‘Manipur signage hiding row': Govt to take strict action if found guilty, says CS
Imphal: The Manipur government on Wednesday announced that strict action would be taken against those who are responsible for hiding the "Manipur State Transport Corporation" signage in front of the government bus on May 20.
Manipur Chief Secretary Prashant Kumar Singh said that the state administration has taken the reported untoward incident (May 2) with utmost seriousness, and the incident is deeply regretted.
'In response, the Governor (Ajay Kumar Bhalla) has constituted an inquiry committee comprising the Commissioner, Home and the Secretary IT, which is to submit its report in a time-bound manner. We would like to assure all concerned that once the report is submitted and those responsible for the lapses, if any, are identified, strict action will be taken,' the Chief Secretary said in a statement.
He said that the state would also ensure that such an incident does not recur in future, adding that the administration is committed to the integrity of the state of Manipur and the only aim of all these efforts is to establish lasting peace in the state.
The administration once again requests all to cooperate in maintaining the public order, said the statement.
The Chief Secretary said that the five-day (May 20 to 24) Shirui Lily Festival was organised in Ukhrul district as part of the normalcy-restoration process, and the festival attracted about 1.70 lakh people.
'People of all communities travelled with families from valley areas and other parts of the state, as well as from outside the state to Ukhrul district to attend the festival as the state administration provided full-proof security and a safe environment for festive activities,' Singh said, however, one unfortunate incident occurred on May 20, when a Manipur State Road Transport Bus ferrying Journalists to the Shirui Lily Festival was stopped and the name of the state was reportedly covered, has drawn wide criticism.
There had been no instructions whatsoever or even a remote thought of covering the name of the state, as has been alleged, he clarified.
'This has been amply clarified by the state government as well as by the responsible political leadership. What transpired on the ground would be revealed after a thorough inquiry only,' the Chief Secretary said.
The media organisations earlier, in a joint letter to Governor Bhalla, had said that the security personnel instructed the media team to hide the "Manipur State Transport Corporation" signage in front of the bus carrying 20 journalists and some Information Department officials.
Various political parties, leaders and organisations protested the incident. After a 48-hour shutdown in the six Imphal valley regions on May 21-23, the Coordinating Committee on Manipur Integrity (COCOMI), the Meitei community apex body, since May 25, has been spearheading their second phase of agitation in Manipur in protest against the hide of the state's name from a government bus on May 20.
The agitation includes a daily gherao at the main gate of the Governor's bungalow and holding rallies. The COCOMI also demanded a public apology from the Governor for the May 20 incident, and demanded the resignation of Chief Secretary Prashant Kumar Singh, Security Advisor to the government, Kuldiep Singh and Director General of Police Rajiv Singh, holding them responsible for failing to protect the dignity and integrity of the state of Manipur.
In view of the five-day-long (May 20 to 24) Shirui Lily Festival in Ukhrul district, the Manipur government has taken huge security measures after reported threats by some individuals and organisations to the Meitei community against entering Kuki tribal-dominated areas during the festival.
Shirui Lily Festival, mostly organised by the Meitei community, is celebrated in honour of the state flower, the Shirui Lily.

