildfires and decrease carbon emissions. Environmentalists argue that peat bogs must be preserved as they soak up huge amounts of carbon, while landowners and gamekeepers say burning restrictions will, in fact, enable wildfires to break out that will be 'too large to fight'. Winter burning is a controlled traditional upland management technique whereby firebreaks in upland areas are established by creating strips of less flammable foliage. It is used to decrease the amount of fuel for possible wildfires and slow the speed at which blazes can spread. However, in conservation areas of 'deep peat', of a depth of 40cm or deeper, the burns were banned in 2021, covering 222,000 hectares of land. The Department for Environment, Food and Rural Affairs (Defra) is now looking into lowering the threshold for 'deep peat' to 30cm, which would extend the restrictions to 368,000 hectares. It says wetter peat will decrease the likelihood of wildfires, while gamekeepers argue the plans would leave Britain's moors and heaths more vulnerable. Andrew Gilruth, chief executive of the Moorland Association, told The Telegraph: 'This is our worst-ever year for wildfires. Britain is burning because of the religion of rewilding. 'It is obvious to everyone bar Natural England that, with climate change making vegetation tinder-dry, increasing this fuel load through rewilding is a really stupid idea. It makes for bigger, more intense blazes which can move at frightening speed.' 'I think the whole thing is very concerning – not just from a loss-of-habitat point of view, but also putting firefighters and land managers in real danger from the inevitable wildfires. 'The whole thing is becoming a massive tinderbox and a bomb that is going off. At the moment, re-wetting is increasing the fuel level on the moors and that is a real concern. Prescribed burning will not stop wildfires, but it reduces the length of flames and allows fires to be contained quicker.' More proposals include removing an exemption to current restrictions, which would allow burns to continue on 'inaccessible' land. Adrian Blackmore, the director of shooting at the Countryside Alliance, described Defra's plans as 'staggering'. He told The Telegraph: 'They are showing a staggering lack of understanding or knowledge. Burns reduce the fire load, encourage young growth for the birds to eat and encourage the growth of sphagnum moss, which is the peat-forming moss. 'So if you don't remove the canopy, you can't encourage sphagnum moss, because it's not going to grow underneath it. And sphagnum moss is the be-all and end-all, making moors wetter.' A Defra spokesperson told The Independent: 'Our peatlands are home to Britain's most precious wildlife, while also storing carbon and reducing flooding risk. With 13 per cent of the world's blanket bog in the UK, we've consulted on ways to ensure these rare habitats are better protected. We will set out our response in due course.' Heatwaves and consistent dry weather have seen the London Fire Brigade tackle more wildfires this summer than in the whole of 2024. A senior firefighter said that crews were experiencing a 'busy summer' and that they were working under 'very challenging conditions' to bring the blazes under control. Wildfires have even been raging in Scotland this summer, a place that rarely sees blazes break out. The Scottish Gamekeepers Association warned the fires were limiting the ability of 'stretched' firefighters to respond to other emergencies, so they were 'becoming a danger to human life'. Land managers can apply for licences to burn for the purpose of wildfire management, which are regulated and issued by Defra. The Defra spokesperson said repeated burning risks permanently altering the species composition and hydrology of peatland habitats. They added that peat that is wet is less likely to burn during a wildfire, builds new peat and loses less carbon through oxidation, protecting the stored carbon of old peat and ensuring that the habitat persists.

