Brunei urges regional economic unity

BANDAR SERI BEGAWAN: Brunei Darussalam underscored the importance of unity, cooperation, and a shared commitment to inclusive growth as guiding principles for navigating challenging times, alongside the need to enhance resilience and stability amidst an increasingly uncertain global economy.
These views were shared by Minister at the Prime Minister's Office and Minister of Finance and Economy II Dato Seri Setia Dr Awang Mohd Amin Liew Abdullah during the 28th Asean+3 Finance Ministers' and Central Bank Governors' Meeting (AFMGM+3) in Milan, Italy recently.
The minister also emphasised the importance for Asean+3 member states to continue building strong partnerships with international financial institutions (IFI) and leverage on their expertise and assistance.
The meeting was co-chaired by Malaysia's Minister of Finance II Datuk Seri Amir Hamzah Azizan and Governor of Bank Negara Malaysia Dato' Seri Abdul Rasheed Ghaffour as well as China's Minister of Finance Lan Fo'an and Governor of the People's Bank of China Pan Gongsheng.
Managing director of the Brunei Darussalam Central Bank (BDCB) Rashidah Sabtu was also present.
The meeting discussed key economic developments. Presentations were delivered by IFIs: the Asian Development Bank (ADB), the International Monetary Fund (IMF) and the Asean+3 Macroeconomic Research Office (AMRO).
Asean finance ministers and central bank governors also discussed policy responses to global risks and challenges and ways to further strengthen strategic regional financial cooperation such as through the Strategic Directions of the Asean+3 Finance Process, and through initiatives such as the Chiang Mai Initiative Multilateralisation (CMIM), Asian Bond Markets Initiative (ABMI) and the Asean+3 Future Initiatives.
The AFMGM+3 Meeting is held annually and brings together finance ministers and central bank governors from Asean+3 member countries to discuss global and regional financial and economic developments and efforts to boost regional cooperation and collaboration.
Meanwhile, Acting Permanent Secretary (Fiscal I) at the Ministry of Finance and Economy (MoFE) Asrul Adrain Ahmad and Deputy Managing Director (Monetary Operations, Development and International) at the BDCB Mardini Eddie, were also present during the meeting.
Dato Seri Setia Dr Awang Mohd Amin Liew also attended the 58th Asian Development Bank (ADB) Board of Governors' annual meeting in Milan, Italy.
During the business session of the ADB Board of Governors on May 5, Dato Seri Setia Dr Awang Mohd Amin Liew stressed the importance of multilateral cooperation in addressing global challenges and highlighted key priorities of Brunei including on reducing its carbon footprint through renewable energy investments and energy mix diversification and building resilient agricultural systems to enhance food security.
Brunei also welcomed opportunities to work with the ADB on digital transformation and workforce development.
Dato Seri Setia Dr Awang Mohd Amin Liew and ADB President Masato Kanda met at the sidelines of the 58th ADB Annual Board of Governors' meeting, where discussions focused on Brunei's economic outlook and its continued efforts to diversify its economy amid ongoing challenges.
Both sides also welcomed greater collaboration between Brunei and the ADB through exchanges of knowledge, best practices and expertise and strengthened engagements through regional platforms such as Asean and BIMP-EAGA.
Under the theme 'Sharing Experience, Building Tomorrow' key discussions at the 58th ADB Annual Board of Governors' meeting focused on ways the ADB and its members, together with other Multilateral Development Banks (MDBs) can collaborate to tackle global challenges through digital transformation, climate-resilient energy transitions and sustainable food systems.
Prior to the 58th ADB Annual Board of Governors' meeting, Haji Asrul Adrian chaired the 2025 Constituency Senior Officials' meeting – comprising Brunei, Malaysia, Nepal, Singapore, Thailand and Turkiye) – which discussed the status of the ADB and its constituency operations including financing status, technical assistance projects and other initiatives, and ensure they are in line with ADB objectives.
The ADB is a leading multilateral development bank supporting sustainable, inclusive and resilient growth across the Asia-Pacific. It harnesses innovative financial tools and strategic partnerships to transform lives, build quality infrastructure.

