MOD concerned over Powys wind farm affecting RAF training
The Banc Y Ceylin Wind Farm would border the Sennybridge Training area near Builth Wells and the plans on the site for 26 wind turbines with a maximum tip height of 200 metres have raised worries with the armed forces.
It is understood the MOD has raised concerns over the impact of the windfarm on low flying military aircraft, which was now been highlighted by constituency MP David Chadwick.
The Tactical Training Area known as "Low Flying Area 7(T)' sees military aircraft operate down to 100 ft above ground level – which is well below the 500 ft tip height of the planned turbines.
The MOD can raise objections to plans which may affect national security and defence when it may affect defence sites such as the training area.
The planned wind farm is a joint venture between Wind2 and companies managed by Octopus Energy Generation.
The plans in a scoping report submitted to the Welsh Government noted a potential impact on the low flying area.
MP for Brecon, Radnor and Cwm Tawe David Chadwick raised concerns after learning that the wind farm may impact the low-flying training zone.
Mr Chadwick wrote to the MOD regarding concerns raised by local residents about the potential impact of the development.

Attending a low-flying aircraft briefing last week, he said he was told that the proposed turbines could force low-flying aircraft to divert from key training areas.
'Low-flying training in mid Wales plays a vital role in keeping our armed forces prepared and ready,' said Mr Chadwick.
"It is vital that all relevant information is now put on the table, that the MOD and RAF are fully aligned, and that local communities such as Merthyr Cynnog are kept properly informed.
"We must strike the right balance between delivering clean energy and protecting the operational needs of our armed forces. I will continue to press for full transparency on this matter.'
A spokesperson for Wind2 said: "From the outset, Wind2 has recognised the significance of SENTA and the associated safeguarding considerations.
"We've been in ongoing discussions with the Ministry of Defence (MoD) as part of our early development work, and that dialogue continues to ensure any potential concerns are fully understood and addressed.
"In March 2025, we submitted a formal scoping request to Planning and Environment Decisions Wales (PEDW), with the scoping direction being issued on June 20.
"We've also been in regular contact with Powys County Council as part of our broader engagement. We are fully committed to continue to work with all stakeholders.
"It's also important to note that no planning application has been submitted.

The leak also led to the creation of the secret Afghanistan Response Route, which is understood to have cost about £400 million so far, with a projected final cost of about £850m. A total of about 6900 people are expected to be relocated by the end of the scheme. The official responsible for the email error was moved to a new role but not sacked. The superinjunction was in place for almost two years, covering Labour and Conservative governments. Labour MP and chairman of the defence select committee, Tanmanjeet Singh Dhesi, said: 'Defence permanent secretary David Williams' many years of dedicated public service deserve respect. 'It's not yet clear whether his decision to step down is linked to the recently revealed Afghan data breach. Ministry of Defence's top civil servant to step down weeks after Afghan data leak revealed
The Ministry of Defence 's top civil servant David Williams will be stepping down in the autumn. Mr Williams, who is the permanent secretary at the MoD, announced his departure just weeks after it was revealed the government had put up to 100,000 lives at risk though a catastrophic data loss. His departure is part of a bid to bring fresh leadership to senior defence roles, The Independent understands. An MoD spokesperson said: 'Permanent Secretary David Williams will step down this autumn and the recruitment process for his successor is under way. Since 2021, David has led the department through a period of significant activity, and we thank him for his contribution.' Mr Williams has been in the position for four and a half years. A new chief of defence staff, Air Chief Marshal Sir Richard Knighton, will also take up his appointment in September this year.

Calls in parliament to scrap Powys patient wait increase
Calls have been made in Parliament to for Powys Teaching Health Board to scrap its policy that intentionally increased wait times for patients using English Hospitals. Brecon, Radnor and Cwm Tawe MP, David Chadwick challenged Welsh Secretary Jo Stevens, arguing that the change made earlier this year undermines both Welsh and UK Government commitments to reduce NHS waiting lists and help people return to work. It was revealed at a meeting of Powys Teaching Health Board that the trust that runs Shrewsbury Hospital has so far not implemented the changes. Chief Executive of Powys Teaching Health Board warned that further 'unpalatable' changes were being prepared as the Trust tries to battle a budget deficit of over £30 million. Mr Chadwick highlighted the case of his constituent Melanie Walker, from Llandrindod Wells, who has already waited 59 weeks for a hip operation and now faces an additional 45-week delay due to the new policy. He asked Ms Stevens whether she considered this fair to Melanie or consistent with her Government's pledge to reduce waiting times. While Ms Stevens expressed sympathy for Melanie's case, she deflected the question with a political attack on the Liberal Democrats, a response Chadwick later called 'very disappointing.' It's placing patients' wellbeing at risk, and they have seemingly not provided detailed impact assessments or modelling regarding the policy,' said Mr Chadwick. 'I was extremely disappointed that when I raised such an important issue with the Welsh Secretary, she chose to descend into party political attacks rather than address the case I brought forward. 'The Welsh Labour Government continues to deny it has responsibility on this issue, but this crisis is a direct consequence of its underfunding of Powys Teaching Health Board and the cuts the Welsh Government are forcing it to make.' The party have also criticised the responses they have received from the Welsh Government and Health Minister Jeremy Miles when raising the issue with him and claim that the Welsh Government is "essentially trying to wash its hands of the issue, despite forcing Powys Health Board to make huge cuts to its budget".
