
Oman makes certification mandatory for accounting and finance professionals
Muscat – In a significant move aimed at enhancing professional standards and workforce quality, the Ministry of Labour has announced that, effective September 1, 2025, a Professional Classification Certificate will be mandatory for all individuals employed in accounting, finance, and auditing roles in Oman.
According to the ministry, this new requirement will apply to both new hires and current employees in the sector. The certificate must be obtained from the Sector Skill Unit for accounting, finance, and auditing, and must be submitted as part of the application for new work permits or renewals.
The ministry emphasised that work permits will not be issued or renewed after the effective date without the approved certification.
This move is part of broader national efforts to standardise qualifications in key economic sectors and ensure that professionals meet recognised competency standards. Employers across Oman are being urged to take immediate action to ensure their staff obtain the necessary certification to remain compliant.
The Ministry of Labour has stressed that all establishments in the public and private sectors must adhere to the directive and begin implementing the necessary changes.

New rules issued for annual increment of Omani workers in private sector
By OUR CORRESPONDENT Muscat – Omani workers in the private sector will now be entitled to a performance-based periodic increment every January, under new regulations issued by the Ministry of Labour. Ministerial Decision No 317/2025, published in the Official Gazette (Issue 1606), sets out the minimum allowance rates and conditions for disbursement. The regulation replaces Ministerial Decision No 541/2013 and comes into effect the day after publication. Under the new rules, an Omani worker must have completed at least six months of service at an establishment to qualify. The allowance will be determined based on performance appraisals, with minimum increments as follows: 5% of the basic wage for an 'Excellent' appraisal 4% for 'Very Good' 3% for 'Good' 2% for 'Acceptable' No allowance for a 'Weak' rating Workers have the right to appeal their appraisal results to the competent department at the Ministry of Labour. An administrative fine of RO50 shall be imposed on any employer who violates the provisions of the decision, and the fine shall be multiplied by the number of workers in whose regard the violation occurred.

Ministerial decision issued on periodic bonuses for Omani Workers
Muscat: The Ministry of Labour (MoL) has issued Ministerial Decision No. 317/2025 concerning the determination of the minimum periodic bonus and the regulation of its disbursement to Omani employees working in the private sector. Article Two: Without prejudice to any superior benefits granted to the employee, an Omani worker is entitled to a periodic bonus on 1 January each year, provided that they have been employed at the establishment for at least six months. This bonus shall be based on the outcome of their performance evaluation, and shall be paid at a minimum rate as follows: 5 per cent of the basic salary if the worker receives an 'Excellent' evaluation. 4 per cent of the basic salary if the worker receives a 'Very Good' evaluation. 3 per cent of the basic salary if the worker receives a 'Good' evaluation. 2 per cent of the basic salary if the worker receives an 'Acceptable' evaluation. The worker shall not be entitled to a periodic bonus if they receive a 'Poor' performance evaluation. In all cases, the employee has the right to appeal the result of their performance evaluation to the relevant administrative division within the Ministry. Article Three: In applying the provisions of Article 50 of the Labour Law, the establishment in which the employee has spent the longest period of one year shall be responsible for preparing the performance report. The establishment to which the employee is transferred shall be obligated to pay the periodic bonus due. Article Four: The employer may reduce the periodic bonus if the establishment can demonstrate an economic justification for doing so, provided that approval is granted by the committee referred to in Article 45 of the Labour Law. Article Five: The employer may suspend the periodic bonus in the following cases: 1. If the employee is accused of committing a misdemeanour or felony in the workplace and is referred for investigation by the competent authorities. Should a final judgment acquit the employee, the establishment shall be obligated to pay the suspended periodic bonuses in accordance with the provisions of this decision. 2. If the employee takes unpaid leave under the provisions of Articles 80 and 83 of the Labour Law, or is absent from work for more than six months during the year in which the periodic bonus is calculated. Article Six: The periodic bonus shall continue to be paid to the employee once the reason for its reduction or suspension ceases, in accordance with the provisions of this decision.

Professional licence mandatory to work in logistics sector
Muscat: As part of efforts to regulate the labor market and ensure that professions are practiced according to approved professional standards, the Ministry of Labour has announced the mandatory requirement to obtain a Professional Practice License for all designated professions in the logistics sector, from September 1, 2025. This decision applies to all individuals—Omani and expatriate—working in the specified professions listed in the attached schedule, across various sectors. Obtaining a Professional Practice License from the Sectoral Skills Unit for the Logistics Sector is a mandatory requirement for the issuance or renewal of work permits for both Omanis and expatriates. No work permit will be issued or renewed after September 1, 2025, without submitting the approved license. License applications shall be submitted electronically via the official platform of the Sectoral Skills Unit for the Logistics Sector at the following link: Accordingly, starting from September 1, 2025, no work permit will be issued or renewed without a valid license, and non-compliant establishments will be subject to the legal and administrative consequences under applicable laws and regulations. This announcement is binding on all establishments operating in the Sultanate of Oman, as well as all individuals (Omanis and expatriates) currently practicing or intending to practice the covered professions. Compliance with this directive is a fundamental condition for continuing to practice these professions within the Sultanate of Oman.
