
Ways for women: How you can push for equity – not just equality – at the office for a healthier work life
The words equity and equality may seem interchangeable but they mean different things.
Equality in the workplace means staff are treated fairly, regardless of age, gender and race. Equity is about addressing individual needs and characteristics, to ensure fair access to resources and achieve balanced outcomes.
Women need more advocacy in these areas: Flexibility, equal opportunity, and equity for female employees who are caregivers.
According to a 2022 Quality of Life survey by the National Council of Social Service, women make up 60 per cent of caregivers in Singapore. Flexibility is essential for balancing work and caregiving responsibilities.
A 2022 Ministry of Manpower report found that over 260,000 women were not able to work due to caregiving responsibilities. In response to this, independent non-profit SG Her Empowerment (SHE) created several initiatives to support women through community engagements and partnerships.
Its chief operating officer How Kay Lii, said that if, and when, these women returned to the workforce, they faced challenges with balancing work and family responsibilities, gender bias and workplace discrimination, lack of access and opportunities, as well as lack of flexible work arrangements.
These led to them getting passed over for promotions, leadership opportunities, or networking opportunities to help them navigate the job market.
The organisation runs SHE Supports, an initiative which empowers women as they return to work, thorough mentoring services, legal clinics and career workshops.
HOW COMPANIES CAN DO MORE FOR WOMEN
In Singapore, the Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) has new policies in place that will help. The Tripartite Guidelines on Flexible Work Arrangement (FWA), which started in December 2024, support a flexible work arrangement that is beneficial for companies and employees, for a healthy workforce.
Karen Kim, CEO of Human Managed, a data and AI platform service, said employers should recognise that flexibility extends beyond where work is done. 'It's about how employees add value and contribute.'
Flexibility should include diverse roles that allow employees to contribute based on their skills and passions, beyond job titles, education and experience, Kim added.
Women's caregiving responsibilities often cause them to face setbacks in career progression.
Sher-li Torrey, founder of Mums@Work, a career portal, pointed out that these women are frequently overlooked for promotions or new opportunities. 'The hiring process still trends towards 'current experienced workers' as opposed to those with career gaps due to caregiving reasons.'
She added that companies can implement return-to-work programmes and initiatives for women who have taken career breaks, helping them reintegrate into the workforce.
In addition, having a corporate mindset more open to flexibility in policies on transparency for promotions and pay will lead to inclusivity for women who are caregivers.
Wong Meilin, partner and CEO of public relations agency Milk & Honey PR, said the main causes of disparity in the workplace lies in a combination of deeply ingrained societal norms and challenges in the traditional organisational structure. 'Gender roles remain influenced by traditional expectations. So while women in Singapore enter the workforce, societal pressures around caregiving and familial roles have not changed significantly even today.'
While manpower guidelines from TAFEP and company policies can help advance workplace equity, women themselves must also do their part. There are ways to advocate for your female co-workers – here's what every woman can do.
1. SPEAK UP AND SPEAK OUT AT MEETINGS
In a meeting, women tend to gravitate toward either end of the table or the room. A 2014 study in the American Political Science Review also found that women get less airtime in group discussions where there are other men in similar or higher levels.
They also get interrupted a lot by men. Women in senior positions interrupt other women too but less than men.
If a woman is interrupted, interject and say: 'Oh, I'd like to hear more of that before we move on.'
If a co-worker runs away with a woman's idea, speak out and say: 'Great idea and thanks to Debbie for bringing it out.'
If a female co-worker is struggling to be heard, say: 'I'd love to hear what you think, Ashley.'
'The most powerful way for women is to amplify the voices of those who may not always be heard,' said Wong. 'Whether it's women, or co-workers with disabilities, lending your voice in meetings creates opportunities for them to be heard and get heard.'
2. CHAMPION A FEMALE COLLEAGUE'S ACHIEVEMENTS
Women tend to be shy about their achievements for fear of being labelled 'self-promoting'. They often credit their own achievements as 'getting lucky' or 'getting help from others'.
Contrast this with men who will attribute their achievements to their personal skill and innate qualities. As a result, women and their contributions go unnoticed.
If a female co-worker's initiative is a success, compliment her and highlight the achievement like this: 'Nina was in charge for our latest product launch and it generated a lot of sales, and even garnered the most social media engagement of all our launches.'
