
South Korea have to look beyond market cheers
The South Korean stock market soared on each of the first two trading days following President Lee Jae-myung's official inauguration after securing a decisive victory in the early election held on June 3, winning by a substantial margin over his opponents.
The peaceful transition of power and the political clarity it brings have been met with visible enthusiasm.
Undoubtedly, Lee and his party, together with the people of South Korea, have every reason to relish the celebratory honeymoon phase of their administration.
The stock market's benchmark Kospi posted a remarkable combined gain of 4.2% over those two days to end at 2,812.05 points last Friday, representing the highest closing level in nearly a year since July 18 last year.
During the same period, foreign investors made net purchases totalling 2.07 trillion won on the main board, marking the most net inflow from overseas investors in a year. This sharp uptick in buying activity reflected renewed confidence in the South Korean market under the new leadership.
The rise in stock prices is widely interpreted as a reflection of relief across the investor community, stemming from the peaceful resolution of the months-long political impasse, triggered by the former president's controversial declaration of martial law last December.
With stability now restored, there is cautious hope that Lee's administration will introduce pragmatic, market-friendly reforms.
Contributing to the rally are also favourable external factors: a persistent weakening of the US dollar against major global currencies and the announcement that the United States and China intend to resume trade negotiations – developments that typically benefit emerging markets like South Korea.
Historically, traditional markets served as informal forums where policymakers could gather sentiment from the people, as citizens exchanged views and insights while trading goods. In our current era, financial markets serve a parallel – yet far more complex and consequential – role.
They function as barometers of public and investor sentiment, allowing market participants around the globe to continuously evaluate a nation's economic performance, policy direction and future outlook.
From that perspective, the recent rally in the stock market, alongside the strengthening of the South Korean won, can be read as a strong initial endorsement of the promises and rhetoric offered by President Lee during the campaign.
His campaign period, however, was notably brief, offering limited time for his team to flesh out fully detailed policy plans.
Nonetheless, the messaging struck a chord, especially among investors and market observers eager for reform and modernisation.
One of Lee's key campaign priorities is addressing the 'Korea Discount' – a persistent and well-documented phenomenon that refers to the comparatively low valuation of South Korean-listed companies relative to their international peers.
It is largely attributed to weaknesses in corporate governance, low shareholder returns and systemic inefficiencies in South Korea's regulatory and economic framework.
To address this issue, Lee has pledged to revise Article 382-3 of the Commercial Act.
The proposed amendment would obligate directors of listed companies to act not just in good faith but specifically in the interest of both the company and all its shareholders. The current version of the act requires directors to act for the benefit of the company, but lacks explicit emphasis on shareholder interests.
Lee has also vowed to introduce the cumulative voting system. Many view this as a powerful tool for enhancing minority shareholder rights, as it allows shareholders to pool votes to elect at least one representative to a board, in contrast to the traditional system of one vote per share per director.
In addition, he supports other measures aimed at prompting companies to return a greater portion of earnings to shareholders and limiting the negative effects of corporate spinoffs that often disadvantage minority investors.
While these governance-focused reforms are grabbing headlines, Lee has also promised fiscal stimulus on a massive scale.
Though not explicitly intended to push stock prices higher, a major supplementary budget is expected to provide a strong economic stimulus to offset faltering domestic demand.
This comes at a time when South Korea, an export-driven economy, is grappling with declining overseas sales due mainly to the United States government's imposition of steep tariffs on most of its trading partners.
It is worth noting that the previous administration had already introduced a 13.8 trillion won supplementary budget back in May, aimed to assist those affected by weak consumer spending, fund recovery in wildfire-stricken regions and support the development of national artificial intelligence infrastructure.
The new extra budget being considered under Lee's administration is reportedly about three times the size of the previous one, signalling a bold fiscal approach. Taken together, these initiatives have offered a strong psychological boost to the stock market.
They enhance the growth outlook for shares in a wide range of South Korean companies, many of which have long underperformed relative to their counterparts in other advanced economies.
The anticipation of pro-growth reforms, combined with short-term liquidity injections, has widened the upside potential for equities.
Yet, such optimism must be tempered with realism. The market lift resulting from policy announcements and fiscal measures may not be sustainable unless underpinned by genuine improvements in economic fundamentals.