JAKARTA: Asean is looking to deepen its partnership with Norway to advance green growth, digital innovation, and sustainable development across Southeast Asia, as the region navigates evolving climate challenges, economic transformation, and shifting global dynamics. Secretary-general Dr Kao Kim Hourn said Norway's expertise in renewable energy, maritime innovation, digital technology, and sustainable aquaculture makes it a natural partner in advancing the region's long-term goals. "Norway's global leadership in green solutions and the blue economy aligns closely with Asean's sustainability goals and development priorities," he said at a dinner reception with the Asean Committee and other stakeholders on Monday, according to a statement released by the Asean Secretariat on Tuesday. The event was hosted by the Ambassador of Indonesia to Norway, Teuku Faizasyah, at his official residence in Oslo. Also in attendance was the Ambassador of Norway to Asean, Kjell Tormod Pettersen. Kao also highlighted education, research, and innovation as vital areas to nurture the talent and technology that will shape the bloc's future. According to data from the secretariat, bilateral trade between Asean and Norway reached US$3.6 billion in 2024, while Norwegian foreign direct investment totalled US$22.5 million. While the numbers are encouraging, he emphasised that there is significant untapped potential and called for bold and practical steps to advance the partnership to the next level. "In today's global landscape marked by rising protectionism and mounting geopolitical uncertainties, collaborating with like-minded partners all over the world such as Norway becomes ever more critical to upholding open, inclusive, and rules-based economic cooperation," he added. Kao is on a working visit to Norway from June 9 to 12 with stops in Oslo and Bergen at the invitation of the Norwegian government, marking 10 years of the Asean-Norway Sectoral Dialogue Partnership. PUTRAJAYA: The Asean Higher Education Ministers' Roundtable: Envisioning the Next Decade and Beyond will be held in Langkawi on June 19, says Higher Education Minister Datuk Seri Dr Zambry Abdul Kadir. He said the roundtable would be one of the main events under the Asean Ministers of Education and Higher Education Roundtables (#EduRoundtables2025) and Events, which would take place on the resort island from June 17 to 19. "This event will see the participation of education and higher education ministers from Asean member states and Timor Leste, as well as senior representatives from Myanmar and the Asean Secretariat," he said during a briefing with editors-in-chief at the Higher Education Ministry here on Tuesday (June 10). He said one of the key outcomes of the meeting would be the Asean Leaders' Declaration on Higher Education: Towards an Inclusive, Sustainable and Prosperous Asean, which would serve as a foundational document or new blueprint to strengthen higher education in the region over the next decade. Zambry said the new declaration would renew the Kuala Lumpur Declaration on Higher Education adopted at the 27th Asean Summit on Nov 21, 2015. He added that the Asean Senior Officials' Meeting on Education (SOM-ED) held on Feb 14 had also endorsed the implementation of the Asean Global Exchange Mobility and Scholarship (Asean-GEMS) initiative proposed by Malaysia through Education Malaysia Global Services (EMGS). "This proposal involves the implementation of an Intra-Asean Scholarship Programme that facilitates smoother student exchanges among Asean countries, free from mobility restrictions, while also providing students with exposure to diplomacy and culture," he said. Zambry also said that the 8th Meeting of the Asean Working Group on Higher Education Mobility (AWGHEM) had agreed to place both initiatives on the main agenda of the upcoming roundtable in Langkawi. Separately, he said that in conjunction with the Madani Rakyat 2025 programme to be held at Lumut Waterfront, Perak, from June 13 to 15, with the theme Higher Education as the Driver of a Madani Nation. The programme was scheduled to be officiated by Prime Minister Datuk Seri Anwar Ibrahim and would feature various activities involving universities, polytechnics and community colleges. – Bernama

Foundations for partnership The three parties share deep historical and economic ties. Centuries ago, the Silk Road facilitated cultural and commercial exchanges among their peoples. Today, China remains a pivotal trade partner for both Asean and the GCC. Recent advancements, such as the full conclusion of China-Asean Free Trade Area 3.0 negotiations, underscore ongoing efforts to deepen economic integration. These longstanding relationships, nurtured through bilateral and multilateral frameworks, provide a robust foundation for expanded cooperation. Shared vision for inclusive growth As advocates for open markets, the three parties reaffirmed their commitment to multilateralism during the summit. The event highlighted a shift in Global South nations from passive participants to proactive contributors in shaping international economic frameworks. Discussions underscored the importance of a rules-based global trading system, one that prioritises equitable development over zero-sum competition. This vision aligns with broader calls for inclusive globalisation that benefits all. Complementary strengths Each region brings unique advantages to the table: Asean's youthful demographics and natural resources, the GCC's energy resources and financial capital, and China's vast consumer market and manufacturing prowess. By leveraging these complementary strengths, the partners will benefit from reduced energy and resource costs, accelerated logistics, and more efficient financial services. These synergies will enhance all three parties' competitiveness and resilience while enabling more secure and sustainable development, which are indispensable for navigating challenges in today's volatile global markets and maintaining growth amidst trade uncertainties. Amid growing trade tensions and rise in protectionist policies on the international landscape, the inaugural Asean-GCC-China Summit, hosted under Malaysia's Asean chairmanship for 2025, has drawn significant international attention. - BERNAMA FILE PIX Synergy in scale: 1+1+1>3 The trilateral cooperation has already registered positive progress. Chinese Premier Li Qiang announced at the Summit that China has decided to offer five-year multiple-entry visas to eligible applicants from Southeast Asian countries for business and other purposes, and to effectively give all GCC countries visa-free status. And with a regional business council in conception, the three parties have charted a united course for cooperation in areas including economic integration, connectivity, energy security and sustainability, digital transformation and innovation, food and agriculture and people-to-people exchanges. Collectively, Asean, China and the GCC account for nearly a quarter of the world's population and global GDP. Their collaboration signals a growing preference for cooperative and open regionalism in addressing shared challenges, such as trade disputes and supply chain disruptions. By improving infrastructure connectivity and streamlining trade, this partnership could foster synergies that multiply rather than simply add their individual strengths. A model for South-South cooperation Amid ongoing tariff and trade wars, the best way to navigate the current difficulties is to seek strength through unity. Through the practice of cross-regional cooperation, the three parties have demonstrated that the Global South can collectively counteract the adverse impact of unilateral tariffs by exploring new trade and investment opportunities, diversifying trade partners, and reducing reliance on traditional markets. The three parties' connected market, one of the world's largest intra-regional markets, will also allow other countries to share more benefits, and inject much-needed certainty into the global economy. By pooling together the three important forces in the world, this innovative, inclusive and pragmatic model represents a shared commitment to the rules-based multilateral trading system with the WTO at its core, and marks a concrete step toward a peaceful, prosperous and equitable future. A powerful boost to globalisation In an era of interconnected economies and shared global challenges, globalisation retains its transformative potential—but only if nations choose collaboration over isolation. As an innovative cooperation mechanism among Global South partners, the Asean-GCC-China Summit demonstrates how diverse regions can align interests to strengthen multilateral frameworks and advance equitable trade. The Summit's success sends a clear message: Solidarity doesn't require uniformity. It thrives when nations bridge divergences through structured cooperation. By prioritising dialogue and economic interdependence, countries can transform differences into opportunities while fostering shared progress. In an uncertain world, such collaboration isn't just idealistic—it's the cornerstone of collective resilience and a more equitable future.
