
Jharkhand HC imposes Rs one lakh fine on JPSC for denying job to competent ST candidate
RANCHI: Upholding the order of single bench, the double bench of Jharkhand High Court headed by Chief Justice MS Ramachandra Rao, imposed a fine of Rs one lakh on Jharkhand Public Service Commission (JPSC) for wrongfully rejecting a qualified Scheduled Tribe (ST) candidate Manoj Kumar Kachhap's application for the post of Assistant Professor. The court had earlier reserved its judgment after hearing arguments from both the parties.
Kachhap had scored 72.10 out of a possible 85 marks in the academic evaluation. However, his name did not appear in the list of candidates shortlisted for interviews.
Disappointed Kachhap made an enquiry and discovered that his application had been invalidated because the online examination fee, he had paid, did not reach the JPSC account due to some technical error. Owing to non-payment of the examination fees his application was considered invalid.
Significantly, his name was not mentioned in the official rejection list, leaving him unaware of the issue. Kachhap then approached Jharkhand High Court and filed a writ petition. After a thorough hearing, a single bench of the High Court had given the verdict in his favour.
The single bench ordered that he be included in the interview process, noting that the final decision would hinge on the court's verdict. JPSC complied, and Kachhap appeared for the interview.

Mumbai Police arrests Delhi-based YouTuber for allegedly duping woman of Rs 19 lakh
The Cyber Police in Mumbai arrested a Delhi-based YouTuber on Saturday for allegedly duping a 45-year-old woman from Mumbai of more than Rs 19 lakh. Piyush Katyaal, who makes prank videos and has more than five lakh subscribers on YouTube, is accused of duping the woman under the pretext of accepting financial help for a medical reason. He also allegedly threatened the woman when she asked him to return the money. DCP (Cyber) Purushottam Karhad has confirmed that Katyaal was arrested for defrauding the woman. As per the police complaint, nearly 4 to 5 months ago, the complainant woman came across Katyaal's YouTube page after watching his videos. She followed him, and after seeing her comments on the video, Katyaal contacted her. The two soon exchanged their mobile numbers and chatted over messenger apps. They became good friends. According to the police, after gaining her trust recently, Katyaal sought financial help from her urgently for medical reasons. Considering the seriousness of the situation and trusting Katyaal, the woman helped him. But this continued further, and Katyaal started regularly asking the woman for financial help for one reason or another. Initially, the woman gave the money, but later when she refused, the accused started threatening to make the screenshot of their chatting viral on social media if she did not pay, states the police complaint. He also threatened to defame the woman by saying that he has got connections in the police department. The victim got scared, and taking advantage of this, Katyaal allegedly extorted a total of Rs 19 lakh from her for various reasons. But he continued demanding more money, and the woman was left with no option other than approaching the police. She contacted North Region cyber police and filed a complaint. Accordingly, on the woman's complaint, the North Cyber Police registered a case under relevant sections of the Information Technology Act and arrested Katyaal from Delhi. Katyaal was remanded to five days of police custody by a court. 'The cyber police is investigating the case and we will check if there are other victims as well,' DCP Karhad said.

Speaker Gupta to pay tribute to Delhi's first CM Chaudhary Brahm Prakash tomorrow
Delhi Assembly Speaker Vijender Gupta will offer floral tributes to the National Capital's first Chief Minister Chaudhary Brahm Prakash on Monday on his 107th birth anniversary, an official said. Delhi government ministers and legislators will also pay tribute to the veteran leader at the Legislative Assembly's event to commemorate the birth anniversary of former CM and freedom fighter. The Assembly Secretariat has also made arrangement for Freedom Fighters to pay tribute to the first Delhi CM, an official said. Chaudhary Brahm Prakash became the first Delhi CM in 1952 and held the office till 1955. He also represented Delhi in Parliament and even served as Union minister, including as Minister for Food, Agriculture, Irrigation and Cooperatives. Earlier, Speaker Gupta hailed Chaudhary Brahm Prakash's efforts for upliftment of villagers and development in Delhi. On Saturday, Union Minister of Parliamentary Affairs Kiren Rijiju commended Speaker Gupta for steps taken for the quick introduction of e-Vidhan (Paperless Assembly) system in Delhi Assembly for transparent and efficient governance. Laying the foundation of the e-Vidhan (Paperless Assembly) in the presence of Delhi Legislative Assembly Speaker Vijender Gupta, the Union Minister said: 'The laying of the foundation stone for the e-Vidhan Project at the Delhi Legislative Assembly is a commendable step towards adopting technology for legislative efficiency and transparency.' He recalled the days of President's Rule in Delhi in 2014 when he prayed for election of an efficient and dedicated government. 'Now, I can say Delhi has got an that kind of responsive government. The e-Vidhan system is being implemented within 108 days, with the sanction of Rs 9 crore,' he said. Calling a legislature the heart of a government and democracy, he said the efficiency of the Assembly is indispensable for an efficient government. 'This event marks a significant milestone in the digitisation of legislative governance,' he said. 'While several states have already implemented the e-Vidhan system successfully, it is encouraging to see Delhi joining this important national initiative. I am pleased to be part of this progressive development. I want to see the Delhi Assembly as a model assembly, and this initiative will certainly help in achieving that goal,' he said.

"Structure Shook For 5 Minutes": Witnesses Recount Pune Bridge Collapse
Pune: An iron bridge near Pune shook for around five minutes before it gave in to the weight of scores of tourists and several two wheelers, witnesses said after the incident left two people dead and over 30 injured. Amol, who was on the bridge at the time, said screams rang through the air as the rusted structure collapsed, with locals rushing rushing to the spot to initiate rescue operations. "I struggled for 15 minutes in the water and finally held a pipe and came out," he told NDTV. Latika, who was at the spot frequented by tourists during monsoon season, said at last 50 people were present on the bridge at the time it collapsed. "People had their scooters and motorcycles parked on the bridge. Nobody paid heed to danger signs," she said. The bridge in Kundmala collapsed over the Indrayani river, which is in spate after the area received heavy rains over the last two days. Police and disaster relief workers, including the National Disaster Response Force (NDRF), reached the spot and rescue work is ongoing. Efforts are also on to locate those who are missing after being swept away by the river. Maharashtra Deputy Chief Minister and Pune's Guardian Minister Ajit Pawar said the iron bridge was rusted and old, adding that a Rs 8 crore plan for constructing a new bridge over the river was sanctioned. Maharashtra Chief Minister Devendra Fadnavis announced that Rs 5 lakh compensation for the families of those who lost their lives, adding that the government will bear the expenditure of treatment of the injured. His colleague and Deputy Chief Minister Eknath Shinde said instructions have been issued to conduct structural audits on all bridges over the river in the state. "This accident will be thoroughly investigated, and action will be taken against those responsible. No one will be spared," he said. The bridge collapse in Pune rural's Maval area comes even as an orange alert remains in place for Pune and Pimpri Chinchwad, with heavy to very heavy rains expected in the ghat regions. The area had received heavy rains in the last two days.
