
Andhra's U-turn on Appealing Tuni Arson Verdict Spotlights Clout of Kapu Community
Events began Monday (June 2), when the Home (Courts-B) Department issued a government order (G.O. Rt. No. 852). The order directed the public prosecutor at the Andhra Pradesh high court to appeal the May 1, 2023 judgment of Vijayawada's VII Additional Metropolitan Magistrate Court for Railways. That judgment had acquitted all accused in the Tuni arson case.
By Tuesday, however, another order, G.O. Rt. No. 869, formally withdrew the earlier directive. The public prosecutor was instructed not to proceed with the appeal.
The initial G.O. reportedly prompted concern among political leaders. Deputy chief minister Pawan Kalyan, president of the Jana Sena Party (JSP) and a prominent Kapu leader, was reportedly displeased by the move to reopen a case affecting Kapu sentiments.
The decision to withdraw the G.O. drew public statements from Kapu community representatives. Chinamilli Venkatarayudu, Kapunadu West Godavari district president, was quoted by South First saying the initial move was intended to 'persecute the Kapus'. Bandi Srinivasa Rao, a Kapu Ikya Vedika leader from Eluru district, reportedly called the initial decision 'vendetta politics', adding that the government had 'hurt the feelings of the Kapus'.
The Tuni incident, central to these government orders, occurred on January 31, 2016. During a 'Kapu garjana ' ('roar of Kapus') rally in Tuni in East Godavari district, led by former minister Mudragada Padmanabham, to demand OBC status for the Kapu community, protesters allegedly stormed the Tuni railway station. Four coaches of the Ratnachal Express were set on fire and other public property was damaged.
The Railway Protection Force (RPF) later filed cases against 41 individuals, including Padmanabham (accused #1) and Dadisetti Raja (accused #3), then a Kapu leader and now Tuni MLA, under sections of the Indian Penal Code and the Railways Act.
On May 1, 2023, the Vijayawada railway court acquitted all 41 accused, citing insufficient evidence and procedural lapses in the investigation. The court also ordered disciplinary action against three RPF officials for a flawed investigation.

Why is the Kapu community politically so important?
The Kapu community forms an estimated 15-17% of Andhra Pradesh's population, concentrated in coastal districts, particularly East and West Godavari. This demographic strength translates into considerable electoral influence.
For decades, some Kapus have persistently demanded inclusion in the OBC list, similar to agitations by Jats, Marathas and Patels elsewhere in India.
This demand often accompanies a sense of historical underrepresentation in political power compared to the Kamma and Reddy communities, which respectively provide much of the leadership and support for the Telugu Desam Party and the YSR Congress Party.
Kapu community leaders assert large population figures to bolster these claims for political power and resources. Historical analyses show various cultivating sub-groups (Munnurukapus, Balijas, Telagas) consolidated under the broader 'Kapu' identity, a term originally meaning cultivator. Pressures from the post-liberalisation economy also intensify these socio-political dynamics and demands.
There have been previous attempts to politically mobilise the Kapu community. In 2009, Chiranjeevi, a popular Telugu actor and Pawan Kalyan's elder brother, launched the Praja Rajyam Party. Stating 'social justice' as its motto, it won about 18% of the vote and around 20 assembly seats. However, the party was merged into the Congress immediately after the elections.
Pawan Kalyan, himself a major film star, began his political journey in 2014, initially backing the National Democratic Alliance. He later distanced himself, aligning with Left parties and the Bahujan Samaj Party for the 2019 elections, before later embracing a more pronounced Hindutva stance.

Pradeep Gharat willing to rejoin as SPP in Dr Payal Tadvi case, state tells HC
MUMBAI: Two days after the Bombay High court asked the state government to check if senior advocate Pradeep Gharat would consider returning as special public prosecutor (SPP) in the 2019 Dr Payal Tadvi suicide abetment case, the state government on Wednesday told the HC that Gharat has expressed willingness to rejoin the case, which has seen multiple delays over the past five years. Pradeep Gharat willing to rejoin as SPP in Dr Payal Tadvi case, state tells HC Additional public prosecutor Shreekant Gavand informed a division bench of justices Ravindra Ghuge and Rajesh Patil that he had spoken to Gharat, who confirmed that he was ready to resume his role as SPP in the matter. On March 7, 2025, the state government removed Pradeep Gharat from the case. In his place, the state had appointed advocate Mahesh Manohar Mule as special public prosecutor. Dr Payal Tadvi's husband, Dr Salman Tadvi and her mother Abeda Salim Tadvi opposed the new appointment. In November 2024, while serving as SPP, Gharat filed an application before the special court seeking to make Dr Yi Ching Ling Chung Chiang — then head of the obstetrics and gynaecology department — a co-accused in the case. Gharat argued that Dr Chiang had failed to act on repeated complaints of harassment lodged by Payal and her family, despite an obligation to intervene. The application relied on findings of the hospital's anti-ragging committee and an early written complaint by Payal's mother. On February 28, 2025, the special court allowed the application, paving the way for Dr Chiang's prosecution alongside the original three accused. Barely a week later, however, the state government abruptly replaced Gharat with advocate Mahesh Manohar Mule. The decision was neither explained in the official notification nor conveyed to Payal's family, prompting her mother to move the high court challenging the move. Dr Payal Tadvi, a 26-year-old postgraduate medical student from the oppressed Bhil tribal community, died by suicide on May 22, 2019, allegedly after facing prolonged caste-based harassment and ragging by three senior colleagues — Dr Hema Ahuja, Dr Bhakti Meher and Dr Ankita Khandelwal — at the Topiwala National Medical College and BYL Nair Hospital. Her death sparked national outrage, leading to the arrest of the three doctors under provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, the Maharashtra Prohibition of Ragging Act, and the Indian Penal Code. They are currently out on bail. Despite the gravity of the allegations, the trial is yet to commence. In earlier hearings, the court had voiced displeasure over Gharat's removal and asked the state to ascertain whether he would be willing to return to the case. The matter will now be heard further in light of the state's statement that Gharat is ready to rejoin as SPP.

