UAE: As temperatures cross 51°C, some private sector employees call for hybrid work

As temperatures soar above 51°C this August, the UAE enters its most blistering phase of the year, a time when even stepping outside feels like nature's version of a sauna treatment, without the relaxation.
While official warnings urge residents to stay inside, thousands of employees have no choice but to brave the scorching streets, sweating through daily commutes on buses and metros just to get to work.
Until August 10, dry heatwaves and scorching temperatures are expected around the country amid the Al Mirzam season, which was marked by the rising of the Mirzam star, also known as Sirius, on July 29.
Speaking to Khaleej Times, 34-year-old Filipino Socelle Fuentes called for more flexible work initiatives for private sector employees. The Dubai resident travels daily from International City to Jumeirah Lake Towers, where her office is located.
"A flexible work-from-home policy during peak summer conditions would not only support employee wellbeing but could also enhance overall work performance," said Fuentes.
The video editor also has a solution for private companies unable to go completely remote: "Firms in the UAE should consider offering employees the option to work from home at least one to two days a week during the summer months, if not for all five days."
Impact on health
As residents have been facing physical discomfort and heat-related illnesses, doctors in the UAE have also reported increased footfall in emergency room in recent days. Residents have been warned of fainting episodes, dehydration, sunburn, heat exhaustion, and worsening of chronic illnesses like heart or kidney disease during this period.
Fuentes said, "The extreme heat and high humidity make even short commutes physically draining. Despite minimal exposure to the sun, the intense humidity often leads to discomfort and difficulty breathing, which can affect both health and productivity."
For Indian expat Neeha, who works as a data scientist, it takes an hour to reach her workplace located inside Dubai Festival City. The resident walks from her home in Al Raffa daily, then uses the bus, metro and abra to reach her office.
"For thousands of expatriates like myself who rely daily on public transportation to get to work, it becomes a test of endurance. From the moment I step out of my home, the heat becomes a relentless companion. By the time I walk from the bus stop to the metro, and then from the marine station to the office, I am soaking in sweat, dehydrated, and exhausted — before the workday has even begun."
The expat, who wears an abaya while leaving the house, is worried about her health and wellbeing amid rising temperatures. She has even considered carrying a change of clothes to the office.
"The scorching pavements and overcrowded transit areas turn every commute into a challenge. Stress builds up day after day, leaving little energy to focus, perform, or even enjoy life outside of work. For many of us, the summer commute feels like a second job — one we did not sign up for."
Neeha praised Dubai for being a land of opportunities, but hopes for wider acceptance of hybrid work models during these extreme periods.
"Digital infrastructure and hybrid work models are mature enough today to accommodate remote working, at least during the most extreme months. Recognising this struggle and enabling flexible work options wouldn't just improve productivity, it would show the kind of empathy and inclusivity Dubai aims to stand for."
Packed public transport
Despite the air conditioning system inside the metro, during the summer months, it tends to get hot and congested during the peak hours. For Talal Mansoor, a software designer working in Al Quoz, the journey can get challenging despite the amenities provided.
"Travelling via metro and bus is generally pretty comfortable but, during peak hours, the air-conditioned bus stands are packed with people, so we end up standing out of the shade. Additionally, a growing population is increasing the rush-hour commute, and we have to skip a few trains at times. It would be favourable to have at least two days of work from home to balance the situation and make work life a little less hectic in this peak summer season."
The UAE's Ministry of Health and Prevention has advised residents to wear breathable clothing to stay cool and minimise sweat during the summer, in addition to avoiding peak daytime heat to avoid fatigue and heat stroke.
It's also crucial for residents to ensure they are hydrating by drinking a lot of refreshing fluids like anise, mint, hibiscus, and green tea. One should also use sunscreen to protect their skin.
Flexibility offered
In Dubai, since the past few years, government employees get flexible working hours during the summer months. This year, Dubai announced flexible working hours from July 1 until September 12.
The temporary flexible working model aligns with the official five-day working hours. Employees have been divided into two groups, with the first group expected to work eight hours from Monday to Thursday and enjoy Friday as a full holiday.
