Karnataka is defining emerging technologies, not just embracing them: CM

About 200 CEOs from diverse business domains met Chief Minister Siddaramaiah and his Deputy D.K. Shivakumar here on Monday and recommended that the State government should focus on a wide range of issues in order to speed up the growth of its economy.
According to CEOs, entrepreneurs and head of startups, it is critical for the State to introduce special programmes focused on skilling and re-skilling meant for all knowledge workers from Karnataka, who are working inside and outside the State and also working outside the country. They also suggested the State should increase its focus on promoting deep-tech initiatives, accelerate the focus on Beyond Bangalore drive to decongest the State capital, and also set up a plug and play infrastructure facility to support the growth of the manufacturing sector.
In a breakfast meeting, organised as a prelude to the State's annual tech exposition Bengaluru Tech Summit 2025 scheduled between November 18 and 20, Siddaramaiah said, 'Karnataka has always been more than a participant in India's growth story, we have been its pioneer. From launching India's first IT policy in 1997 to unveiling the country's first state Quantum Technology Roadmap in 2024, we have consistently anticipated and prepared for the future.''
With 44% of India's software exports, over 18,300 start-ups, over 875 Global Capability Centres, and nearly half of the nation's AI talent, Karnataka was not just embracing emerging technologies, it was in fact defining them, he said.
Speaking on the occasion Deputy Chief Minister D.K. Shivakumar said from expanding Namma Metro and suburban rail to developing elevated corridors and the Bengaluru Business Corridor, alongside ease-of-doing-business reforms and skill initiatives, the State government's aim was to connect people to purpose and make Bengaluru a city where world-class mobility meets world-class livability, positioning Karnataka as the global hub for talent, investment and innovation.
Responding to the CEO's suggestions, IT Minister Priyank Kharge said a proposed ₹1,000 crore fund may help the State in furthering its economic growth through accelerating IT growth. He further said the government was willing to contribute ₹100 crore towards this fund while some nine entrepreneurs/start-ups could contribute ₹100 crore each to make a total pool of ₹1000 crore which could be invested in deep-tech areas.
Later elaborating on Karnataka's achievements in technology, Ekroop Caur, Secretary, Department of Electronics, IT, BT and Science and Technology said the State's electronics export share was 22% during FY 24-25 and the State contributed 10% to the country's domestic electronic output. Karnataka also accounted for 40% of the design talent. According to a presentation made by her, of the 1,50,000 start-ups in the State, 50% are from Bengaluru and they raised $71.19 billion in funding.

The chief minister assured that Karnataka's new IT policy would prioritise infrastructure development for AI. 'From the Mysuru kings to the first IT policy in 1997 and the Global Capability Centre Policy in 2024, Karnataka has always planned ahead,' he added. On Quantum Technology, Siddaramaiah noted, 'Karnataka launched India's first state-level Quantum Technology Roadmap. We aim to make Karnataka Asia's top Quantum Innovation Hub by 2035, targeting a USD 20 billion quantum economy.'

Accusing the government of being responsible for the stampede during the Royal Challengers Bengaluru's (RCB) victory celebrations here that claimed 11 lives on June 4, the Opposition BJP on Tuesday demanded the resignations of Chief Minister Siddaramaiah, Deputy Chief Minister D.K. Shivakumar and Home Minister G. Parameshwara, besides seeking a CBI probe into the incident. 'If you have a heart and sensibility to feel the pain of the grieving parents who lost their children in the stampede, all three of you should tender a public apology to them and own up responsibility for the tragedy,' said Leader of the Opposition R. Ashok, who initiated a debate on the incident, in the Assembly. 'This tragedy, among other things, had exposed the government's failure in crowd management and public safety protocol,' he alleged, and demanded the constitution of a Legislature House Committee to evolve appropriate rules to prevent the recurrence of such incidents. Timeline of events Ridiculing Chief Minister Siddaramaiah for his claims that he was not aware of the stampede deaths while participating in a programme to felicitate RCB team members on the steps of Vidhana Soudha, Mr. Ashok presented timeline of events corroborated through messages exchanged by police officers on walkie-talkies that indicated that five deaths had taken place even before the felicitation programme started, and that a total of nine deaths had taken place before the programme concluded. He wondered how the Chief Minister could be kept in the dark about such a tragedy, as all the police officials near him had walkie-talkies and the messages about deaths were being flashed continuously. Propriety questioned He questioned the propriety of felicitating the RCB team in front of Vidhana Soudha, as it is a private franchise-owned team. Even during the felicitation programme that had the presence of the Governor and the Chief Minister, protocols had been violated as the dignitaries were made to wait for 30 minutes for the players, he alleged. Also, more than 300 members were on the stage, though the Department of Personnel and Administrative Reforms (DPAR) had issued an order confining the number of dignitaries to a maximum of 30, he said. He alleged that Chief Secretary Shalini Rajneesh and the then DPAR Secretary G. Satyavathi (now retired) had ignored the information provided by DCP-rank officer Karibasavanna Gowda on the shortage of police personnel to control the crowd. Both Ms. Rajneesh and Ms. Satyavathi had not briefed the Chief Minister on the objections raised by Mr. Gowda on holding the felicitation on the grand steps of the Vidhana Soudha, Mr. Ashok said.
