The Indian immigrant truck driver accused of killing three people in a crash when he made an illegal U-turn across a Florida highway badly flunked English fluency and road sign tests following the smash-up, the US Department of Transportation revealed.
Harjinder Singh answered just two of 12 questions correctly when being tested for English language proficiency by the Federal Motor Carrier Safety Administration after the April 12 crash.
And when asked to read highway signs and their meanings, Singh could only identify one out of four signs shown to him, the US Department of Transportation announced Tuesday.

Despite these failures, Singh – who is believed to have entered the US illegally in 2018 — had been granted commercial driver's licenses in California and Washington state.

'This crash was a preventable tragedy directly caused by reckless decisions and compounded by despicable failures,' Transportation Secretary Sean Duffy said in a statement.

Singh is accused of sparking the deadly accident after he attempted an illegal U-turn through a highway cut-through marked 'Official Use Only,' with his massive tractor trailer blocking the four-lane highway.
A minivan was left without a chance to brake or turn, and hurtled at full speed into the trailer.
All three people in the van were killed, while footage from inside Singh's cab showed him apparently unmoved by the carnage unfolding outside.

Secretary of Transportation Sean Duffy said on Tuesday that the Federal Motor Carrier Safety Administration launched an investigation into the deadly Florida highway crash. Trump penned an executive order in late April requiring all commercial truck drivers operating in the U.S. to be proficient in English. The president designated English as the country's official language in an executive order in March. 'They should be able to read and understand traffic signs, communicate with traffic safety, border patrol, agricultural checkpoints, and cargo weight-limit station officers,' the White House said in the order at the time. 'Drivers need to provide feedback to their employers and customers and receive related directions in English.' Foreign truckers in the U.S. are usually working on H-2B visas. On Thursday, the State Department confirmed that it is vetting over 55 million U.S. visa holders for possible deportable infractions, including criminal activity, visa overstays and engagement in any form of terrorist activity.' The State Department said last week that it would pause all visas for visitors from the Gaza Strip as it conducts a 'full and thorough review of the process and procedures used to issue a small number of temporary medical-humanitarian visas in recent days.'

Florida's new lieutenant governor, Jay Collins, used one of his first public appearances in office Thursday to launch a blistering attack on California's immigration and licensing policies as federal agents prepared to extradite a truck driver accused in a crash that killed three South Floridians. Collins, 49, sworn in last week, spoke outside Stockton Metropolitan Airport before joining Immigration and Customs Enforcement officers on the tarmac as Harjinder Singh was escorted onto a plane bound for Florida. Wearing a navy blue suit and striped tie, Collins stood alone in front of TV cameras before walking to the tarmac, where ICE agents led Singh — in jeans and a white shirt — toward a waiting plane. Singh, 28, who has lived in California, faces three vehicular homicide charges in Florida after authorities say his reckless driving on the Florida Turnpike caused a crash that killed three people in St. Lucie County, near Fort Pierce. Singh tried to make a U-turn in an 'official use only' area of the Turnpike, leading him to block the highway's northbound lanes. A minivan slammed into the 18-wheeler, killing its three occupants.