Meanwhile, the second group works seven hours from Monday to Thursday and 4.5 hours on Friday. The initiative is implemented based on each entity's discretion.
Some private companies are also offering flexible working models. Natasha Hatherall, Founder and CEO of TishTash Communications, said her company works hybrid at all times and offers a "work from anywhere" option for up to four weeks a year.
"I am known for my progressive and flexible approach to workplace polices. Employees usually use these four weeks to either work from their home country or a cooler climate in the summertime, which makes total sense.
"I always believe and advocate for flexibility and tackling things on a case-by-case basis, but I do not believe we should all work from home full-time during the hot summer months. There are so many benefits of having some time together in the office for brainstorming and bonding. If a company has no flexibility or hybrid working, then maybe they can look at three days in office and a two-day work-from-home schedule to provide some balance."
Natasha believes that the hot summer is a reality that people who move here choose. "Whilst uncomfortable, the country generally is set up for hot weather and we need to do the best we can around it, but I do not believe moving the entire workforce to work from home is the answer."

Abu Dhabi's halfway houses are offering recovering drug addicts more than a roof over their heads; they are providing structure, therapy, and a path back to society. The houses are backed by creative holistic treatment methods involving their family members and gradual release back to society; Khaleej Times spoke to field doctors who detailed how the project supports reintegration into society. Launched in May 2023 by the Family Care Authority (FCA), the halfway house project supports people after they complete medical detox or in-patient psychiatric care. 'The goal is to reintegrate into society and be an active person economically and socially after the treatment period,' said Salama Al Ameemi, Director General of the FCA. Unlike traditional rehabilitation centres, the FCA's halfway houses combine inpatient and outpatient services, with a capacity for 21 residential patients and up to 200 in outpatient care. Cases arrive through walk-ins, referrals from treatment facilities, or from the police, prosecutors and courts. 'What we do is basically rewiring human behaviour,' said Al Ameemi. 'We work on the psychological side, the emotional side, the professional side, and the quality of the person so that he can return to normal life and be able to take responsibility for himself.' A structured recovery The halfway house programme follows a phased approach. Dr Alyaa Aljasmi, Halfway Houses Division Manager, explained: 'The first phase is about medical stabilisation during the first month. The second phase is more about psychological and social rehabilitation, with specialised programmes such as behavioural therapy. The third phase is the reintegration phase, making sure the person can work, prepare for a job interview, and integrate gradually into society.' Daily life is highly structured. 'They wake up between 8.30 and 9am, have breakfast and medications, then meditation, followed by group therapy,' said psychiatrist Dr Shokry Alemam, chief doctor at the half-way facility. Sessions cover cognitive behavioural therapy, dialectical behavioural therapy, relapse prevention, and a 12-step programme. 'In the afternoon they have physical exercises, dedicated time for reading, homework, supervised entertainment,' he said. 'At the end of the day they have reflection sessions, and lights off by midnight.' Family at the core What sets Abu Dhabi's model apart is its integration of families into the recovery process. 'The international models are based on individualism. But here we're a collective society, so family is there,' said Al Ameemi. 'We believe this support system is very important, so they are not judged by society or their family.' Family involvement starts on day one. 'We do family counselling, family therapy, marital therapy, couple therapy, according to the marital status. Some families treat the beneficiary as if it's misbehaviour, not a disorder,' said Dr Shoukry. 'One of the major changes is to change the stigma, and understand that it's a disorder.' Preventing relapse Relapse prevention is a top priority for the programme, with individualised plans addressing three main risk factors — places, situations and people. 'We prepare the plan with them to avoid places with related memories and people who are active users,' said Dr Shokry. 'If they find themselves in a risky situation, they are more than welcome to join us again, just to protect themselves.' The approach appears to be working. 'Most of our beneficiaries have integrated successfully with their families; at least half of them have secured jobs in the private sector,' said Dr Alyaa Innovative therapies The halfway houses use a range of methods rarely seen in the region. Equine-assisted psychotherapy is led by renowned specialist Professor Andreas. 'Horses have the ability to reflect internal emotions, which helps beneficiaries express emotional conflicts they can't express verbally,' explained Dr Shokry. Neurofeedback targets specific brain areas linked to addiction, depression, ADHD and other conditions. 'We create a treatment plan, and the beneficiary receives at least 20 sessions for each method — this helps modify the function of brain cells to return to normal levels,' he said. Art and movement therapy further support emotional expression. A gradual return to life Integration into society is carefully paced. 'It's gradual; the patient goes home for two days and then stays at the halfway house. The days at home increase as we make sure he is applying the skills he learned,' said Dr Alyaa. 'If he (or she) faces challenges, they should go back to the medical team.' The programme is voluntary, which Al Ameemi considers a success factor in itself. 'As long as the person voluntarily wants to be treated, this is a success story,' she said. For many, the biggest fear is not drugs, but life itself. 'The speed of life makes them afraid. They live in structured environments for a long time, so when they leave, they feel they need to return to that structure,' explained Al Ameemi. 'They are also afraid their family will go back to doubt or lack of trust.' The FCA hopes the model will expand across Abu Dhabi emirate. 'We are here to support this group because they need this kind of medical and social support to return to normal life,' she added. 'When we succeed, we can go to the region and show it to people.'

