National Food Security Act: Centre asks Punjab to weed out 11 lakh 'suspicious' beneficiaries

CHANDIGARH: The Centre has asked the Punjab Government to verify the antecedents of 11 lakh 'suspicious' beneficiaries under the National Food Security Act (NFSA) and weed them out by September 30. But, as the paddy procurement season is set to start and the state food and civil supplies department officials will be busy, sources said that the state would seek six months time for the verification and weeding out process. Besides, the government will seek details of the database from the Centre before the verification starts. Under NFSA, there are reportedly eight crore 'suspicious' beneficiaries across the country of which 11 lakh are in Punjab. They were identified from the database of the Central Board of Indirect Taxes and Customs, Central Board of Direct Taxes, Ministry of Corporate Affairs, Ministry of Agriculture and Farmers Welfare and the Ministry of Road Transport and Highways, sources said. The Centre recently shared the data with the state government. It is learnt that these beneficiaries are either income tax payers, directors in companies, own more than five acres of land or a four-wheeler. So, these beneficiaries cannot be considered in the economically ba category, the union government pointed out. The NFSA is a landmark law that aims to provide subsidized food grains to a large portion of the population. Sources in the state food and civil supplies department said that Punjab has 40.50 lakh ration card holders covering a population of 1.53 crore people under NFSA. The beneficiaries are provided 5 kg of wheat per person in the family, every month at a nominal cost of Rs 2 per kg. A total of 32,500 metric tonnes of wheat is being distributed to the people under the scheme, each month.

RIL stock attractive, JP Morgan points to two main reasons

JP Morgan maintains an overweight rating on Reliance Industries Ltd (RIL) with a target price of Rs 1,695, citing attractive valuations and favorable sector trends. The brokerage highlighted a still-elevated holding company discount and Reliance Retail's discount to DMart, along with improving refining margins, festive demand, and telecom tariff hikes as key growth drivers supporting a 27% EPS CAGR through FY26. Remove Ads Global brokerage firm JP Morgan has reiterated its positive stance on Reliance Industries Ltd RIL ), stating that the company's stock valuations remain attractive despite recent brokerage highlighted two key reasons supporting its view: the implied holding company discount has narrowed only marginally through 2025, and RIL's retail arm continues to trade at a higher discount compared with to JP Morgan, RIL's implied holding company discount on Jio and Retail, measured against Bharti and DMart's EV/EBITDA multiples, remains elevated. The brokerage noted that even after strong performance by these peers, RIL's implied discount has fallen only slightly through 2025, leaving the conglomerate relatively inexpensive on this second factor JP Morgan highlighted was Reliance Retail's implied EV/EBITDA multiple, which continues to trade at a higher discount compared with DMart. Using standard multiples and excluding other sum-of-the-parts valuation components, JP Morgan observed that RIL's retail valuation still appears favorable relative to its sector valuation metrics, the brokerage outlined several potential stock drivers. Refining margins have improved, with diesel and gasoline cracks trending higher, while RIL's overall petrochemical gross margins have also increased in the near expected increase in telecom tariffs could further support growth for Jio, although JP Morgan cautioned that this impact would be more meaningful only from December 2025 to March the retail side, the firm pointed to potential catalysts from upcoming festive demand, which could drive high double-digit growth, with consumer trust initiatives. Overall, JP Morgan forecasts that RIL could deliver a 27% EPS CAGR, supported by limited downside to its oil-to-chemicals (O2C) business and upside potential in terms of capital expenditure, JP Morgan highlighted RIL's reported total capex of Rs 1.3 trillion in FY25, of which Rs 337 billion was allocated to the retail segment. Reliance Retail alone reported Rs 158 billion in capex, RRVL Rs 18 billion, and Reliance Brands Rs 44 billion. Other businesses and unallocable segments accounted for Rs 312 billion, with a large portion directed toward new energy projects, including solar PV, batteries, and electric brokerage added that Reliance's free cash flow is stabilizing, with FY25 cash flows aided by a large Rs 83 billion increase in trade and other payables. Even if this support does not recur, stable EBITDA growth and consistent capex could help keep leverage under control in the medium Morgan further noted that RIL's FY26E PAT is expected to increase by 11%, after factoring in an exceptional gain in brokerage concluded that with comfortable relative valuations and favorable sectoral trends, RIL stock remains well-positioned from a valuation this view, JP Morgan has assigned an 'overweight' rating on the stock with a target price of Rs 1, read: Is Rs 4 crore enough for retirement corpus?
