Live shows, exhibition, carnivals need temporary fire licence, as per new T.N. Fire Service Bill

The Hindu28-04-2025

No events such as live shows, exhibition, carnival or festivals, can be conducted without a temporary fire licence.
A Bill which was introduced by Law Minister S.Repathy in the Assembly to repeal and re-enact the TN Fire Services Act 1985 also says the event organiser should obtain a temporary fire licence after making an application in a form on the online portal.
A former officer of Tamil Nadu Fire and Rescue Services said the new law Tamilnadu Fire and Rescue Services Act, 2025 has been brought since the old one was outdated. Fire safety regulations or norms of National Building Code of India, Model Building Bye-laws, 2016, Oil Industry Safety Directorate guidelines and Explosive Act and Rules relating to fire prevention are added.
The new law stipulates that the government may, by notification, require the erector of a pandal or owner or occupier of any premises in any area which in their opinion, are likely to cause a risk of fire, to take such precautions as may specified in such notification. While the fire prevention and life safety measures in the pandals are made self-regulatory, it is also lawful for fire service officers to enter and inspect the pandal.
The provisions of new law also makes it compulsory for the appointment of fire safety officer by every owner or occupier or an association of such owners to ensure effective fire prevention and life safety measures of hazardous industry or factory or commercial or public building or premises under substantive fire risk categories.

After Protests, Delhi Clears Ordinance to Regulate Private School Fees

After an uproar and protests over arbitrary fee hikes by private schools, the Delhi government has approved a key ordinance to regulate this area and bring in greater transparency. The cabinet cleared the Delhi School Education (Transparency in Fixation and Regulation of Fees) Ordinance, 2025 during its meeting on Tuesday. Officials said the ordinance lays out a structured framework for overseeing how private schools fix their fees and addresses long-standing complaints from parents about arbitrary hikes and lack of clarity in fee structures. The ordinance proposes the formation of school-level fee regulation committees, district-level appellate bodies, and a state-level revision committee to manage disputes and appeals - a first-of-its-kind three-tier mechanism in Delhi. The BJP-led government had initially planned to introduce this reform in the second part of the Delhi Assembly's budget session, which was supposed to be held on May 13-14 and was deferred. After today's cabinet approval, the ordinance will be sent to Lieutenant Governor VK Saxena. Once approved, it will come into effect immediately and remain in force until a bill is passed in the Assembly. The ordinance prohibits schools from penalising students for non-payment of fees, including removing them from rolls, withholding exam results, or publicly humiliating them. Officials said the move is expected to benefit students and parents across 1,677 private schools in Delhi, ensuring that educational institutions operate within a framework of fairness, inclusion, and transparency. Parent groups have pointed out that while some students have been removed from school rolls, others have not been allowed access to classes or removed from school communication channels due to unresolved fee issues. In certain cases, results were also withheld, leading to emotional distress.

A decade later, and in time for polls, Nitish ‘revives' land allotment scheme

Over a decade after it conducted a survey to allot lands to landless families across the state, the Bihar government has 'revived' its Abhiyan Basera Scheme ahead of the Assembly polls. According to sources, the new survey – christened Abhiyan Basera-II – is likely to benefit 1.3 lakh families that the government had previously surveyed in 2014 as a part of Abhiyan Basera-I. 'The state government aims to complete the process before the elections and beneficiaries can build houses on the land under the Pradhan Mantri Awas Yojana (PMAY) or any other scheme of the state government,' a source said. The Nitish Kumar's push for completion of land allotment is part of the NDA's bid to reach out to larger constituencies of OBCs, EBCs, SCs and STs, which collectively make up 85% of the state's population. A source said that 70% of prospective beneficiaries hail from EBC and SC communities. JD(U) chief spokesperson and MLC Neeraj Kumar said it is in line with Nitish's 'commitment towards the poor'. A source admitted that all efforts were being made to the meet the polls timeline. 'About 36,000 families had been found ineligible for allotment. The government wants to cross-check this data to ensure that the allotment process is completed before the Model Code of Conduct kicks in,' the source said. Under the first phase, a total of 1.3 lakh families were surveyed, of which 93,000 were allotted five decimals of land (2,178 square feet) each. Additional Chief Secretary, Revenue and Land Reforms Department, Deepak Kumar Singh flagged the issue in a May 30 order. 'We want a dedicated team to cross-check the surveyed families and submit block-wise data. It is important for concerned revenue officers to fill the 'reverify or reject' applicant form on the government app,' the order, issued to district magistrates of all 38 districts, stated. The RJD dismissed the survey as 'nothing but pre-poll doles'. 'Why did the state government not do this two-three years ago? The scheme has been timed to ensure electoral gains for the NDA,' RJD spokesperson Mritunjay Tiwari said.

Mamata lays out new OBC list in West Bengal Assembly: ‘No question of religion-based reservations'

West Bengal Chief Minister Mamata Banerjee, while laying out the interim report of the West Bengal Commission for Backward Classes in the state Assembly, said, 'Some people are trying to campaign that the state government is providing reservations on the basis of religion, which is baseless.' On Tuesday, she said in the Assembly, 'We made the new list of OBC-A and OBC-B on the basis of a scientific benchmark survey conducted by the Commission and included those communities who are backward. There is no question of making a list of OBC categories on the basis of religion.' Last year, the West Bengal government and other petitioners moved the Supreme Court after the Calcutta High Court, on May 22, 2024, cancelled all OBC certificates issued by the state since 2010, saying 'religion indeed appears to have been the sole criterion' for granting OBC status to 77 communities. The West Bengal government on March 18 this year informed the Supreme Court that a fresh exercise for the identification of Other Backward Classes (OBCs) in the state would be conducted, following which the Supreme Court agreed to adjourn the matter by three months and take it up in July. In the Assembly session on Tuesday, Banerjee went on, 'The Supreme Court gave us three months to make a fresh OBC list with a proper survey. Accordingly, the Commission conducted the survey and proposed a list of 140 communities. Out of that, 49 communities are in OBC-A list and 91 communities are included in OBC-B, while 50 communities are also being surveyed. We hope that survey will also be concluded within the time given by the Supreme Court.' The West Bengal Cabinet on Monday gave approval to include 76 new castes to the Other Backward Class (OBC) list. The new castes would be added to the existing 64 ethnic groups on the OBC list, an official said. The recommendations to add more castes to the OBC list were made by the West Bengal Commission for Backward Classes (WBCBC). After the Chief Minister laid the bill, Leader of Opposition Suvendu Adhikari wanted to speak, but Speaker Biman Banerjee adjourned the house for one hour. After this, BJP MLAs started raising slogans against the state government. Adhikari claimed that the CM was 'not ready to face questions from the Opposition.' 'All MLAs and Ministers basically fled after the OBC list was laid out in the Assembly because they knew that in this list as well, Hindu communities have been deprived. We will continue our fight for them,' Adhikari said.
