Asean must put poverty fight at core of regional agenda, says PM Anwar
PUTRAJAYA, May 25 — Asean must prioritise poverty eradication and the protection of vulnerable communities as central pillars of its development agenda, said Prime Minister Datuk Seri Anwar Ibrahim.
In an interview with Asean media ahead of the 46th Asean Summit, Anwar stressed that economic growth must lead to tangible improvements in people's welfare, social protection and human dignity for the region's people.
'The issue of poverty is very close to my heart. Here (in Malaysia), I made it clear that for hardcore poor, we must aim for zero poverty. Although it (poverty) may resurface next year, I said the country has no reason to allow that to happen. We will have to resolve that, and we've been relatively successful in that.
'Otherwise, all this talk about economic development does not translate to the lives and the welfare of the people. Of course, every country has to do it within their limits and capabilities, but what is important is a firm commitment,' he said.
He also challenged Asean to act on the pledges it has repeatedly made in joint declarations, where poverty, inequality, and development gaps are frequently mentioned.
He noted that the Kuala Lumpur Declaration on Asean 2025 already outlines poverty eradication and inclusive growth as core goals and called on Asean leaders to maintain momentum on these fronts.
The Prime Minister also underscored the need to address systematic inequalities and prevent vulnerabilities such as scams and human trafficking, which disproportionately affect the region's poor.
'Cybersecurity and scams are major issues that should be addressed. We have now effective cooperation from Laos, Cambodia in tackling these issues, both at the bilateral level and through Asean mechanisms,' he said.
Looking ahead to Asean 2040 and beyond, Anwar emphasised that the region's success will rest on good governance, deeper integration and collective action.
He said Asean's centrality and non-aligned posture allow it to trade and cooperate with a wide range of partners, including BRICS nations, the Gulf Cooperation Council (GCC) and China.
'If we only think of national interests, of course, there are limits, but as Asean has more than 640 million people and a USD3 trillion economy, the potential is enormous.
'The final judgement will be the welfare of our people, quality education, public health, infrastructure, and lifting the poor. These are human dignity issues, and that is the real test of our success,' he added.
Anwar also expressed optimism for the current summit, noting that consensus had been built around key issues including the Asean power grid, digital connectivity and intra-regional trade.
At the same time, he commended the spirit of cooperation among Asean leaders and praised the professionalism shown in the summit preparation.
'I'm really pleased with the level of engagement, even bureaucratic or protocol issues are handled with ease. The inclusion of GCC and China in these meetings adds even more weight,' he said.
While acknowledging logistical challenges such as road closures, Anwar said such measures were necessary to ensure security and honour the presence of important guests.
The 46th Asean Summit is being held under Malaysia's 2025 Chairmanship theme 'Inclusivity and Sustainability. This year also marks Malaysia's fifth time chairing Asean, following previous terms in 1977, 1997, 2005 and 2015. — Bernama

EAIC finds weaknesses in customs declaration process

(Facebook pic) PUTRAJAYA : The Enforcement Agency Integrity Commission (EAIC) has identified weaknesses in the approval process for customs declaration forms to clear imported goods. In a statement today, the EAIC said its investigation also found that some importers and customs agents had made declarations without adhering to the provisions in the Customs Standing Orders. 'The EAIC received complaints against the customs department, alleging a failure to revoke the licences of importers and agents who violated the Customs Standing Orders. Investigations were conducted under Subsection 27(4) of the EAIC Act 2009,' the statement said. As a result, the EAIC has recommended improvements for the customs department to enhance oversight and ensure stricter compliance with the Customs Standing Orders by importers and customs agents. The commission also urged the customs department to take firm action against any party found to be in breach of these regulations.

