Uttarakhand cabinet approves amendments to anti-conversion law

The Uttarakhand Cabinet on Wednesday approved amendments to the anti-conversion law to make it harsher, with stringent provisions like punishment up to life imprisonment and heavy fines being added to the new bill. The Uttarakhand Freedom of Religion (Amendment) Bill-2025 was approved in the state cabinet meeting chaired by Chief Minister Pushkar Singh Dhami, official sources said.
According to the bill, apart from strict punishment for illegal religious conversion, provisions such as ban on propaganda through digital medium and protection of victims have been added, they said.
The definition of inducement has been expanded in the bill to include gifts, cash/goods benefits, employment, free education, promise of marriage, hurting religious faith or glorifying another religion, categorising all of them as crime. It makes punishable the acts like promoting or inciting conversion through social media, messaging app or any online medium.
There is a provision in the bill for three to 10 years imprisonment for general violation, five to 14 years in cases related to sensitive class and 20 years to life imprisonment in serious cases and heavy fines.
The proposed bill also makes a provision for strict punishment for marriage by creating fake identity or hiding religion besides making a provision for protection, rehabilitation, medical, travel and maintenance expenses of the victims of illegal conversions.
According to the state government, the proposed legislation will protect the religious rights of the citizens, prohibit conversion by fraud, inducement or pressure and maintain social harmony, the sources said.

Delhi Notifies Law to Curb Arbitrary Fee Hikes in Private Schools

The Delhi government has notified the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, aimed at ending arbitrary fee hikes by private schools. The Bill, passed in the Delhi Assembly on August 8 after extended debate, covers all 1,700 private schools in the capital, a significant expansion from the earlier 1973 law, which applied to only around 300, as per the government. "This bill addresses all the concerns and the gazette notification has now been issued. Any government-recognised private school that feels threatened by this is welcome to forgo its government recognition," Delhi Education Minister Ashish Sood said. Chief Minister Rekha Gupta announced the notification during her Independence Day address. "I want to greet Delhi residents for the revolution in the education sector that has taken place. The education bill has been notified and I am happy to share this information on the occasion of Independence Day," she said. Parents' Town Hall On Friday, Mr Sood held a "Parents' Town Hall" in Janakpuri to explain the law's provisions. About 200 parents attended, questioning the minister on implementation timelines, penalty clauses, and parent participation in fee decisions. The law gives parents a role in the fee-fixation process, including veto power on proposed hikes. It mandates that any school raising fees without government approval will face fines of Rs 1 Lakh to Rs 10 lakh, with double penalties for failing to refund excess charges. For enforcement, the Director of Education will have powers equivalent to a Sub-Divisional Magistrate. Mr Sood said the measure was drafted after consultations with parents and education experts. "Private schools are necessary for Delhi, but transparency and accountability in fee fixation are equally essential," he told the gathering. The new process sets strict timelines - school-level committee decisions by July 15 every year, district-level by July 30, and final clearance by September. If no decision is made within 45 days, the matter will move to an appellate committee. Parents' Concerns While some parents welcomed the penalties for harassment and overcharging, others questioned the speed of the rollout. "The government's intent is good, but it looks like they have done it in a hurry. The main ethos of fee regulation is audit, and that is completely absent. Secondly, the composition of the school-level committee is nothing more than an extension of the school management. The penalties are a good aspect of the law, though," a parent told NDTV.

"We want to promote sports in far flung areas. The National Sports Policy will help in this matter," Modi said in his address to the nation during the 79th Independence Day from the Red Fort here. The Union Cabinet chaired by the PM Modi had last month approved the the National Sports Policy (NSP) 2025, a landmark initiative aimed at reshaping the country's sporting landscape and empowering citizens through sports. The new policy supersedes the existing National Sports Policy 2001, and lays out a visionary and strategic road map to establish India as a global sporting powerhouse and a strong contender for excellence at international sporting events, including the 2036 Olympic Games. The NSP 2025 aims to build a strong and inclusive sports ecosystem in the country. The PM said he feels happy when parents take pride in guiding their children to take up sports. "Sports plays a vital role in a nation's development, and I am delighted that today, when children show interest in sports, it fills parents with pride. I see this as a highly encouraging sign for the future of our country," Modi said. He added that the government's Khelo Bharat Policy was ensuring a robust development in the field of sports. "To boost sports, we have, after many decades, introduced the Khelo Bharat Policy, aimed at ensuring the holistic growth of the sporting sector. From school-level games to the Olympics, our goal is to build a complete and robust ecosystem for sports. "I also wish to share with you a concern related to fitness. Obesity is becoming a major crisis for our country. Experts say that in the coming years, one out of every three people will suffer from it. We must protect ourselves from this threat," he said.
