Hydrogen wheels: Why Gadkari is betting big on trucks powered by fuel cells

India is betting on hydrogen fuel cell trucks to cut emissions in freight transport, and Union Minister for Road Transport and Highways Nitin Gadkari says the groundwork has already begun.
In an interview with Business Standard, Gadkari said that operating hydrogen-based trucks was a 'priority project', with Tata Motors, Ashok Leyland and others tasked with operating them. These efforts are part of a wider plan that includes developing hydrogen refuelling infrastructure and exploring ways to retrofit existing internal combustion engine (ICE) vehicles.
'On our part, we are working on 10 major projects on hydrogen fuel cells in which companies like Tata, Ashok Leyland and others will operate hydrogen-based trucks and buses. This is a priority project. We are making arrangements for transportation and refilling facilities for hydrogen,' he said.
Tata, Ashok Leyland test hydrogen-powered vehicles
Tata Motors is currently testing 16 heavy-duty trucks along key freight corridors, including Delhi-NCR, Pune, Mumbai, Surat and Jamshedpur. The fleet comprises both hydrogen fuel cell electric vehicles (H2-FCEVs) and hydrogen internal combustion engine (H2-ICE) trucks, with a range of 300–500 km per fill.
Meanwhile, Ashok Leyland in October last year said that it would commercially launch its first hydrogen-powered truck within 18-24 months.
After establishing its first India's first hydrogen dispensing station at its R&D centre in Faridabad, Indian Oil is now working to set up India's largest green hydrogen project (10,000 TPA) at Panipat. Ten highway corridors have also been identified for zero-emission freight movement.
Green hydrogen challenges: High cost, regulatory hurdles
At the 2025 India Auto Expo, manufacturers showcased H2-ICE models, which are more compatible with existing supply chains than fuel cell systems and can run on lower-purity hydrogen, a recent S&P Global report highlighted.
However, the same report highlighted significant challenges. Green hydrogen remains costly to produce, infrastructure is limited, and retrofitting ICE vehicles is not yet permitted. Without a clear regulatory framework and stronger incentives, hydrogen is expected to account for less than 5 per cent of India's heavy truck market by 2032.
Hydrogen key to India's net-zero strategy
As part of efforts to meet India's net-zero target by 2070, the ministry is examining the feasibility of converting existing ICE vehicles to run on hydrogen. 'We are looking at existing internal combustion engines for conversion,' he added.
The push for hydrogen comes at a time when India faces a dual challenge of reducing its dependence on fossil fuels while also meeting the rising demand for freight transport. Road transport, which accounts for nearly 40 per cent of the country's air pollution, is a key focus of decarbonisation efforts, Gadkari said.
The move is part of a broader strategy to promote alternative fuels for commercial use. The government also plans to roll out construction equipment powered by green fuels such as hydrogen and electricity, further integrating low-carbon technologies into the transport and infrastructure sectors.

The board of Tata group's financial services firm, Tata Capital, has approved a ₹1,752 crore rights issue ahead of its planned initial public offering (IPO), expected by September, the company said in a stock exchange filing on Thursday. Tata Sons Ltd, the holding company of the Tata group, is likely to subscribe to ₹1,630 crore of the issue, according to people familiar with the matter. The capital infusion comes as Tata Capital gears up for its $2 billion IPO, which would mark one of the biggest listings in the Indian financial sector this year. In the same meeting, the board also cleared a proposal to raise up to ₹30,000 crore through various debt instruments, including secured, unsecured, subordinated, perpetual, or market-linked redeemable non-convertible debentures, as well as green bonds. The debt will be issued in one or more tranches on a private placement basis, the company said. The proceeds will be used by the company for on-lending purposes. Tata Sons, which holds a 93 per cent stake in Tata Capital, had subscribed to the company's last rights issue in March, contributing ₹1,400 crore out of the total ₹1,504 crore raised. The remaining stake is held by Tata Investment Corporation Ltd, the TCL Employee Welfare Trust, and other minority investors. The Tata group is preparing to list Tata Capital Ltd in line with a Reserve Bank of India (RBI) directive that mandates all upper-layer non-banking financial companies (NBFCs) to go public by September this year. Tata Capital has secured approval from the Securities and Exchange Board of India (SEBI) to launch its IPO, according to people familiar with the matter.