View revised SST in broader fiscal context, tax expert tells M'sians
Basic necessities will continue to be exempted from sales tax, but a 5-10% rate will be imposed on non-essential items. KUALA LUMPUR : The revision of sales tax rates and the expansion of the service tax scope form part of targeted fiscal measures to keep the nation's finances on a sustainable path, say tax experts. PwC Malaysia tax leader Steve Chia said the review of the sales and service tax (SST) was expected, having been announced in the 2025 budget last October, and urged the public to view it in a broader fiscal context. 'While it is aimed at supporting the medium-term fiscal goals, a search for a longer-term solution remains necessary to ensure sustainable revenue contributions for the country. 'Although the current expansion is relatively broader, the government is committed to containing the scope to selected and non-essential goods and business-to-business (B2B) services to ensure the rakyat will not be burdened,' he told Bernama. Finance minister II Amir Hamzah Azizan had announced that the government would implement the revised SST from July 1 to strengthen the country's fiscal position and improve support for public welfare. Chia said a key challenge would be ensuring cascading costs are either eliminated or not passed along the value chain. 'Since the budget was announced, the government has made efforts to engage the relevant stakeholders, including industry associations and tax professionals, to ensure the revisions are well-informed and the impact on industries are taken into consideration. 'Therefore, the change is aimed at strengthening Malaysia's fiscal position by increasing revenue and broadening the tax base. 'We can see that the government is careful in identifying areas for rate increases and scope expansion to protect and cushion the impact on the rakyat at large.' KPMG Malaysia's head of tax Soh Lian Seng however said the current SST framework is often viewed as less comprehensive than the previous goods and services tax (GST) scheme. 'This revision appears to be an effort to make the tax structure more progressive, broadening the base while ensuring the burden does not disproportionately fall on the rakyat. 'Expanding the scope of taxable services and revising rates can help improve revenue collection, which is essential for Malaysia's medium-term fiscal consolidation,' he said. Soh said the government is likely aiming to enhance fairness and efficiency in tax collection by refining the scope and structure of the SST. Soh said there may be a short-term spike in consumer spending as people rush to make purchases before the new rates take effect, similar to what was observed in 2015 ahead of the GST's implementation. 'However, this is likely to normalise within the next few months. In regard to concerns about inflation, the impact should be modest. 'While there are exemptions and reliefs in place to cushion the impact, the net effect should still contribute positively to government coffers, supporting broader fiscal sustainability,' he added.

By-election not worth time or money, says Tengku Zafrul
Tengku Zafrul Aziz denied having discussions for a by-election to pave the way for him to become Selangor menteri besar. PETALING JAYA : Tengku Zafrul Aziz has dismissed speculation of an impending by-election in Selangor to pave the way for him to become menteri besar. Tengku Zafrul, who is investment, trade and industry minister, said no such discussions for a by-election had taken place and it was never a factor in his decision to quit Umno. 'I do not support triggering by-elections without urgent necessity as they incur time and public funds,' he said in a statement. Tengku Zafrul announced his decision to resign as an Umno member, as well as from all party posts, on May 30. He also expressed his intention to join PKR. Tengku Zafrul today said he would continue carrying out his responsibilities until the end of this year. 'As for my position as a minister, I leave this entirely to the discretion of the prime minister. I remain ready to serve the nation in any capacity.' He also reaffirmed that his decision to leave Umno was entirely his own and made without coercion. 'In a democratic society, every individual has the right to make personal choices. I deeply appreciate all the feedback and acceptance extended to me in response to this decision,' Tengku Zafrul said. There has been much speculation over his fate as minister as his final term as senator expires at the end of the year. Also, there is talk of a Cabinet reshuffle following the resignation of Rafizi Ramli and Nik Nazmi Nik Ahmad from their respective ministerial posts. In a Facebook video previously, former Umno leader Isham Jalil claimed that Selangor menteri besar Amirudin Shari would be ordered to vacate his Sungai Tua seat to allow Tengku Zafrul to contest in the by-election. Winning the by-election could then allow Tengku Zafrul to take over as menteri besar, as speculated previously, while Amirudin could join Anwar's Cabinet as he is also the Gombak MP at present. Amirudin has also denied speculation that he is set to vacate his state seat to make way for Tengku Zafrul, describing it as just empty talk based on the 'wild imagination' of certain individuals who were seeking to spread that narrative via social media. The PKR vice-president also said he did not want to see a repeat of the 'Kajang Move' in 2014, which culminated in the late Abdul Khalid Ibrahim resigning as the then Selangor menteri besar. FMT quoted political analyst James Chin as saying that any move to get Amirudin to vacate his seat to make way for Tengku Zafrul would damage PKR's image in the eyes of voters and grassroots members.
