
Blow to Tamil Nadu government as Madras HC orders interim stay on 10 Acts
A vacation bench of justices G R Swaminathan and V Lakshminarayanan granted the interim stay despite strong objections raised by the state government and the higher education department against passing any interim orders without hearing them in detail as the issue is related to the constitutionality of the legislations.
These 10 amendment Acts were notified and came into force on April 11, after the Supreme Court granted deemed assent to the bills in its landmark verdict on April 8 in the case filed by Tamil Nadu government against Governor R N Ravi for delaying assent to the bills.
A BJP-affiliated advocate K Venkatachalapathy alias Kutty of Tirunelveli district moved the HC praying for staying the operation of the Acts. Senior counsel Dama Seshadri Naidu, assisted by V R Shanmuganathan, represented the petitioner and argued that the Acts are repugnant to Regulation 7.3 of the UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges, 2018, regarding appointment of vice-chancellors.

Govt. land: Revenue quasi-judicial authorities to face action if their decisions are not in good faith
Revenue quasi-judicial authorities now cannot go scot-free if they issue any orders with mala fide intentions with respect to government land. The government has initiated the process of disciplinary action against a few such authorities who allegedly pronounced orders with vested interests to favour those who encroached upon government land. Disclosing this to the Legislative Assembly on Monday, Revenue Minister Krishna Byre Gowda said an amendment to Section 196 of Karnataka Land Revenue Act had provided for initiating such an action if such authorities had not acted in 'good faith.' He explained that earlier, the only option was to file an appeal before the higher authorities. Revenue courts headed by tahsildars, Assistant Commissioners, Deputy Commissioners, and Regional Commissioners have quasi-judicial powers. The Minister referred to the issue while replying to BJP member Sathish Reddy, who tabled a call-attention notice on encroachment of government land in his constituency of Bommanahalli in Bengaluru. The MLA alleged that despite courts ruling against the encroacher, the Assistant Commissioner had issued an order favouring the encroacher. Soon after this, the village accountant, the revenue inspector, and the police inspector concerned had tried to protect the rights of the encroacher, he alleged. He expressed concern that a total of five acres of government land including burial ground had been encroached upon. Responding positively to this, the Revenue Minister said he would direct the Deputy Commissioner to conduct a probe within seven to 10 days into the episode. Expressing shock over the order issued by the AC, he said generally the quasi-judicial authority is protected. But they should not get protection if they go against the spirit of the law, he added.

(Bloomberg) -- Brazil Finance Minister Fernando Haddad said in a local television interview on Monday that a long-sought meeting with US Treasury Secretary Scott Bessent was canceled and hasn't been rescheduled. Haddad said he tried to set another time for the virtual gathering with Bessent, which had been set to take place this week, but has not been successful. He added that Brazil trade isn't a focal point for the US government. The cancellation marks the latest setback in a relationship that has soured quickly since the US government levied 50% tariffs on Brazilian goods earlier this month. Those trade barriers are part of a pressure campaign to get the country's Supreme Court to drop coup attempt charges against former head of state Jair Bolsonaro, who is an ally of Donald Trump. Haddad has spearheaded efforts to negotiate with the US, and had expressed hope that talks with Bessent would lead to additional breakthroughs after the Trump administration exempted nearly 700 products from the higher levies that went into effect last week.
