
South Asia's economic growth projected to slow in 2025: World Bank
South Asia's growth is projected to slow to 5.8 per cent in 2025, 0.4 percentage points (ppts) below the October forecast, before recovering to 6.1 per cent in 2026, according to the World Bank's latest South Asia Development Update, titled 'Taxing Times'. This outlook is vulnerable to increased risks, including a highly uncertain global environment and domestic challenges, such as limited fiscal capacity.
South Asia's growth outlook has weakened, with projections revised down for most countries in the region due to rising uncertainty in the global economy. Stepping up domestic revenue mobilisation could help the region strengthen fragile fiscal positions and increase resilience against future shocks, the World Bank said in its twice-yearly regional outlook.
For India, the growth is expected to slow from 6.5 per cent in FY24/25 to 6.3 per cent as in FY25/26 as the benefits to private investment from monetary easing and regulatory streamlining are expected to be offset by global economic weakness and policy uncertainty.

In Bangladesh, growth is expected to slow in FY24/25 to 3.3 per cent amid political uncertainty and persistent financial challenges, and the growth rebound in FY25/26 has been downgraded to 4.9 per cent.
Pakistan's economy continues to recover from a combination of natural disasters, external pressures, and inflation, and is expected grow by 2.7 per cent in FY24/25 and 3.1 per cent in FY25/26.
Meanwhile, in Sri Lanka, the government has made further progress with debt restructuring, and a projected rebound in investment and external demand is expected to lift growth in 2025 to 3.5 per cent before it returns to 3.1 per cent in 2026.
'Multiple shocks over the past decade have left South Asian countries with limited buffers to withstand an increasingly challenging global environment,' said Martin Raiser, World Bank vice president for South Asia . 'The region needs targeted reforms to strengthen economic resilience and unlock faster growth and job creation. Now is the time to open to trade, modernise agricultural sectors, and boost private sector dynamism.'
A key component of strengthening economic resilience will be domestic revenue mobilisation. Although tax rates in South Asia are often above the average in developing economies, most tax revenues are lower. On average during 2019–23, government revenues in South Asia totalled 18 per cent of GDP—below the 24 per cent of GDP average for other developing economies. Revenue shortfalls are particularly pronounced for consumption taxes but are also sizable for corporate and personal income taxes, World Bank said in a press statement.
Tax revenues in South Asia are estimated to be 1 to 7 ppts of GDP below their potential, based on existing tax rates. Some of this shortfall is explained by the widespread informality and large agricultural sectors in the region. However, even after taking this into account, sizable tax gaps remain, highlighting the need for improved tax policy and administration.
'Low revenues are at the root of South Asia's fiscal fragility and could threaten macroeconomic stability, especially in times of elevated uncertainty,' said Franziska Ohnsorge, World Bank chief economist for South Asia. 'South Asian tax rates are relatively high, but collection is weak, leaving those who pay taxes with high burdens and governments with insufficient funds to improve basic services.'
The report recommended a range of policies to improve tax revenues by eliminating loopholes, streamlining tax codes, tightening enforcement, and facilitating tax compliance. This includes paring back tax exemptions; simplifying and unifying the tax regime to reduce incentives to operate in the informal sector; and using digital technology to identify taxpayers and facilitate collection.
The report noted the potential of adopting pollution pricing, which could help address the high levels of air and water pollution while raising government revenues.

