Banks need to build resilience against cyber threat: DFS Secretary

Financial Services Secretary M Nagaraju on Saturday cautioned banks to bolster their defences against the growing menace of cyber threats.
Speaking at a prize distribution ceremony of the 'Code Against Malware' hackathon at PNB headquarters here, Nagaruaju highlighted the growing importance of cybersecurity in the banking sector.
Such initiatives align with the national goal of building resilience against emerging digital threats, he said.
Launched in December 2024, the 'Code Against Malware' hackathon invited student teams from IIT Kanpur and other premier institutions to develop endpoint security solutions to detect ransomware, using behavioural analysis, artificial intelligence, and heuristic techniques.
The hackathon was conducted in collaboration with the IIT Kanpur, under the guidance of the Department of Financial Services (DFS) and the Indian Banks' Association (IBA), with the objective of fostering innovation in cybersecurity and engaging India's young technical talent.
PNB MD and CEO Ashok Chandra, in his remarks, underscored the institution's commitment to driving innovation, strengthening cyber defences, and promoting collaboration between industry and academia.

Banks need to further step up lending to meet the economy's demanding growth requirements, and should not hesitate to explore multiple avenues to raise the capital needed, financial services secretary M Nagaraju said on Friday. He assured all necessary policy support to the lenders, and hinted at relaxations in the foreign direct investment (FDI) rules. Speaking to Financial Express Deputy Managing Editor Shobhana Subramanian at the FE Modern BFSI Summit here, Nagaraju said: 'We also actually need to look at reviewing the current FDI rules in the banking sector to enable Indian banks to raise more capital…more patient capital.' The FDI in private banks is currently capped at 74 per cent, whereas the limit is 20 per cent for public sector banks (PSBs); any single entity cannot hold more than 15 per cent in any Indian bank unless exemption is granted by the Reserve Bank of India (RBI). 'If foreign capital comes at a cheaper rate, I think we should welcome (it). Currently, it is 15 per cent (single entity cap), and if it can be more, the banks will be able to expand credit, that's the goal,' the DFS secretary said. He stressed the need to have sustained high growth in credit flows to the needy sectors of the economy, including MSMEs. As of June 27, 2025, credit offtake was up 9.5 per cent on year, lagging deposit growth of 10.1 per cent. Nagaraju's comments come at a time when the State Bank of India (SBI) has raised Rs 25,000 crore through qualified institutional placements (QIPs) to bolster its capital base, and other state-run banks among themselves are set to raise Rs 20,000 crore via this route in the current financial year. 'Credit growth is a little slower in this quarter, but we are expecting that it will pick up… we also want the banks to lend,' the official said. With large corporations flush with cash, credit growth is now largely directed at MSMEs, the secretary said. In March 2025, the aggregate capital adequacy ratio (CAR) of 46 major banks reached a record high of 17.2 per cent, but the credit flows haven't been exactly keeping pace with this, or the investment demand to the assisted via bank capital. With banks required to play a pivotal role in driving India's ambition of becoming a $30-trillion economy by 2047, he said bank credit to the private non-financial sector should reach around 130 per cent of the gross domestic product (GDP) from 56 per cent now. According to Nagaraju, banks and financial institutions need to explore and expand various avenues of raising capital, including conventional equity markets, issuance of Basel III-compliant AT1 bonds and tier 2 instruments. They could also explore innovative methods like tapping global financial hubs, green bonds, sustainability-linked loans and also foreign debt markets to fund domestic credit expansion. He also urged large incumbent banks to focus on capital conservation by reducing operational costs with the use of technology. Nagaraju said banks ought to reimagine deposit mobilisation and increase leverage and productivity, deepen digital and data capabilities, and build future-readiness in terms of ESG-resilience and governance. By advancing these strategic themes, Indian banks could actually transform themselves into stronger institutions, he said. 'Therefore, access to capital from all sources needs to be looked at and worked upon by all of us. We need multiple globally competitive large banks facilitating access to global funds, best talent and technical expertise,' he said. Currently, only two Indian banks — SBI and HDFC — are in the top 100 global banks by total assets, which is not enough, he said, drawing comparison to lenders in China and the US. On further consolidation of PSBs, he said the previous mergers have yielded good results. 'We would see that wherever the synergies are, we can always look at them (more PSB mergers).' Banks anchor inclusive growth by bringing the unbanked under formal financial systems, enabling millions through schemes like Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana, and more, he added.