Iraqi can stay in Britain after people smuggler ‘stole his ID'

An Iraqi asylum seeker has won the right to stay in Britain after claiming his identification documents were taken by a people smuggler. Immigration tribunals rejected his claim that he could not return to his home country because of the threat to his life posed by the terror group Isis. However, they ultimately ruled that the loss of his documents would make it impossible for him to safely return to Iraq because it would be difficult to travel cross-country without them. His appeal against his deportation was upheld on the basis that his return would breach his Article 3 rights under the European Convention on Human Rights (ECHR), which protects against persecution, torture and ill-treatment. The case comes as Dan Jarvis, the security minister, signed a new agreement with Iraq on Tuesday to fast-track the return of failed asylum seekers and convicted Iraqi criminals to the country. The case is the latest uncovered by The Telegraph where migrants or foreign criminals have been allowed to stay in the UK after claiming that their deportation would breach their rights under the ECHR. Yvette Cooper, the Home Secretary, is proposing to restrict judges' powers to grant asylum under the ECHR amid concerns a third of cases are now being approved for 'exceptional' reasons. The asylum seeker, aged 32, arrived in the UK on Aug 20 2020 after travelling through Europe. He claimed asylum on the basis that his life was at risk if he returned to Iraq after informing on a customer in his mobile phone shop whom he believed was a member of Isis. He reported his concerns to the police and helped get the customer arrested and detained. The court was told: 'He claimed that Isis, upon learning of the assistance he rendered to the police, threatened to kill him and so he fled.' Threat of Isis retribution A series of immigration tribunals rejected his claims, arguing that his account of being threatened by the terror group was not credible and that he was not at risk if he returned to Iraq. The Home Office argued he would also get sufficient protection from the Iraqi authorities. However, he also claimed that his ID documents were taken from him by an 'agent' in Turkey, which meant that he would not be able to return to Iraq. Iraqis who lack proper ID documents face significant risks, including restricted freedom of movement, limited access to essential services and potential statelessness. A tribunal judge said that he accepted the Iraqi would not be able to secure replacement documents before returning to his home country, and would be at risk if he did go back. 'The appeal stood to be allowed and I therefore allow it on Article 3 grounds, on the basis that the appellant would be at risk on return to Iraq as an undocumented returnee in accordance with the guidance,' said the judge.

How Finland's super-fit president put his nation at heart of Ukraine peace talks

Donald Trump could not find the president of Finland among the gathered European leaders at his White House summit on Ukraine. 'I'm right here,' a smiling Alexander Stubb said from his seat at the top table opposite the US president and next to Volodymyr Zelensky. 'Oh, you look better than I've ever seen you look,' Mr Trump shot back instantly to his counterpart. There were more compliments to come for the 'young, powerful man' leading Finland, which has emerged as a crucial player in the Ukraine peace negotiations despite being a nation of only 5.6 million people. 'Some of the international media might wonder why is the president of Finland here?' Mr Stubb said as he sat with the leaders of the UK, France, Germany, Italy, the European Commission, Nato, Ukraine and the US. 'I think the reason is probably that we might come from a small country, but we have a long border with Russia, over 800 miles,' he told reporters. 'And we, of course, have our own historical experience with Russia from World War Two.' Finland's two wars against the Soviet Union ended in the loss of about 10 per cent of its territory and in limits on its sovereignty to enforce its neutrality. The term 'Finlandisation' was coined to describe how it was forced to adopt a position of neutrality by its larger, belligerent neighbour. Only in 1995, after the fall of the Soviet Union, could Finland join the European Union. It joined Nato only in April 2023, as a direct response to Putin's illegal invasion of Ukraine. The experience could find echoes in the present if Kyiv bows to pressure from Mr Trump to sacrifice some of its land to establish peace with Russia, which is intent on 'Finlandising' Ukraine. Mr Stubb said peace was closer now than ever, thanks to Mr Trump. 