Govt's ban on plastic bags goes unnoticed

The use and sale of plastic shopping bags continue unabated across Hyderabad despite a province-wide ban imposed by the Sindh government from June 15. Banned plastic bags are still being used openly at grocery stores, general shops, and franchise outlets.
The Sindh government has announced a complete ban on the manufacturing, sale, and use of all types of plastic shopping bags including non-degradable, oxo-degradable, black-coloured, and recycled bags in an effort to reduce environmental pollution and drainage blockages. A formal notification has also directed strict enforcement and legal action against violators. However, even after more than two weeks, implementation on the ground remains ineffective.
Hyderabad DC Zain-ul-Abideen Memon, issued directives on June 19 to all assistant commissioners in the district to fully cooperate with the Sindh Environmental Protection Agency (SEPA) to ensure enforcement of the ban.
Additional Deputy Commissioner-II Saba Israr also sent a letter to the director information, urging public awareness campaign advising citizens to avoid use of plastic bags and use cloth or paper bags instead.
SEPA Regional Director Hyderabad, Imran Ali Abbasi, has claimed that the sale of plastic bag at the wholesale level has been halted and the local authorities have been directed to curb their usage at retail shops. He added that SEPA teams are actively visiting markets, issuing notices to shopkeepers, and distributing pamphlets to spread awareness.
Reports indicate that Hyderabad has 107 wholesale plastic bag shops, including 65 in Tower Market, nine in Qasimabad, six in Faqir Ka Pir, 10 in Latifabad, two in Preetabad, and 15 in Tando Jam.
This is not the first time such a ban has been introduced. In March 2018, the Sindh govt enforced Section 144 to prohibit the manufacture, sale, and use of plastic bags. Later, in November 2018, a phased ban was approved by the provincial cabinet. The latest ban, which came into effect on June 15, 2025, marks the third such attempt, yet meaningful implementation remains elusive.

During a surprise visit to Rawalpindi, the administrator expressed strong dissatisfaction with the circle's performance, particularly the failure to regain control of Darbar Masoom Shah, Darbar Dhoke Khalu, and Darbar Rode Shah. The revenue target for the Rawalpindi zone was Rs18.6 million, which was not met.

Photo: Express Listen to article The Sindh cabinet on Thursday approved a string of key policy measures and development initiatives aimed at improving administrative efficiency, reforming education governance, ensuring road safety, and preserving the province's heritage. The cabinet meeting, presided over by Chief Minister Murad Ali Shah, granted in-principle approval to the Excise and Taxation Department's proposal for launching a new vehicle registration system linked to Computerised National Identity Cards (CNICs). Under the proposed model, personalised registration numbers will be assigned to vehicle owners rather than chassis numbers, allowing owners to retain their number plates even after selling their vehicles. Officials said the initiative, which aligns with international practices, would enhance tracking, facilitate tax compliance, and improve vehicle ownership records. The cabinet also approved the necessary legal amendments to implement the CNIC-based registration framework and directed the department to launch a pilot project before rolling it out across the province. The centres will be set up by Wah Industries Limited, with the first phase covering Karachi, Hyderabad and Sukkur. More centres will be established in other districts in subsequent phases. Legal amendments will be introduced to make fitness certification mandatory for commercial vehicles, while private vehicles will not be subject to the same requirement. The cabinet also gave nod of approval for a procedural mechanism for registering government vehicles with modified chassis or confiscated units, allowing federal and provincial agencies to register such vehicles under designated series. A committee headed by the excise minister will finalise the legal framework. The cabinet sanctioned a fresh resurvey of 3,371 historical buildings across the province, many of which are said to be in poor condition. An amount of Rs20 million has been allocated for the initiative. Expert committees will be formed to assess the status of each site and recommend necessary restoration and conservation measures. Also Read: IBA Sukkur to conduct MDCAT in Sindh The cabinet also okayed an amendment to the rules governing educational boards, allowing officers of BS-19 and BS-20 to be appointed as chairpersons. Earlier, only BS-21 officers were eligible for the position. The move aims to ease recruitment bottlenecks and improve administrative efficiency in the education sector. The provincial cabinet gave its nod to a new policy concerning the Medical and Dental Colleges Admission Test (MDCAT), reassigning the responsibility of conducting the exam to Sukkur IBA University under the provisions of the PMDC Act, 2022. According to the new rules, candidates will be required to furnish Sindh domicile, juvenile card or biometric verification to appear for the test. Entry and merit criteria will be strictly in line with the Pakistan Medical and Dental Council (PMDC) regulations. Officials said the decision to reassign the MDCAT to Sukkur IBA was taken in view of the need for standardisation and administrative continuity.

Karachi to Sukkur: Sindh govt plans to launch sub-urban railway services: minister

KARACHI: Sindh Minister for Energy, Planning and Development, Syed Nasir Hussain Shah, has stated that a proposal is under consideration to launch sub-urban railway services from Karachi to Sukkur, based on the model of Lahore. The project, a joint effort between Pakistan Railways and the Government of Sindh, aims to enhance public transport services across the province and is expected to benefit millions of daily commuters. It will also help reduce the load on inter-city bus services and ease travel-related difficulties for the general public. In a significant move to improve the railway system and enhance public transport facilities, the Sindh government has decided to launch a train service on the short route between Rohri and Sukkur. The minister expressed these views during a meeting with a high-level delegation from Pakistan Railways at the Energy Department's office. The delegation was led by Chairman/Secretary Pakistan Railways Syed Mazhar-ul-Islam, and included Chief Operating Officer Railways Amir Ali Baloch and Divisional Superintendent Railways Karachi, Rehan Lakho. Also present were Secretary Energy Department Sindh Mushtaq Ahmed Soomro, MD Thar Coal Energy Board Tariq Ali Shah, Additional Secretary Coal Dr. Waqas Rajput, Chief Technical Officer Shariq Raza, and other officials. The secretary of Railways offered several collaboration opportunities with the Sindh government and shared that Pakistan Railways, in collaboration with the Punjab government, has already launched sub-urban railway services in Lahore, benefiting over 80 million people. He emphasized the need for the Sindh government's support for similar projects in the province. Minister Nasir Hussain Shah affirmed that, as per the vision and directives of Chairman Bilawal Bhutto Zardari, the Government of Sindh is committed to initiating and completing as many public-benefit projects as possible. He assured full cooperation with any institution working for public welfare and relief. The Minister confirmed Sindh's willingness to partner with Pakistan Railways on projects that serve the people. He further noted that the Sindh government had already completed its share of work for the Karachi Circular Railway (KCR) project, and the process of removing encroachments along the railway lines was underway when it was halted by railway authorities due to unspecified reasons. Nasir Shah highlighted that the Government of Sindh is progressing rapidly and successfully on multiple projects under Public-Private Partnerships (PPP). He emphasised that the proposed railway track from Rohri to Karachi would be an ideal project, and assured that the Sindh government would prioritize the ML-1 project, providing all necessary No Objection Certificates (NOCs) and relevant support. He also pointed out that several projects of the Sindh government have been delayed due to inattention from the railway administration. To address these issues, he proposed the formation of a joint committee to resolve all pending matters. The meeting also discussed suggestions for improving railway stations across Sindh, addressing critical railway crossings, and potentially adopting railway stations for better maintenance.