As the country experiences some of its most intense summer conditions in recent years, dehydration, heat exhaustion, and heatstroke are sending an increasing number of patients to emergency rooms. The summer months are putting vulnerable groups, including outdoor workers, children, and the elderly, at heightened risk, say healthcare experts, who warn that climate change and prolonged heatwaves are making such cases more common and severe. 'We are seeing a noticeable rise in patients presenting with heat-related conditions at our ER,' said Dr. Slavica Vukovic, Specialist in Internal Medicine at RAK Hospital. 'These typically include dehydration, heat exhaustion, heat rashes, and in more serious cases, heatstroke.' Dr. Vukovic recalled one critical case involving a middle-aged outdoor worker who collapsed with a body temperature exceeding 40°C, showing signs of confusion and loss of consciousness, classic symptoms of heatstroke. 'He required immediate hospitalization, cooling measures, and ICU monitoring. Thankfully, he recovered, but it was a stark reminder of how quickly heatstroke can escalate if not treated promptly,' she said. Even the young and fit are not spared. Dr. Vukovic recounted a case of a young football player who collapsed during outdoor training in peak heat due to acute heat exhaustion. 'This reinforces the importance of staying hydrated and avoiding strenuous activity during peak hours, even for healthy individuals.' Dr. Boles Gobrial, General Practitioner at Aster Clinic, RAK, shared a similar experience, treating a 60-year-old diabetic and hypertensive man who arrived with severe dehydration and heatstroke. The patient required aggressive cooling, IV fluid resuscitation, and intensive monitoring to stabilize his condition. Both doctors agree that cases have been steadily rising over the past few years, correlating with higher temperatures and longer heatwaves. 'Patients often present with dehydration, heat exhaustion, sunstroke, and skin-related conditions,' said Dr. Gobrial. 'Those with pre-existing conditions like hypertension, diabetes, and respiratory issues are hit hardest.' Dr. Shamsa Lootah, Director of the Public Health Department at Emirates Health Services, noted that outdoor workers, children, and the elderly are particularly vulnerable due to their reduced ability to cope with extreme temperatures or occupational exposure to direct sunlight. She emphasized preventive steps, such as drinking plenty of water, avoiding caffeinated and carbonated beverages, consuming water-rich fruits like watermelon and cucumber, and applying SPF 30 sunscreen every two hours. 'Lightweight, loose-fitting, light-colored clothing, sunglasses, and wide-brimmed hats can significantly reduce risk,' she added. Doctors also urge the public to take early symptoms seriously, including dizziness, headaches, nausea, excessive sweating, and muscle cramps, and seek immediate medical attention before these progress to life-threatening heatstroke. 'Prevention is key,' Dr. Vukovic emphasized. 'Stay hydrated, avoid peak heat hours, take frequent breaks in shaded or cool areas, and monitor vulnerable family members closely. Simple measures can save lives during the summer months.'