1 2 3 4 Kanpur: The Kanpur Metro Rail Project's Corridor-1 (IIT to Naubasta) was extended from IIT Kanpur to Kanpur Central in two phases. Now, preparations are in full swing for the third phase to further extend services up to Naubasta. As part of this phase, installation work of lifts and escalators is progressing swiftly at seven stations between Kanpur Central and Naubasta, namely Jhakarkati, Transport Nagar, Baradevi, Kidwai Nagar, Basant Vihar, Baudh Nagar, and Naubasta. Among these, Jhakarkati and Transport Nagar are underground stations, while the remaining five--Baradevi, Kidwai Nagar, Basant Vihar, Baudh Nagar, and Naubasta--are elevated. Notably, all lifts and escalators being installed at these stations are being manufactured in India under the 'Make in India' initiative. As part of the balance section of Corridor-1 (Kanpur Central to Naubasta), a total of 23 escalators and 26 lifts are being installed to facilitate passenger movement from station entry points to the concourse level and from the concourse to the platform level. So far, 11 out of the planned 23 escalators and 10 out of the 26 lifts were installed across all seven stations. Load testing is also being conducted alongside the installation of these systems. All lifts and escalators being used in the Kanpur Metro project were manufactured in Chennai, India under the 'Make in India' initiative. A key feature of these systems is their eco-friendliness. The lifts use regenerative braking technology that helps conserve energy. The smart escalators are designed to automatically pause when not in use for a certain period, further supporting energy conservation. From a safety standpoint, each escalator is equipped with three emergency stop buttons for quick shutdown in case of emergencies. These escalators also provide automatic announcements advising passengers to hold the handrail for their safety. Managing director of Uttar Pradesh Metro Rail Corporation Ltd. (UPMRC), Sushil Kumar, said, "Kanpur Metro team is fully committed to extending passenger services from Kanpur Central to Naubasta. Our entire team and contracting agencies are working with strong determination and meticulous planning to achieve our goal."

Mumbai: The Insurance Regulatory and Development Authority of India (IRDAI) has raised concerns over a surge in merger, acquisition, and demerger activities in the insurance distribution space, cautioning brokers against adopting sharp practices to solely inflate their valuations. "We have been witnessing record activity among brokers and other distribution intermediaries," said Satyajit Tripathy, member (distribution), IRDAI, at an Insurance Brokers Association of India event. "While this is fine by all means, I must add a word of caution that with increased growth being seen, we need not be adopting what we call as sharp practices to increase valuation, get listed, and to do business in a way, which may in the long run prove detrimental to the whole ecosystem." The inflow of private equity capital into insurance broking has risen about 20x between 2011-17 and 2018-24 to reach $4.8 billion. Indian insurance broking has 735 licensed brokers of which the top 36 drive over 85% of revenue, implying a long tail of brokers that have not scaled, according to a report by IBAI and acknowledged the significant value addition brought in by brokers to the industry in the last 4-5 years, particularly the event, the government urged over 700 insurance brokers to deepen insurance reach across the country and called on brokers to ensure access to affordable and appropriate insurance solutions for every Indian whether self-employed, salaried, agricultural, or industrial. "There is a vast untapped potential in Type 2 and Type 3 cities, agricultural and rural zones, in unorganised sectors, and among small businesses," said M Nagaraju, secretary, Department of Financial Services. "We believe insurance brokers can possibly increase awareness about the importance and availability of insurance in remote and low-income populations."