Andhra's U-turn on Appealing Tuni Arson Verdict Spotlights Clout of Kapu Community
New Delhi: The Andhra Pradesh government has quickly reversed its decision to appeal the 2023 acquittal of 41 people in the 2016 Tuni train arson case. This sudden reversal, made within 24 hours, throws into sharp relief the political sensitivity surrounding the Kapu community. Events began Monday (June 2), when the Home (Courts-B) Department issued a government order (G.O. Rt. No. 852). The order directed the public prosecutor at the Andhra Pradesh high court to appeal the May 1, 2023 judgment of Vijayawada's VII Additional Metropolitan Magistrate Court for Railways. That judgment had acquitted all accused in the Tuni arson case. By Tuesday, however, another order, G.O. Rt. No. 869, formally withdrew the earlier directive. The public prosecutor was instructed not to proceed with the appeal. The initial G.O. reportedly prompted concern among political leaders. Deputy chief minister Pawan Kalyan, president of the Jana Sena Party (JSP) and a prominent Kapu leader, was reportedly displeased by the move to reopen a case affecting Kapu sentiments. The decision to withdraw the G.O. drew public statements from Kapu community representatives. Chinamilli Venkatarayudu, Kapunadu West Godavari district president, was quoted by South First saying the initial move was intended to 'persecute the Kapus'. Bandi Srinivasa Rao, a Kapu Ikya Vedika leader from Eluru district, reportedly called the initial decision 'vendetta politics', adding that the government had 'hurt the feelings of the Kapus'. The Tuni incident, central to these government orders, occurred on January 31, 2016. During a 'Kapu garjana ' ('roar of Kapus') rally in Tuni in East Godavari district, led by former minister Mudragada Padmanabham, to demand OBC status for the Kapu community, protesters allegedly stormed the Tuni railway station. Four coaches of the Ratnachal Express were set on fire and other public property was damaged. The Railway Protection Force (RPF) later filed cases against 41 individuals, including Padmanabham (accused #1) and Dadisetti Raja (accused #3), then a Kapu leader and now Tuni MLA, under sections of the Indian Penal Code and the Railways Act. On May 1, 2023, the Vijayawada railway court acquitted all 41 accused, citing insufficient evidence and procedural lapses in the investigation. Why is the Kapu community politically so important? The Kapu community forms an estimated 15-17% of Andhra Pradesh's population, concentrated in coastal districts, particularly East and West Godavari. This demographic strength translates into considerable electoral influence. For decades, some Kapus have persistently demanded inclusion in the OBC list, similar to agitations by Jats, Marathas and Patels elsewhere in India. This demand often accompanies a sense of historical underrepresentation in political power compared to the Kamma and Reddy communities, which respectively provide much of the leadership and support for the Telugu Desam Party and the YSR Congress Party. Kapu community leaders assert large population figures to bolster these claims for political power and resources. Historical analyses show various cultivating sub-groups (Munnurukapus, Balijas, Telagas) consolidated under the broader 'Kapu' identity, a term originally meaning cultivator. Pressures from the post-liberalisation economy also intensify these socio-political dynamics and demands. There have been previous attempts to politically mobilise the Kapu community. In 2009, Chiranjeevi, a popular Telugu actor and Pawan Kalyan's elder brother, launched the Praja Rajyam Party. Stating 'social justice' as its motto, it won about 18% of the vote and around 20 assembly seats. However, the party was merged into the Congress immediately after the elections. Pawan Kalyan, himself a major film star, began his political journey in 2014, initially backing the National Democratic Alliance. He later distanced himself, aligning with Left parties and the Bahujan Samaj Party for the 2019 elections, before later embracing a more pronounced Hindutva stance. Union Home secy, Manipur Guv discuss border fencing, law & order situation
Union Home secretary Govind Mohan called on Manipur Governor Ajay Kumar Bhalla and discussed with him border fencing, relief measures for internally displaced persons and the overall law and order situation in the state, an official statement said. The meeting between the Union Home secretary and the Manipur governor took place on Monday in which Intelligence Bureau Director Tapan Kumar Deka, Manipur chief secretary, Security Advisor to Manipur government and senior officials were present, it said. "The meetings focused on key issues concerning the state including relief and rehabilitation efforts for internally displaced persons (IDPs), border fencing and the overall law and order situation" it said. During the meeting, the ongoing relief measures for IDPs in both the hills and the valley were reviewed and a detailed assessment was made of the current facilities being provided to displaced persons, the status of rehabilitation efforts, and the long-term plan for their permanent resettlement, it said. The meeting also deliberated on the progress of the border fencing along the Indo-Myanmar Border, and the law and order situation in the state. Earlier on Monday, the Central team led by Union Home secretary and Intelligence Bureau Director interacted with internally displaced persons at two relief camps in Churachandpur and oversaw the conditions of the two camps. The team visited the relief centre at Dorcas Veng where the Union Home secretary inaugurated a creche facility for children and a women's tailoring programme. The team also visited a relief camp at Sadhbhavna Mandap at Tuibong where Govind Mohan inaugurated a creche-cum-children's library, to further strengthen child-focused support at the camp. At both the camps, the officials interacted with the IDPs, reviewed the available infrastructure, inspected relief materials and facilities, assessed the overall condition of the camps and listened to the concerns and suggestions of the caretakers of the IDPs and assured them of continued government support, the statement said. Fifteen students who passed the HSLC and Higher Secondary Examinations 2025 from the two camps including 5 from Dorcas Veng and 10 from Sadbhavna Mandap, Tuibong were felicitated and certificates of appreciation were given by the Union Home secretary. The team was accompanied by Manipur Chief Secretary PK Singh, Director General of Police Rajiv Singh, Deputy Commissioner of Churachandpur Dharun Kumar S and other officials.