Celebrate successes and achievements so that women get the credit they deserve and do not feel embarrassed or feel the need to play small to be accepted or recognised.
3. OFFER REAL, PRACTICAL HELP
Create designated spaces for women in the workplace. For women returning after maternity leave, some may require practical support like nursing rooms or refrigerator space.
Rachel Lee, 39, a retail executive, said having a quiet space was useful when she returned to work after having her third child. 'When I was working at a mall, there were designated nursing rooms but there may be none in an industrial building.'
Her colleagues cleared a small meeting room and taped the clear windows for privacy so she could express her breast milk. They even cleared the office fridge and made space for her to store her breast milk. This helped her feel accepted.
SHE's How added: 'As a mother of young children myself, having had the support of my colleagues and bosses when I returned to work after maternity was absolutely crucial to my transition.'
4. NORMALISE FLEXIBLE ARRANGEMENTS AND MAKE IT COMPANY CULTURE
Even as flexible work arrangements are getting common, there is still some stigma towards those requesting it.
Have open conversations with female co-workers who ask for such arrangements. Most women need it for medical appointments for their elderly parents or when their children fall sick.
How said: 'Open, non-judgmental conversations about caregiving and work-life balance normalises discussions about family responsibilities and the mental load women may face.'
One way a woman can plan ahead for these arrangements is to create a working schedule or a shared calendar and update it monthly or weekly. Run through any changes to ensure your colleagues are aware.
This way, you can support your colleagues' schedules without any surprises or resentment. Similarly, when you require flexible days, those are also reflected on the schedule.
Having a mentor in the workplace is paramount for women climbing the corporate ladder. According to a Forbes article, employees who have mentors are promoted five times more often than those without. They are more confident in their abilities and are likely to stay in the company.
Sharing experiences helps women see things from a unique perspective. The Singapore Muslim Women's Association (PPIS), a non-profit which focuses on community services for Muslim women, found that women feel empowered to succeed in their jobs if they have strong female role models.
They also saw that coaching and mentorship programmes helped fellow aspiring entrepreneurs succeed if they had successful women business owners guide them.
So when you see a project or an initiative which your colleague is suitable for, put her name down. Raise her hand for it.

Singapore ranked 21st in Global Cities Index 2025 by Oxford Economics
Depositphotos/obstando SINGAPORE: Singapore has clinched the 21st spot in the Global Cities Index 2025, a comprehensive ranking of the world's top 1,000 cities published by UK-based think tank Oxford Economics. The index evaluates cities based on five key dimensions: economy, human capital, quality of life, environment, and governance. Singapore scored a total of 83.9 out of 100, putting it ahead of many regional peers and just outside the global top 20. Notably, Singapore's performance in the 'quality of life' category stood out, placing it 4th worldwide, affirming the country's clean urban environment, high safety standards, and strong infrastructure. New York City retained its crown as the world's top-ranked city for the second year running, achieving a perfect score of 100. London and Paris followed in second and third places respectively. Rounding out the top 10 were San Jose, Seattle, Melbourne, Sydney, Boston, Tokyo, and San Francisco—underscoring the dominance of cities from the United States and advanced economies in the index. While Singapore fared well overall, its rankings across the different categories varied. It came in 23rd for environment and 41st for human capital—categories that assess ecological sustainability and workforce talent, respectively. However, its rankings in economy (106th) and governance (135th) were noticeably lower, suggesting room for improvement in areas such as business dynamism, economic diversity, and government transparency or regulatory effectiveness. The Global Cities Index, produced annually, is widely regarded as a benchmark for assessing urban competitiveness and liveability. Oxford Economics compiled the rankings using a mix of quantitative data points and expert assessments across all five dimensions.

