Weather authorities have expanded the scope of a heavy rain emergency warning -- the highest level -- in place for Kumamoto Prefecture. Officials say serious flooding may have already occurred.
The Japan Meteorological Agency added Uki city, Yatsushiro city and Hikawa town to its warning list at 5:25 a.m. on Monday. The warning is still in effect for Tamana City and Nagasu Town.
The agency says warm, moist air flowing into a rain front is bringing record rainfall to the prefecture. Bands of heavy rain clouds over the prefecture triggered a warning of significant rainfall.
The agency says the heavy rain emergency warning could be issued for more areas in the coming hours. It has called on people in the surrounding areas to do everything they can to protect themselves. It has warned people to be careful when evacuating as it is dark outside.

A video taken at a shopping street in Chuo Ward in Kumamoto City at around 3 a.m. shows people wading in water up to their knees. Other parts of Kyushu are also being affected. The police and fire department in Fukutsu City, Fukuoka Prefecture, say they received a report that a man and a woman in their 60s were swept away in a river and are missing. Kyushu Shinkansen bullet train services were suspended in both directions from the first train on Monday. According to JR Kyushu, all Kyushu Shinkansen services resumed shortly before 3 p.m.

The agency is calling for immediate safety measures, as there is a high possibility of flooding and other disasters. Linear precipitation zones, or strings of developed rain clouds that often bring torrential rain, formed in Kumamoto and some other prefectures in the Kyushu southwestern region. In Tamana, rainfall over the three hours until 11:50 p.m. on Sunday reached 284.0 millimeters, while in the city of Kikuchi in Kumamoto, rainfall over the three hours until midnight on Sunday totaled 211.5 millimeters. Meanwhile, the 24-hour rainfall total by 8:10 p.m. on Sunday reached 414.5 millimeters in Munakata, Fukuoka Prefecture, and 366.5 millimeters in Shimonoseki, Yamaguchi Prefecture, both renewing record highs at those locations. The Japan Meteorological Agency issued a special heavy rain warning for parts of Kumamoto Prefecture but downgraded it to a heavy rain warning in the afternoon, while still urging residents in the affected areas to remain alert. A man, who was evacuating with his family, went missing after their car was swept away by a landslide in Kosa, Kumamoto Prefecture. The mother and two children were rescued, while local police said they are confirming the identity of a man who was later found nearby with no vital signs. There were also reports of people being swept away and landslides washing away houses and cars in the prefecture and neighboring Fukuoka Prefecture. A man in his 60s was rescued from a collapsed house in Misato, Kumamoto, and taken to the hospital, according to local firefighters. In Fukutsu, Fukuoka, two people in their 60s were swept away by a river on Sunday afternoon, and rescue operations are ongoing, according to local authorities. Prime Minister Shigeru Ishiba told reporters Monday morning his government is "committed to implementing disaster response measures," while urging residents to remain vigilant. JR Kyushu, which serves southwestern Japan, said it suspended all bullet train services from the start of operations in the morning but resumed them in the afternoon. The weather agency has been warning of extreme rainfall in Kumamoto and Nagasaki prefectures as a rainband stretching across the Japanese archipelago has inundated wide areas of the country. Tamana in Kumamoto recorded 370 millimeters of rainfall in six hours through early Monday, nearly double the city's average precipitation for all of August, according to the weather agency.
