Two held in Bargarh for painting image of Lord Jagannath on turtle's shell

BARGARH: Two youths, who painted an image of Lord Jagannath on a turtle's shell, were arrested by the Forest department on Tuesday on charges of violating the Wildlife Act. Both are from Bijepur.
Ashish Meher had painted the turtle, while Abinash Bagarti filmed the act and shared it on social media. The incident came to light after a video of the act, posted on Meher's Facebook account, went viral.
In the video, Meher was seen forcibly handling an Indian Flap Shell Turtle, protected under Schedule I of the Wildlife Protection Act, 1972, and painting its shell with synthetic colours. The turtle was later released into a water body without the paint being removed.
General secretary of Snake Helpline Subhendu Mallik flagged the issue with principal chief conservator of forests (Wildlife) Prem Kumar Jha. Mallik pointed out that the act violated Section 9 of the Wildlife (Protection) Act, 1972, and provisions under the Prevention of Cruelty to Animals Act, 1960.
He also warned that such behaviour, when circulated on social media, could encourage similar acts by others for online fame.
Acting on the complaint, the Forest department launched an investigation. Based on video evidence and further inquiries, both Meher and Bagarti were arrested and produced in court. The video, originally uploaded to Meher's Facebook page has since been deleted.
Under the Wildlife Protection Act, offences involving Schedule I species can attract up to seven years of imprisonment, a fine of `1 lakh, or both.
The Forest department has urged the public to act responsibly and refrain from acts that endanger wildlife or disrespect cultural and religious sentiments. Officials have also appealed to social media users to avoid creating content involving animals that violates ethical or legal boundaries.

Wild elephants trample three persons to death in Chhattisgarh

Raigarh, Jul 23 (PTI) Two elephants went on the rampage and trampled three individuals, including a three-year-old boy, to death at two places in Raigarh district of Chhattisgarh, officials said on Wednesday. A female elephant and her calf destroyed a few houses in Gosaidih village in Anglikala area on Tuesday night and trampled three-year-old Satyam Rawat to death. The two jumbos then strode to Mohanpur village and attacked Santara Bai Rathiya (46) and Purushottam Khadia (48), leading to their death, said Jitendra Upadhyay, Divisional Forest Officer of Dharamjaigarh. Both incidents occurred in the Lailunga forest range under the Dharamjaigarh forest division. He said forest department personnel rushed to the spots and shifted the bodies. An immediate aid of Rs 25,000 has been provided to the kin of each of the deceased, the official said. Teams of forest personnel are closely monitoring the movement of elephants and alerting locals. Several incidents of human-elephant conflicts have been reported in the last ten years in the northern region of Chhattisgarh. According to Forest Department officials, more than 320 people were killed in such incidents over the last five years. Similar incidents have been reported in some districts of the central region in the last few years, particularly in Surguja, Raigarh, Korba, Surajpur and Balrampur. Supreme Court issues notice to Centre, Madhya Pradesh on plea against 237 ‘illegal' environmental clearances by SEIAA member-secretary

The Supreme Court on Wednesday (July 23, 2025) decided to hear a petition seeking a declaration that 237 environmental clearances granted by the member-secretary of the Madhya Pradesh State Environment Impact Assessment Authority (SEIAA) are illegal and in systemic violation of the environmental laws. A three-judge Bench headed by the Chief Justice of India B.R. Gavai issued notice to the Union Government, the State, the SEIAA Chairman, and the member-secretary, Principal Secretary of the State Environment Department. The petitioner, Vijay Kumar Das, a Hindi newspaper publisher, has arraigned the Central Bureau of Investigation too as a respondent. The notices are returnable in two weeks. Mr. Das, represented by senior advocate Vivek Tankha and advocate Sumeer Sodhi, said the clearances were given unilaterally, without convening the mandatory SEIAA meetings and in breach of the Environment (Protection) Act, 1986; the Environment (Protection) Rules, 1986; and the Environmental Impact Assessment Notification, 2006. The petition alleged that the clearances were the result of a deliberate strategy to bypass the collective decision-making process mandated by the law, and exploited the 'deemed approval' provisions after letting statutory periods lapse. It said that there was no properly constituted SEIAA or SEAC (State Expert Appraisal Committee) between June 11, 2024, to January 6, 2025. A new SEIAA was constituted on January 7 this year. The violations, it was alleged, began from May 23 this year when the first environmental clearance was issued unilaterally by the member-secretary without any SEIAA meeting. The petition said multiple clearances were issued in just one day, May 24, demonstrating the premeditated nature of the alleged violations. 'Despite the chairman of SEIAA writing almost 48 representations between April-June 2025 to prevent these illegal actions, addressed to various authorities including the Member Secretary, Principal Secretary, Chief Secretary, and Union of India, the systematic violations continued unabated. The authorities have turned a blind eye to these representations, which demonstrates not merely administrative negligence but willfull and deliberate facilitation of environmental crimes at the highest levels of the State government,' the petition said. It said the case was a 'classic example' of Secretaries and senior officials abusing their positions for ulterior motives, including personal gains, by facilitating illegal environmental clearances for mining lobbies and industrial interests. 'The member-secretary acted in active collusion with the principal secretary, department of environment, and other public officials, orchestrating a prolonged non-convening of SEIAA meetings with the calculated intention of allowing the statutory period for appraisal to lapse,' the petition argued.

Agency: Shillong, Jul 23 (PTI) Over 93,000 labourers from outside the state have registered themselves in Meghalaya under a new legislation that seeks to identify them and ensure their safety and welfare, officials said. The registration drive is being carried out under the Meghalaya Identification, Registration (Safety and Security) of Migrant Workers Act, 2020. As of 2024, a total of 93,282 migrant workers have been registered under the Act, they said. Among the districts, East Khasi Hills has reported the highest number of registrations at 41,242, followed by East Jaintia Hills with 29,932, an official said. Other figures include, Ri-Bhoi (10,138), West Khasi Hills (3,820), West Jaintia Hills (3,575), South West Khasi Hills (2,858), West Garo Hills (782), North Garo Hills (372), South Garo Hills (326), East Garo Hills (183), and South West Garo Hills (55). The registration process, which began in 2021, was introduced to ensure the safety and rights of migrant workers in the state, the official said. A nominal fee of Rs 50 is charged for registration, and workers are required to renew their labour cards every six months. The labour department has collected a total of Rs 93.28 lakh in registration fees in 2024 alone. Recently, the state Assembly passed an amendment to the Act, increasing penalties for non-compliance from Rs 5,000 to Rs 1 lakh. The amendment also mandates stricter screening of migrant workers using the Crime and Criminal Tracking Network System (CCTNS), the official added.
