'And given how Trump sometimes is given to just impromptu comments, it's kept them from getting zapped on something bigger just because Trump was angered by something.' And White House officials say Sheinbaum's willingness to cooperate on Trump's top priorities — migration and fentanyl — has bought her goodwill in the West Wing. In addition to her troop deployment and extradition efforts, Sheinbaum has ramped up drug enforcement by seizing fentanyl precursors, raiding opioid labs and arresting cartel members. Crucially, she has not issued retaliatory tariffs against the U.S. and has remained warm in how she talks about Mexico's relationship with its northern neighbor. In April, Canada announced countertariffs on American products, including 25 percent on certain autos, and Canadian Prime Minister Mark Carney has spoken out forcefully against American tariffs, which he has called a 'direct attack' on his country. So far, the White House appears appreciative of Sheinbaum's approach. 'They've been more forthright,' said a second White House official. 'They've handled this better.' Sheinbaum has been deliberate in her relationship with Trump. She has received counsel on how to approach the U.S. president from both her predecessor and mentor, Andrés Manuel López Obrador, who had a warm relationship with Trump during his first term, and prominent Mexican business leaders with ties to Trump world, according to three of the former U.S. and Mexican officials. Sheinbaum, a physicist who completed her postdoc at the University of California, Berkeley, speaks English, including during calls with Trump. She has also earned a reputation for the data-driven approach she takes to their conversations, including citing the U.S.'s own data to show Trump that seizures of fentanyl at the U.S.-Mexico border have dropped dramatically. 'If you look at what the Mexican government has put out, and what she has said herself in the press conferences that she gives, she has been crystal clear about what Mexico is doing on the number of issues that affect both Mexico and the U.S. with clear data and clear follow up,' said one Mexican official. 'It's a clear roadmap with clear benchmarks and clear indicators, and I think that's a language that Americans speak.'

President Vladimir V. Putin of Russia has agreed to meet with President Trump 'in the coming days,' a top Kremlin aide said on Thursday, as the White House pushes for a cease-fire in Ukraine. The aide, Yuri Ushakov, Mr. Putin's foreign policy adviser, confirmed reports on Wednesday that Mr. Trump said he planned to meet the Russian leader in person as soon as next week and to follow up with a meeting with Mr. Putin and President Volodymyr Zelensky of Ukraine. 'The American side has suggested, and we have agreed in principle, to hold a high-level bilateral meeting, that is, a meeting between presidents Vladimir Putin and Donald Trump,' Mr. Ushakov told Russian news agencies on Thursday. He declined to discuss the idea of a three-way summit with Mr. Zelensky. Mr. Ushakov did not give an exact date for the meeting, saying only that it was 'hard to say how much time the preparations for such an important meeting would take.' Russia and the United States have agreed on the place to meet but will not be disclosing it at this time, Mr. Ushakov added. The confirmation of a potential sit-down between the American and Russian leaders comes a day after Steve Witkoff, Mr. Trump's envoy, held talks with Mr. Putin at the Kremlin. It was the latest in a flurry of diplomatic activity since the White House issued an ultimatum for Russia: Either agree to a cease-fire in Ukraine or face new sanctions. Meeting with Mr. Trump would be something of another minor victory for Mr. Putin, who had been largely isolated by NATO leaders over the invasion of Ukraine until Mr. Trump started phone conversations with the Russian leader after coming to office. If the meeting goes ahead, it would be the first in-person summit between an American and Russian president in more than four years.

The Trump administration has sharply escalated its attacks on wind and solar power in recent days, issuing a barrage of policies that could halt the construction of renewable energy projects on public and private lands across the country. The Interior Department is now requiring dozens of formerly routine consultations and approvals for wind and solar projects to undergo new layers of political review by the interior secretary's office, a policy that is causing significant permitting delays. The agency is also opening investigations into bird deaths caused by wind farms and withdrawing millions of acres of federal waters previously available for leasing by offshore wind companies. The Interior Department also signaled that it would review wind projects that have already been approved by the federal government but are being sued by opponents, and consider rescinding their permits, a step that could halt projects already under construction. On Wednesday, the agency said it was reversing a Biden administration decision to approve the Lava Ridge Wind Project, a giant wind farm planned for southern Idaho that was opposed by state lawmakers because, among other things, it would be visible from the Minidoka National Historic Site, a World War II internment camp for Japanese Americans. The Trump administration said it had discovered 'legal deficiencies' in the original approval but did not provide details. At the same time, the Transportation Department is recommending minimum setback requirements for wind farms near federal highways and railroads, requiring them to be placed 1.2 miles away. And it ordered the Federal Aviation Administration to re-evaluate whether wind farms pose a danger to aviation, a potentially momentous step since nearly every wind farm in the country requires height clearance approvals from the agency.