The proposed increase would push Pakistan's defence budget to Rs 2,500 billion, further solidifying its focus on military expenditure at a time when its economy is struggling under the weight of an unprecedented debt burden. The country's economic health has been a growing concern. According to the latest Economic Survey, Pakistan's public debt has reached a record high of Rs 76,007 billion, a figure that has nearly doubled over the past four years. Just five years ago, Pakistan's debt stood at Rs 39,860 billion. To put this into perspective, a decade ago, Pakistan's public debt was a mere Rs 17,380 billion—indicating an almost five-fold increase in the past 10 years. The surge in debt is not limited to external borrowing. Domestic debt now stands at Rs 51,518 billion, while external debt accounts for Rs 24,489 billion. The Economic Survey warns that such a massive increase in debt could lead to serious economic vulnerabilities, including rising interest burdens that might cripple the country's fiscal sustainability. The survey also highlights that if left unaddressed, Pakistan could face long-term economic instability, affecting everything from social welfare to infrastructure development. World Bank figures reveal the stark reality. While India has lifted 171 million people from extreme poverty in the decade between 2011-12 and 2022-23, 1.9 million additional people fell into poverty in 2024-25 in Pakistan. The World Bank report on Pakistan in April said the country's 2.6 per cent economic growth 'remains insufficient to reduce poverty". The poverty rate is estimated to stand at 42.4 per cent (US$3.65/day 2017 PPP) in FY25 in Pakistan, 'virtually unchanged from last year", the report said. In a country where inflation is soaring, unemployment is high, and public services are underfunded, many question whether this continued emphasis on military spending is sustainable or responsible. With an economy teetering on the brink, Pakistan's fiscal mismanagement could risk further plunging the country into economic turmoil. As Pakistan's defence budget continues to rise, the population remains increasingly burdened by inflation, poverty, and a government that seems reluctant to make the tough decisions necessary for long-term economic recovery. Apple's India plans have two new threats: Trump and China's Xi
Apple Inc. and its main manufacturing contractor Hon Hai Precision Industry Co. are still betting on India. When Hon Hai — better known as Foxconn — revealed through an exchange filing last week that it was putting another $1.5 billion into its operations there, it will have calmed a few nerves in New Delhi. Worries about the future of Apple in the country had been set off by President Donald Trump , who said last month that he had told the company's Chief Executive Officer Tim Cook that 'I don't want you building in India.' This seemed to contradict hopes, shared by both Cupertino and New Delhi, that most iPhones for the US market would come from India by the end of 2026. But on the ground, Apple's turn to the South Asian nation seems well-entrenched. Reports have emerged of a new Foxconn campus meant to house 30,000 employees — the largest such effort in India's recent history — and that another contract manufacturer, Tata Electronics , is now assembling the iPhone 16 in its South Indian plant. Yet CEOs and politicians may have begun to realize that the difficulties involved in shifting — or duplicating — an entire manufacturing ecosystem extend beyond placating Trump. This is a complex environment, and there are severe obstacles to moving it out of China. US politics is only one, though perhaps the loudest. Admittedly, Apple has had a lot of success in India already. That's why even Trump's talking about it. In just the last year, the value of its products manufactured there has jumped 60%, to $22 billion. Over $17 billion is exported; thanks to Apple, India's $38 billion of electronics exports now earn more than even its world-famous pharmaceutical sector. No other investment has produced anything near this scale of return. In fact, it may be the only success of Prime Minister Narendra Modi's pivot to industrial policy in the middle of his decade in power. This rare win happened because Apple and its suppliers were committed to moving production into India, and because both federal and state governments rewrote regulations and permissions to help them make the move. Politicians kept up this support, even when there might be a price to pay. After a border clash between China and India in 2020 that killed 20 of its soldiers, Indian officials restricted investment from Beijing. Those restrictions have slowly softened since then, primarily to ensure that Apple's contractors didn't get caught up in red tape. That experience should have served as a reminder to New Delhi that attracting an entire ecosystem needs three sets of players to cooperate: the companies, the destination market for their products, and the source geography. Apple and Foxconn might be on board; Trump and his tariffs might be managed — but what of China? A recent book by the former Financial Times journalist Patrick McGee argues that Apple in China, and Foxconn in particular, grew because American investors and engineers helped. That's no surprise. Any industrial power trains its competitors and successors. That's what Great Britain did for America centuries ago. The financiers, engineers and suppliers that make up an existing manufacturing ecosystem need to be willing and able to cooperate in creating a new one. They are generally well rewarded for it. Apple's contract manufacturers and component suppliers, large and small, in China might be willing to set up shop in India — after all, profits are profits wherever they are earned. Some of their engineers might be happy to move to supervise new shop floors. But, it turns out, Beijing might not permit that to happen. Many crucial, experienced employees have found themselves forbidden to travel to India and Southeast Asia. Apple and New Delhi have both tried to woo Trump, and make him accept the possibility that iPhones destined for the US will be made in India. But it appears that they may need to woo President Xi Jinping as well. Objectively, India's Apple-led mobile phone ecosystem is nowhere near challenging China's manufacturing dominance. China is, after all, the indispensable country not just for Apple, but for multiple companies struggling to shift production to India, Vietnam and elsewhere. But Beijing now appears to view Apple's India project as a risk — dangerous enough that a few barriers should be erected in its path. Trump, Apple, New Delhi, and Beijing appear agreed on Indian manufacturing's potential over the next few years, whatever the rest of us might think.

For the year, India's bankers are set for pay rises of more than 9 per cent, compared to 4-5 per cent in the two Asian cities, Bloomberg Intelligence senior analyst Sarah Jane Mahmud wrote in a note Tuesday. The report cited survey data from consulting firm Aon. India is seeing a boost from a rebound in investments even as global trade uncertainties weigh on the country's broader outlook. Foreign lenders such as Japan's Mitsubishi UFJ Financial Group Inc. are continuing to expand in the South Asian nation, while Julius Baer Group Ltd. is seeking to triple the wealth assets it manages, the Bloomberg Intelligence report said. Investors have refocused on India's lower relative exposure to the US during the recent turbulence in global trade policy. M&A volumes have picked up and dealmakers say the country is well positioned to lure more overseas capital from private equity and sovereign wealth funds. While India has higher income tax rates than Singapore and Hong Kong, its lower cost of living may be a draw, according to the report. Pay for wealth managers in India, however, continued to lag behind that of Hong Kong and Singapore by 47-58 per cent, only a slight improvement from last year, the report showed.