Some workplaces 'relaxed' about COVID-19 even when cases spike, say employees
SINGAPORE: After recovering from a bout of sickness, Alicia returned to the office – only to come into contact with a colleague who had contracted COVID-19. After spending just a few hours together, Alicia fell sick again. She believed it was 'highly likely' that she had caught something from the colleague; she ultimately tested positive for COVID-19 and went on to take four days of sick leave. Alicia, who is in her 30s and declined to share her last name, said her company allows those with COVID-19 to work from home or take sick leave, without the need for a medical certificate. Her colleague, however, had not tested for the respiratory disease and went to work as she was feeling better. Besides, there was no 'hard rule' about staying away from the office. This seems to be the new norm in Singapore, where COVID-19 is now considered endemic, and despite periodic surges of cases. In the week of Apr 27 to May 3, for instance, the estimated number of COVID-19 cases rose to 14,200, up from 11,100 the previous week. The Ministry of Health's Communicable Diseases Agency (CDA) said there was no indication that the variants circulating are more transmissible or cause more severe disease compared to previous ones. The Ministry of Manpower (MOM) lifted all safe management measures back in February 2023. Employees are not required to wear masks or test for COVID-19 before entering the workplace. However, employers may choose which measures they wish to retain, based on business continuity or workplace health and safety reasons, according to MOM's website. LIKE A COMMON COLD Employees CNA spoke to said it appeared that COVID-19 was no longer viewed as a serious threat in their workplaces. They requested to be referred to by their first names only, as they did not want to be identified by their employers. Jasmine, who works in the transport industry, said employees at her company are 'strongly encouraged' to stay at home and isolate if they are unwell. Although she took sick leave when she contracted COVID-19 about a week ago, she observed that some colleagues still show up at the office when they have flu symptoms, and without wearing a mask. 'Being penalised for not reporting back to work – I think that's something that people may have perceived, even though they won't,' said the 50-year-old. 'But in any case, COVID is also now being treated as a common flu." David, who works in finance, caught a bug from his workplace during the COVID-19 wave in May, with almost a third of colleagues on his office floor falling sick then. Although he highly suspected it was COVID-19, he did not test for it. 'I felt better ... and it was just very troublesome to go out and get a test kit. And then, so what if it is COVID, right?' said the 28-year-old, adding that he too sees it as 'synonymous with the flu'. His company has a fully work-from-office arrangement, and those who are unwell can take sick leave without a medical certificate for up to three days. Some workers felt that more relaxed attitudes towards the infectious disease have led to inconveniences. One employee, who requested anonymity, told CNA that companies should still enforce safety measures. He said an outbreak in his office last year infected half of his colleagues. At that time, COVID-19 was already considered endemic. As such, there were no tests required before they returned to work, leading to the spread, he said. Most of the employees were also given only three days of sick leave prior, he added. He protected himself by wearing a mask. 'That's about it,' he said. COMPANY POLICY Most companies that spoke to CNA saw no need to take additional precautionary measures even during spikes, beyond the standard encouraging of employees to stay away from office when unwell. At public relations firm Ellerton & Co., director Oliver Ellerton said the company now emphasises trust and responsibility and treats COVID-19 'similarly to other respiratory illnesses'. If an employee contracts COVID-19, they are encouraged to work from home if their condition allows, or take medical leave to focus on recovery and prevent any potential spread, he said, adding that the company supports hybrid working. Mr Ellerton added that the company does not foresee 'immediate fundamental changes' to their current arrangements. At OCBC, employees who are unwell are encouraged to seek medical attention, said the bank's managing director of group human resources, Mr Ernest Phang. He added that they are encouraged to practise personal and social responsibility. Standard Chartered's Singapore and ASEAN head of human resources Wong Yang-Sheng said the bank similarly trusts its employees to be responsible for their well-being. "They are encouraged to rest at home if they are feeling unwell. They should also observe basic hygiene and social protocols such as wearing a mask if they happen to be in the office," he noted. Eco-tourism company Big Tiny however requires employees to isolate at home should they test positive for COVID-19. CEO Adrian Chia has noticed a 'moderate uptick' in employees reporting flu-like symptoms, though none have been confirmed as COVID-19 cases. While current protocols are deemed sufficient, Big Tiny would be prepared to reinstate stricter measures if case numbers rise sharply or more severe variants emerge, added Mr Chia, who has about 40 employees in Singapore. SOCIAL RESPONSIBILITY Dr Alex Cook, the vice-dean of research at the National University of Singapore's Saw Swee Hock School of Public Health, said COVID-19 was now more like the common cold than the 'deadly' pandemic of 2020. As such, it is natural for people to be 'quite relaxed' about it, he said. 'It's worth remembering, though, that people still do die of these viruses, so being socially responsible can save lives,' he said, advising that those with a cough or cold should wear masks and be careful around vulnerable groups like the elderly and those with weakened immunity. Dr Cook added that workplaces should encourage routine vaccination for viruses - such as influenza and COVID-19 - that can disrupt operations. Though the pandemic may seem like a distant memory, human resource experts told CNA that workplaces should continue to remain adaptable with their policies. Now that there are no mandatory restrictions in place, employers should reinforce the importance of personal and social responsibility, said Ms Linda Teo, the country manager of employment agency ManpowerGroup Singapore. 'Even in a strict work-from-office setting, it is advisable for individuals who are unwell to stay home, seek medical advice and obtain a medical certificate if necessary,' she said. Ms Wenna Lee, a senior professional at the Institute for Human Resource Professionals, said: 'As COVID-19 becomes part of our endemic reality, enforcing strict, one-size-fits-all policies – like blanket work-from-home arrangements – may no longer be necessary or effective.' Instead, the HR manager suggested that companies adopt more targeted approaches, such as split-team setups or temporary work-from-home arrangements during spikes, especially if multiple team members fall sick. Organisations should ensure they have clear processes for illness reporting and for returning to work, she added.