Martial Art instructor sentenced to 10-years jail for sexual assault
A Mahila Court on Wednesday sentenced a martial arts instructor to 10 years rigorous imprisonment after holding him guilty for offence of raping a female student. In 2021, the All Women Police, Anna Nagar, arrested E. Kebi Raj, a city-based martial arts instructor, for sexually assaulting a female student seven years ago. The accused Kebi Raj, 41, was an instructor at a reputed city school and had been running the martial arts school in Anna Nagar. He had been teaching judo and karate. The complainant was a 26-year-old woman who had joined his training programme. She alleged that in 2014, when they were returning to the city after participating in a judo tournament in Namakkal, he inappropriately touched her and attempted to rape her in a moving car. She also alleged that she was sexually assaulted on the trip, and later he threatened to murder her if she spoke about the incident. Due to the trauma, she dropped out of the institute, she said. However, the arrest of a school teacher for sexual harassment gave her the confidence to come forward and lodge a complaint against the perpetrator. She called up the then Deputy Commissioner of Police, Crime against Women and Children and reported her complaint. The victim was summoned, and her complaint was received by the All Women Police, Anna Nagar. Based on her complaint, the police registered a case under Section 376, read with Section 511 (attempt to rape), Section 354 (Assault or criminal force to woman with intent to outrage her modesty), Section 509 (Word, gesture or act intended to insult the modesty of a woman) of Indian Penal Code and the Tamil Nadu Prohibition of Harassment of Woman Act. The trial was conducted before the Mahila Court in the Madras High Court campus. At the conclusion of the trial, the Mahila Court Judge Padma pronounced the sentence in the case. Kebi Raj was produced before the court, and he pleaded not guilty. He was convicted and given a sentence of 10-year-imprisonment. He was also imposed a fine of ₹50,000.

Influencer With 1.2 Million Instagram Followers Arrested In Rs 40-Crore Laundering Case
New Delhi: An 'entrepreneur' with over 1.2 million followers on Instagram, whose bio also states that she is an actor, has been arrested by the Enforcement Directorate in connection with a Rs 40-crore money laundering case. The case against Sandeepa Virk stems from a first information report (FIR) lodged at a police station in Mohali under Sections 406 (criminal breach of trust) and 420 (cheating) of the Indian Penal Code, in which she was accused of defrauding individuals by soliciting money under false pretences and through misrepresentation. The Enforcement Directorate (ED) carried out search operations on Tuesday and Wednesday at multiple locations in Delhi and Mumbai in connection with the money laundering case under the Prevention of Money Laundering Act (PMLA), 2002. According to the ED, Ms Virk is accused of acquiring immovable properties through fraudulent means. She projected herself as the owner of a website claiming to sell FDA-approved beauty products. However, investigators found that the products were non-existent, the website lacked user registration features, faced persistent payment gateway failures, and had negligible social media presence. Additionally, its WhatsApp contact number was inactive, and no transparent company details were available - pointing to a non-genuine commercial operation allegedly used as a front to launder funds. The ED's probe also revealed Ms Virk's alleged links with Angarai Natarajan Sethuraman, a former director of the now-defunct Reliance Capital Limited. Search operations at Mr Sethuraman's residence allegedly confirmed his role in "illegal liaising work" and diversion of funds for personal gain. The agency said that, in 2018, public funds worth approximately Rs 18 crore from Reliance Commercial Finance Ltd (RCFL) were disbursed to Mr Sethuraman without due diligence and under highly irregular lending terms that allowed deferments and multiple waivers. In addition, a Rs 22-crore home loan was allegedly sanctioned by Reliance Capital Limited in violation of prudential norms. Investigators said large portions of these funds were siphoned off and remain unpaid. In a statement to news agency PTI, Mr Sethuraman dismissed the allegations as "baseless". He also denied any connection with Ms Virk or any transactions related to her. During the raids, the ED seized incriminating documents and recorded statements of several key individuals, including one Farrukh Ali. Ms Virk was arrested on August 12 under provisions of the PMLA and produced before a court, which sent her to ED custody until Friday. ED officials said the potential involvement of other individuals is also being investigated.