'If I look at the silver lining of where we stand right now, we found a solution in 1944, and I'm sure that we'll be able to find a solution in 2025 to end Russia's war of aggression and find – and get – a lasting and just peace,' he said. Mr Stubb's father and grandfather were born in Karelia, territory that Finland was forced to cede and remains part of Russia. After the White House meeting, Mr Stubb stressed that – unlike Finland after the war – Ukraine was not alone and would not be forced to give up territory. Mr Stubb, a bespectacled 57-year-old conservative with a taste for Ironman triathlons, is the real reason that Finland finds itself among the power players. The former prime minister, who has a British wife and a doctorate from the London School of Economics, was elected president in February 2024. It was the first vote held since Finland joined Nato. Had it been up to Mr Stubb, a staunch supporter of Ukraine, his country would have entered the alliance in 1995. As president, he is the head of state, supreme commander of the Finnish Defence Forces, and leads the nation's foreign policy. Before turning to politics, however, his dream had been to become a professional golfer. He secured a golf scholarship at Furman University in South Carolina. Mr Stubb's mean golf game proved to be his secret weapon in his mission to charm Mr Trump. He played with the US president on an unofficial trip to Mar-a-Lago in March this year, only a month after Mr Trump's infamous Oval Office bust-up with Mr Zelensky. Mr Trump was won over. 'He is a very good player, and we won the men's member-guest golf tournament at Trump International Golf Club,' the president said on his Truth Social account. Mr Stubb told The Wall Street Journal last week: 'It's very important to be able to play golf with the president. It's quite rare that a president from a small country gets to spend some seven hours in the presence of a president of a big country.' He added: 'Golf was quite a useful tool there. I have to admit.' Since their round of golf, the US president has been getting tougher on Putin and softer on Mr Zelensky. Meanwhile, Mr Stubb has forged a role as a go-between between Mr Trump, European leaders and Mr Zelensky. At the funeral of Pope Francis in April, a key moment in the detente between Mr Zelensky and Mr Trump, Mr Stubb was seated between the president and Melania Trump. He is said to be in regular contact with the US president, helped in part by his early morning starts to do triathlon training, which means he can swap texts at a reasonable hour on American time. 'I can communicate what Europeans think, or what Zelensky thinks to Trump, and then I can communicate what Trump thinks to my European colleagues,' he said. Helsinki snagged an invite to the high-profile summit, while other much bigger EU countries missed out. Ukraine requested that Finland be one of the countries invited to the talks in Washington, with the White House then inviting Mr Stubb, a source familiar told The Telegraph. There was no place for Poland, another neighbour of Russia and Ukraine that is spending big on defence. Mr Trump had reportedly infuriated Donald Tusk, the Polish prime minister, by asking for his bitter rival – Karol Nawrocki, Warsaw's Maga-allied president – to attend a teleconference on Ukraine for European leaders last week. Spain, which is firmly at odds with the US over Mr Trump's demands for higher defence spending, was also not invited. Stubb acclaimed for diplomatic coup The Finnish press has delighted in celebrating Mr Stubb's diplomatic coup. 'Stubb has clearly succeeded on a personal level in speaking with Trump in a way that has appealed to Trump and created a confidential connection that appears to be lasting and producing results,' former ambassador Hannu Himanen told public broadcaster Yle. Ed Arnold, a senior research fellow on European security at Royal United Services Institute, told The Telegraph that Finland's inclusion was likely based more on Mr Stubb's assertiveness than a country-wide effort. There are other reasons why Finland finds itself in such an influential position, as Mr Stubb works to keep what he calls 'Team Europe' and the US united over Ukraine. It boasts a fearsome military forged over decades living in Russia's shadow, and has long been a go-between between Russia and the US. Its 800-mile border with Russia is a headache for Putin because it is now a Nato border. Sources have told Finnish media that Helsinki is also ready to play its part in protecting a final peace deal in Ukraine. While that could involve Finnish troops, it is more likely to involve logistics and training. Nikolai Sokov, a former Soviet and Russian arms-control negotiator, told The Telegraph that Finland's emergence as a major player in Europe centres around its admission to Nato. He said, 'Russia will need to contend with a much longer border with Nato and especially with the extreme vulnerability of the Kola Peninsula. 'The Baltic Sea will remain a major tension point with high risk of conflict, like West Berlin in the '50s, early '60s.' Mr Arnold added Finland certainly feels more confident projecting itself on the world stage since joining Nato. 'The process of joining Nato was complex and required a lot of focus. It has had to adapt to suddenly being in this alliance, being a really key player already, instantly becoming a front-line state that shares a border with Russia,' he said. 'It doesn't suit their interests to be in the middle of the pack.' Mr Arnold, however, also noted that Mr Trump's style of diplomacy hinges on personal relationships, meaning Europe has been forced to adapt its approach to US relations. 'Whoever gets on with Trump – get them in a room with him to manage him,' he added. In the meantime, Finland's president will use all of his influence to turn Mr Trump's ire away from Mr Zelensky and towards Putin.