The government has dismissed recent media reports suggesting that two-wheelers could soon be brought under the toll tax net. The National Highways Authority of India (NHAI) addressed the claims, clarifying that no such proposal is under consideration and there are no plans to introduce toll charges for two-wheelers. In an official post on X, NHAI wrote, 'Some sections of the media have reported that the Government of India plans to levy user fees on two-wheelers. NHAI would like to clarify that no such proposal is under consideration. There are no plans to introduce toll charges for two-wheelers.' Nitin Gadkari, minister of road transport & highways, also stepped in to dismiss the reports, explaining 'no such decision has been proposed.' 'The exemption on toll for two-wheeler vehicles will continue fully,' he further added. These clarifications come after several reports claimed that the government will be introducing levy user fees on two-wheelers. At present, two-wheelers continue to be exempted fully from toll charges. These reports come after the government announced a new FASTag Annual Pass, last week. The FASTag Annual Pass is a prepaid toll scheme set to launch on August 15, aimed towards easing travel for private car owners and frequent highway commuters, allows up to 200 toll-free trips or one year of unlimited access on national highways and expressways for a fixed amount of Rs 3,000. Union minister Gadkari had described the scheme as a major step towards making highway travel more affordable and less time-consuming, especially for middle-class families. The plan, which works on existing FASTags, is expected to significantly reduce congestion at toll plazas while promoting seamless digital transactions. New Delhi [India], June 26 (ANI): Union Minister Nitin Gadkari junked on Thursday the speculative reports that asserted the government was going to impose toll tax on two-wheelers. "Some media houses are spreading misleading news about imposing toll tax on two-wheeler vehicles. No such decision has been proposed," the minister wrote on X, in Hindi. The exemption on toll for two-wheeler vehicles will continue fully, he reassured. "Spreading misleading news without verifying the truth to create a sensation is not a sign of healthy journalism. I condemn this," he added. National Highway Authority of India (NHAI) also separately clarified that that no such proposal is under consideration. "There are no plans to introduce toll charges for two-wheelers," NHAI wrote on X. In a separate news, the government is set to introduce a FASTag-based Annual Pass, that will provide a 'big relief' to commuters as it will reduce the financial burden and ease travel with no need to stop at toll plazas. The annual pass scheme that will allow commuters to cross 200 toll plazas on National Highways for just ₹ 3,000 annually--down from the earlier average of ₹ 10,000. The scheme will come into effect from August 15. Minister Gadkari had said the new system translates to an average toll cost of ₹ 15 per crossing--substantially lower than the current average--and is expected to save regular highway users up to ₹ 7,000 a year. In April this year, in view of the multiple reports claiming that FASTags will be replaced by a satellite-based tolling system from May 1, the Ministry of Road Transport and Highways (MoRTH) had issued a clarification, refuting these claims. The ministry had confirmed that no such decision was made. The Ministry in a release, then announced that in order to enable seamless, barrier-free movement of vehicles through toll plazas and reduce travel time, an 'ANPR-FASTag-based Barrier-Less Tolling System' will be implemented at selected toll plazas. The advanced tolling system will combine 'Automatic Number Plate Recognition' (ANPR) technology, which will identify vehicles by reading their number plates, and the existing 'FASTag system' that uses Radio-Frequency Identification (RFID) for toll deduction. Under this, vehicles will be charged based on their identification through high-performance ANPR cameras and FASTag Readers, without needing to stop at the toll plazas. In case of non-compliance, E-Notices will be served to the violators, non-payment of which may result in suspension of FASTag and other VAHAN-related penalties. NHAI has invited bids for the implementation of the 'ANPR-FASTag-based Barrier-Less Tolling System' that will be installed at selected toll plazas. Based on the performance, efficiency, and user response to this system, a decision will be made regarding its implementation across the country, subsequently. (ANI)
