Egyptian human rights bodies, UN officials discuss bolstering cooperation in Cairo - Society

A consultative meeting was held in Cairo on Thursday, bringing together key figures from Egypt's human rights landscape and a delegation from the United Nations High Commissioner for Human Rights (OHCHR).
The National Council for Human Rights (NCHR) hosted the meeting, in which the Human Rights Committee of the Egyptian House of Representatives participated, according to a statement by the NCHR.
The gathering aimed to strengthen collaboration and align efforts in advancing human rights within Egypt's legal and strategic frameworks.
According to the statement, the discussions also focused on national efforts to strengthen the human rights system, particularly in terms of engagement with international mechanisms to enhance the role of national human rights institutions.
The meeting also highlighted ongoing cooperation between the Egyptian parliament and the NCHR in responding to recommendations issued by international mechanisms.
The statement explained that this cooperation aims to enhance the NCHR's independence and ensure its full compliance with the Paris Principles.
Furthermore, the participants in the meeting discussed implementing the pillars of the National Human Rights Strategy, launched in 2021, and developing the legislative and institutional structure relevant to it.
They also discussed the parliament's human rights committee's role, as monitor, overseer, and legislator, in addressing citizen complaints and strengthening communication channels with the National Council for Human Rights and civil society, read the statement.
Moreover, the meeting addressed technical cooperation between the UN body and the Egyptian side, particularly in the areas of parliamentary capacity building, training on evaluation and follow-up mechanisms, and disseminating a culture of human rights.
It emphasised, the statement continued, the importance of continuing constructive dialogue and joint coordination, as well as the need to provide technical support to stakeholders involved in promoting and protecting human rights.
The OHCHR delegation included Jonny White, a Human Rights Officer at the Division of National Institutions and Regional Mechanisms in Geneva, and Zein Ayoub from the Middle East and North Africa Office.
Attendees from the Egyptian side, the statement went on, included Mahmoud Karem, Chairman of the NCHR, and Hani Ibrahim, Secretary-General of the NCHR.
A parliamentary delegation led by MP Tarek Radwan, Chairman of the Human Rights Committee, included MP Mohamed Abdel Aziz, Deputy Chairman of the Human Rights Committee, and MP Nancy Naim, a Member of the Human Rights Committee.

The Egyptian Commercial Service (ECS) in Moscow recently held a high-level meeting with Nonna Kagramanyan, Vice President of Business Russia, along with representatives from the association and several major Russian companies, to explore ways to enhance bilateral trade and investment. Kagramanyan underscored the strategic importance of economic relations between Egypt and Russia, noting that many member companies of Business Russia already maintain active partnerships in the Egyptian market. She emphasized the mutual benefits of further cooperation and highlighted the association's role in supporting specialized Russian entities involved in establishing the Russian Industrial Zone in Egypt—a project expected to unlock significant investment opportunities for Russian businesses. Ahmed Shoukry, Minister Plenipotentiary for Commercial Affairs and Head of the ECS in Moscow, provided an overview of Egypt's evolving business climate. He presented key investment opportunities across priority sectors such as renewable energy, water desalination, transportation, and automotive manufacturing. Shoukry also proposed a coordination framework between ECS and Business Russia to facilitate targeted collaboration with member companies. On the sidelines of the meeting, the ECS held direct discussions with several leading Russian firms operating in the iron and steel industry as well as agricultural products, exploring specific avenues for cooperation. Business Russia—established in 2001—is among the country's most influential business associations, representing over 10,000 companies across a wide array of industrial sectors. The organization operates 85 regional offices across the Russian Federation and 28 specialized industrial committees. The meeting comes at a time of growing Egypt–Russia economic ties. Bilateral trade surged by 32% in 2024, exceeding $9bn. Both countries are actively negotiating a free trade agreement between Egypt and the Eurasian Economic Union, and continue to advance the ambitious Russian Industrial Zone project in the Suez Canal Economic Zone, which is expected to attract over $7bn in investments and generate approximately 35,000 jobs. Russia remains a pivotal partner in Egypt's development agenda, particularly through its involvement in major infrastructure projects such as the Dabaa nuclear power plant—financed by a $25bn loan—and the forthcoming industrial zone.

Egyptian President Abdel Fattah Al-Sisi met on Saturday with Türkiye's Foreign Minister Hakan Fidan, in the presence of Egyptian Foreign Minister Badr Abdelatty, to discuss strengthening bilateral relations and reviewing regional developments, the presidency said in a statement. Egypt's presidential spokesperson Mohamed El-Shennawy said Fidan conveyed greetings from Turkish President Recep Tayyip Erdogan, which Al-Sisi warmly welcomed. The president noted the 'qualitative development' in relations between Cairo and Ankara, particularly since the signing of a joint declaration in February 2024 to reactivate High-Level Strategic Cooperation Council meetings and elevate them to the level of the two heads of state. Both sides reaffirmed the importance of deepening economic cooperation and working towards raising bilateral trade to $15bn, as agreed during Al-Sisi's visit to Ankara in September 2024. They also discussed expanding Turkish private sector participation in investment projects in Egypt. The talks addressed the situation in Gaza, with both parties rejecting any return to military occupation. They called for an immediate ceasefire, the unimpeded entry of humanitarian aid, the release of hostages and detainees, and the rejection of any displacement of Palestinians. Discussions also covered developments in Libya, Syria, and Sudan. Al-Sisi outlined Egypt's vision for achieving peace and stability in those countries, stressing the need to respect their sovereignty, preserve territorial integrity, and safeguard their peoples' resources.