Eldercare services provider fined after client in wheelchair rolled off van platform and later died
Two employees of an eldercare services provider were helping clients board its van when one of the senior citizens fell off the vehicle's wheelchair lift platform and his head struck the ground. Mr Hassan Mohamed Karchi Arsan Osman, 76, was unconscious when he was taken to the National University Hospital, and he died of a head injury at 9.35pm on Feb 3, 2021. On June 3, Active Global Respite Care was fined $7,000 after it was convicted of an offence under the Workplace Safety and Health (Risk Management) Regulations. Court documents stated that the company had failed to implement safety control measures and safe work procedures governing the use of the wheelchair lift at the rear of the van. Two people, who were working for Active Global Respite Care when the incident took place, were each fined $10,000 in December 2023. Myanmar national Moe Thadar, then 49, was a health care assistant at the time while Singaporean Kwa Kim Seng, then 67, was employed as a van driver. They had failed to ensure that the brakes of Mr Hassan's wheelchair were engaged, causing his death. For the current case, Ministry of Manpower prosecutor Kimberly Boo told the court that Active Global Respite Care owned two vans used for transporting elderly clients between their homes and a senior care centre located at Block 31A, Ghim Moh Link. A health care assistant would be present in each van to assist with the transportation of such elderly clients. Each van was installed with a wheelchair lift at its rear. This lift allowed wheelchair users to be loaded onto the vehicle through a platform that could be raised. At around 4.40pm on Feb 3, 2021, Moe Thadar and Kwa were at work, helping the company's elderly clients board one of the vans at the senior care centre's pickup point. Ms Boo said: "When Moe wheeled (Mr Hassan) from the pickup point onto the wheelchair lift platform, she failed to engage the brakes of (his) wheelchair. "As Moe was walking away, she told Kwa 'uncle, hold', in order to inform him that (Mr Hassan) was ready to be lifted. Kwa proceeded to raise the wheelchair lift platform while chatting with a colleague." As the platform was reaching the top of the lift, in line with the van, Kwa did not wait for a health care assistant inside the van to grab hold of the wheelchair. Kwa released his grip off Mr Hassan's wheelchair, which then rolled backwards and off the platform. Mr Hassan's head struck the ground when he fell. He was pronounced dead later that day. Ms Boo told the court that prior to the incident, Active Global Respite Care had no documented risk assessment on the transportation of their clients using a van with a wheelchair lift. She added that on the day of the incident, multiple control measures to minimise safety risks to Mr Hassan were also not implemented. These included ensuring that wheelchair brakes were engaged before activating the wheelchair lift. Defence lawyers Gloria James-Civetta and Noelle Teoh, who represented Active Global Respite Care, on June 3 pleaded for their client to be given a fine of not more than $5,000. The pair from Gloria James-Civetta & Co added: "The incident was an isolated and unprecedented occurrence that tragically resulted in the passing of the late Mr Hassan. "Prior to the incident on Feb 3, 2021, Active Global had operated in Singapore for several years without any record of similar serious incidents or accidents. It is also noted that the late Mr Hassan had successfully completed nearly 500 rides with Active Global over the course of his engagement, without issue." The lawyers stated in court documents that since the incident, their client has taken immediate and proactive measures to address any gaps in its safety protocols. This includes updating its standard operating procedure in June 2021 to further enhance the clients' safety during transportation. The company has also deployed additional manpower to act as traffic marshals at the drop-off and pick-up points of its centres, the court heard.
