The National Accountability Bureau (NAB) Rawalpindi on Thursday conducted a public auction of six commercial properties linked to real estate tycoon Malik Riaz/Bahria Town, as part of efforts to recover defaulted funds from a court-approved plea bargain.
According to a statement issued by NAB, the auction resulted in the successful sale of Rubaish Marquee for Rs500 million, with payment and property transfer processes currently underway.
Two other assets — Corporate Office-I and Corporate Office-II — received conditional offers at or above their respective reserve prices. However, their sale is subject to final approval by NAB's competent authority.
Meanwhile, three properties remained unsold due to a lack of qualifying bids. NAB stated that a re-auction for these unsold assets will be announced soon.
The accountability watchdog reaffirmed its commitment to the transparent recovery of public funds and the strict implementation of accountability laws.

According to a statement issued by the Prime Minister's Office, the premier underscored the strategic importance of the project for Pakistan's economic and technological development. He stressed that the facility must meet international standards, both in infrastructure and services, in order to fulfill its intended role in advancing the country's digital economy. 'All stakeholders must accelerate their efforts to complete the Technology Park at the earliest,' PM Shehbaz said during the visit. 'This project is critical to the growth of Pakistan's IT sector, the creation of jobs for our youth, and the overall progress of the national economy.' The facility comprises two basement levels, a ground floor, and nine upper floors. It is designed to house office spaces, an incubation center, a business support center, research and development laboratories, a Level III data center, and an auditorium. Provision has also been made for parking space accommodating up to 1,200 vehicles. During the briefing, it was emphasized that the Technology Park is expected to play a key role in creating employment opportunities for the country's youth, boosting Pakistan's global competitiveness in the IT sector, and contributing to sustainable economic growth. The project also aims to bridge the digital divide and provide a platform for innovation, entrepreneurship, and research. The premier reiterated his government's commitment to supporting the tech industry and urged for strict adherence to timelines. He called for enhanced coordination among all concerned departments and directed that regular progress reports be submitted to the Prime Minister's Office. 'There is no room for delays in such nationally significant projects,' he said. 'We are investing in Pakistan's future. A state-of-the-art Technology Park will not only attract foreign investment but also help harness the potential of our talented youth.'

LHC issues detailed judgement in Bahria Town properties auction case

ISLAMABAD: The Islamabad High Court (IHC) noted that the amendment in National Accountability Ordinance (NAO) 1999 was made on 16-08-2022, while the plea bargain agreement was admittedly approved before the amendments in NAO, 1999, which is still in field. A division bench of the IHC comprising Chief Justice of IHC Justice Sardar Muhammad Sarfraz Dogar and Justice Muhammad Asif, on Wednesday, issued detailed judgment of his order to turn down the petitions filed against the auction of Bahria Town properties. The judgment, authored by Justice Dogar, said convict/ Zain Malik kept returning the amount of plea bargain after the amendment in NAO. It concluded that prima facie, the convict malafidely discontinued the payment of remaining instalments in connivance with the surety on the pretext of amendment in order to refrain himself from returning the amount gained illegally. The court noted that as per Section 33E of the NAO, 1999 any fine or other sum due under this Ordinance, or as determined to be due by a Court shall be recoverable as arrears of land revenue. In this case admittedly, the determined amount has been approved by the Court, which is due against the petitioner being surety of the convict Zain Malik; therefore, the same can be recovered as arrears of land revenue by the NAB. The court noted that the record shows that Zain Malik was admittedly accused in three references and three investigations. He offered to return the illegal gains acquired by him in the commission of offence. The chairman NAB considered the offer of plea bargain along with affidavit of Zain Malik and determined his total joint liability of over Rs9 billion (Rs9,050,554,034) including the liability in reference No 02/2019. Zain Malik requested for payment in instalments, which was also considered by chairman NAB and accepted the offer of plea bargain. In this regard Rs1 billion was adjusted as down payment in six different cases, whereas, the remaining liability was agreed to be paid in three years. The statement of accused Zain Malik was recorded through Skype/ Video link facility from London, who was duly identified by his counsel. The statement of Col Khalilur Rehman (retired), vice Chief Executive of Bahria Town was also recorded, who acknowledged the sureties against the remaining liability in six different case including the reference No 02/2019. The judgment mentioned that on the application of respondent, the properties were attached vide orders dated 08.01.2024, 12.01.2024 and 19.01.2024 and the claim of the petitioner is that petitioner is independent juristic person and is not responsible for any act or deed of any of its shareholders and that it has never been an accused nor was declared proclaimed offender in reference No 19/ 2023 titled 'The State vs. Imran Ahmed Khan Niazi and others'; therefore, the properties, which are statedly belonging to the petitioner, could not have been attached by the Accountability Court-1, Islamabad. The judge observed that the Section 87 to 89 of the CrPC provide attachment of the property of an absconding accused as a coercive measure to compel his appearance. In this regard, as per Section 87 of the CrPC, when a court has reasons to believe that a person, against whom a warrant has been issued, is deliberately avoiding arrest, it may issue a proclamation requiring the accused to appear at a specified place and time. Young people rush to grab Azadi deals, children eagerly choose flags and festive accessories, and women prepare for the occasion with colourful patriotic outfits. According to a report aired by the state news channel, the festive atmosphere has triggered a surge in sales of flags, accessories, and the latest patriotic clothing. "This year, we have seen a huge increase in demand compared to previous years," said a shop owner in a city market. Shoppers share the same enthusiasm. "I love how the whole city comes alive with colours and energy – it makes me proud to celebrate Azadi," said a university student. Citizens from various cities also expressed joy at seeing communities unite to decorate streets and homes, saying the displays "bring the spirit of freedom to life." Retailers in shopping malls, local markets, and online platforms are offering special discounts and bundles to attract customers. Malls are decked out in patriotic colours, while many people decorate their cars with flags and stickers. Roadside stalls overflow with green-and-white merchandise, adding to the lively atmosphere. In Lahore, preparations go beyond clothes and décor. Bakeries and sweet shops are creating Independence Day-themed cakes and treats, with orders for flag-shaped cakes and those inscribed with patriotic messages on the rise. "People love to celebrate with something sweet, and our Azadi cakes have become very popular this year," said a local baker. From Karachi to Quetta, shopkeepers report brisk sales as families prepare for gatherings and parties. "From traditional sweets to custom cakes and festive décor, the excitement is palpable," said a market vendor. The combined energy of booming sales, colourful decorations, and special treats is making this year's Independence Day celebrations among the most vibrant in recent memory, according to citizens in Islamabad. Murree unveils I-Day traffic plan The City Traffic Police (CTP) Murree on Wednesday announced a special traffic plan to facilitate tourists and maintain smooth traffic flow in the hill station during Independence Day celebrations. According to a CTP Murree spokesperson, the arrangements were made on the directives of the Deputy Inspector General (Traffic) Punjab. Over 200 officers and personnel will be deployed to regulate traffic in Murree. All traffic from Rawalpindi and Islamabad will enter Murree via the Expressway and RMK GT Road, while travellers heading to Azad Kashmir will be restricted to the Expressway route only.
