Marcos admin's 'Rice-for-All' gets P10B under NEP

To ensure rice security, President Ferdinand ''Bongbong'' Marcos Jr. said Wednesday that the ''The Rice for All Program'' of the Department of Agriculture was allocated with P10 billion under the National Expenditure Program.
The said program includes the Benteng Bigas Meron Na project of the administration, which allows the selling of P20 per kilo of rice, especially to the vulnerable sector.
The P10 billion budget seeks to expand access to affordable rice from both importers and local traders at public markets and KADIWA sites, Marcos said in his budget message.
Under the NEP, the DA's National Rice Program (NRP) also had an increased budget of P29.9 billion, up by 37.8 percent from the P21.7 billion budget in 2025.
Through the NRP, the DA will provide fertilizers through its Fertilizer Assistance Program with quality inbred and hybrid rice seeds that will help local farmers boost their crop yields.
Moreover, the Rice Competitiveness Enhancement Fund (RCEF) will be allotted P30 billion to fund the modernization of farm machinery and equipment; development of rice seeds; expansion of credit assistance; and provision of rice extension service, among others.
The Buffer Stocking Program, on the other hand, will be allocated P11.2 billion for the procurement of 300,000 metric tons of palay, which will be used during crises, such as emergencies and disasters.
A total of P256.5 billion will be used to strengthen the Agriculture sector in 2026, the President said.
Of this amount, P153.9 billion will finance the DA and its attached agencies; P45.1 billion for the National Irrigation Administration (NIA), and P17.4 billion for the Department of Agrarian Reform (DAR), among others. — RSJ, GMA Integrated News

Oriental Mindoro Governor Humerlito 'Bonz' Dolor expressed his dismay over damaged dikes in his province, which was hit by floods due to the Southwest Monsoon or Habagat and the consecutive storms last month, even as these were put up fairly recently. Dolor over the weekend inspected several dikes, including one in Mulawin, Naujan where a security guard initially refused to let officials enter, as he said he received orders from the management not to let anyone in without a written request from the Department of Public Works and Highways (DPWH). 'Kaya ba pati Gobernador ayaw ninyo papasukin kasi may tinatago kayo? Dugo't pawis ng bayan yan! [Is this why you won't even let the Governor in? Because you're hiding something? That's the people's blood and sweat!],' he said in a post on his Facebook account. Dolor was eventually able to inspect the dike, which he said was full of sand, and the sheet piles were poorly embedded, and even broken, as reported by Darlene Cay on GMA's '24 Oras Weekend' on Sunday. He also inspected another flood control project in Barangay Tagumpay in Naujan, which he said cost P1 billion for one kilometer, noting that he only saw one piece of metal rod, a waste of funds when compared with the Capitol with a P2-billion budget for a year. Oriental Mindoro is one of the flood prone areas recently cited by President Ferdinand 'Bongbong' Marcos Jr., who has ordered a review of the flood control projects across the country. GMA News Online is still trying to reach out to the private contractors of the said projects, and the DPWH for comment on the matter. During his State of the Nation Address (SONA) last July, Marcos warned government personnel who steal public funds—such as those for flood control projects—to have some shame. Just last week Marcos launched a website for citizens to report on flood control projects. The Commission on Elections (Comelec) on Sunday said it is almost set for the 2025 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections, which are scheduled on Oct. 13, 2025. '90% to 95% na kaming handa (We are 90% to 95% ready),' Comelec chairperson George Garcia told Super Radyo DzBB. 'Gusto natin na igarantsya tuloy na tuloy na tuloy ang Bangsamoro parliamentary elections sa October 13. Meron kasi mga nagdududa na baka ipagliban na naman tulad ng Barangay at SK elections,' he added. (We want to guarantee that the Bangsamoro parliamentary elections will proceed on Oct. 13. Some have have doubts that it will be postponed, like the barangay and Sangguniang Kabataan elections (BSKE).) Garcia estimated about 2.3 million people will cast their votes for the BARMM elections. In February, President Ferdinand Marcos Jr. signed into law a measure postponing the BARMM elections from May to October. The suspension came months after the Supreme Court, in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024. On Aug. 13, Marcos signed into law a measure postponing the BSKE polls, setting the term of office of all elected barangay and SK officials to four years. Comelec warns vs. 'fake news' of voter registration fee

The Commission on Elections (Comelec) has issued an advisory against a social media post circulating online which falsely states that money will be charged to those who seek to register as voters. In a "fake news alert" on Friday evening, the poll body denied that it now charges a P3,000-fee for each voter registration, as claimed by a bogus social media announcement. "Ang Facebook post na kumakalat ukol sa pagbabayad ng halagang 3,000 PHP para makapagparehistro bilang botante ay HINDI TOTOO at HINDI GALING sa tanggapan ng Commission on Elections," the poll body said. (The Facebook post spreading online about paying P3,000 to be able to register as a voter is not true and is not from the office of the Commission on Elections.) The Comelec added that the same misleading content was not posted in its official and verified social media channels on any platform. A total of 2.8 million Filipinos registered for the barangay and Sangguniang Kabataan elections (BSKE) during Comelec's 10-day voter registration drive. It kicked off on August 1, or nearly two weeks before President Ferdinand "Bongbong" Marcos Jr. signed into law Republic Act (RA) 12232, which postponed the polls from October 2025 to November 2026. The new law sets the term of office of all elected barangay and Sangguniang Kabataan officials to four years. Comelec Chairman George Garcia had said voter registration for the BSKE would resume in October this year. Also in its advisory, the Comelec insisted that it would never charge any fees to register as voters in any election. "Ang pagpaparehistro bilang botante ay isang karapatang ginarantiya ng ating Konstitusyon sa mga kwalipikadong Pilipino at walang anumang klase ng bayad ang kailangan para rito," the Comelec said. (Registration as a voter is a constitutionally guaranteed right for qualified Filipinos. No fees whatsoever are required for this.) The poll body warned the public to refrain from clicking on suspicious links, and sharing these to others online.