Corporate earnings, gross domestic product growth and export competitiveness – particularly in light of evolving global trade dynamics and tariff uncertainties – remain the true drivers of long-term performance. Furthermore, the risk of unintended consequences looms large. Even the best-intentioned policy can yield adverse results.
Business leaders and major corporations have already voiced concerns that overly aggressive changes to the Commercial Act might deter boards from making bold, strategic investments, out of fear of legal entanglements or shareholder activism.
Similarly, the large supplementary budget, if not crafted with precision and expertise, risks missing its mark.
Without broad consultation and careful planning, the spending could end up inefficiently allocated, raising government debt while failing to generate meaningful economic uplift. That would not only disappoint voters but also strain public finances further. — The Korea Herald/ANN

Noise detente on Korean peninsula as eerie broadcasts end
SEOUL: North Korea appears to have stopped broadcasting strange and unsettling noises along the border, Seoul's military said Thursday, a day after South Korea ceased blaring its own loudspeaker propaganda northwards. The North has been broadcasting a horror movie-esque soundtrack into border areas since last year, as part of an escalating propaganda war between the arch foes. But South Korea's new President Lee Jae-myung, who took office last week after his predecessor was impeached over an abortive martial law declaration, ordered the military to stop blasting K-pop and news reports into the North in a bid to 'restore trust'. 'Today, there was no region where North Korea's noise broadcasts to the South were heard,' Seoul's military said in a statement Thursday. 'The military is closely monitoring related trends in North Korea.' Relations between the two Koreas have been at one of their lowest points in years, with Seoul taking a hard line towards Pyongyang, which has drawn ever closer to Moscow in the wake of Russia's invasion of Ukraine. But South Korea's new president has vowed to improve relations with the North and reduce tensions on the peninsula, halting the loudspeaker broadcasts Seoul had begun last year in response to a barrage of trash-filled balloons flown southward by Pyongyang. The North claimed the balloons -- which contained toilet paper and other garbage -- were retaliation for similar missives floated northwards by activists in the South, carrying anti-Kim Jong Un propaganda. North Korea resumed its own propaganda broadcasts soon after, sending strange and eerie noises -- such as chilling music and what sounds like bombs exploding -- into the South, prompting complaints from border residents. On Ganghwa island, which is close to the North, the strange noises were last heard Wednesday at around 6:00 pm (0900 GMT), its county councillor Park Heung-yeol told AFP. 'And from 8:00 pm to 9:00 pm yesterday, the North broadcast its propaganda music, instead of the strange noise,' he added. 'I slept so well last night. 'Given the current approach of the new government, a fragile but meaningful peace is likely to hold -- at least for now. There is reason to hope for an improvement in inter-Korean relations,' Lim added. South Korea's Lee has promised a more dovish approach towards Pyongyang, compared with his predecessor Yoon Suk Yeol. On the campaign trail, Lee accused Yoon of deliberately provoking the North to justify his martial law bid in December -- prompting backlash from conservatives. The nuclear-armed North has recently bolstered military ties with Russia, sending at least 14,000 troops to support Moscow's war in Ukraine. On Thursday, North Korean state media quoted leader Kim as saying that ties between the North and Russia have developed into an 'indestructible, genuine' relationship. In a congratulatory message to Russian President Vladimir Putin on the occasion of Russia Day, Kim said the allies' improved ties were 'thanks to... the cost of their blood in the just sacred war to defend the sovereignty and territorial integrity of Russia.' Asian currencies strengthen on signs of easing trade tensions
Emerging Asian currencies strengthened on Thursday as the dollar weakened following a softer U.S. inflation report, while the U.S.-China trade truce and signs that President Donald Trump may adopt a milder stance in tariff talks also supported risk sentiment. The Taiwan dollar advanced 0.8% to its highest level since early-May, and the South Korean won rose 0.9%. The Malaysian ringgit inched up 0.3%, and the Thai baht rose 0.4% to a near three-week high. Investor focus this week remained on trade talks between Washington and Beijing, which concluded with a framework deal that would lift Chinese export curbs on rare earth minerals and restore access for Chinese students to U.S. universities. "Relief from the fact that both the countries have managed to reach an agreement following their talks earlier in the week has been more or less priced in by markets, which has made the U.S. dollar continue to weaken, helping Asian currencies," said Khoon Goh, head of Asia research at ANZ. The dollar index dipped 0.2% as signs emerged that Trump may take a more conciliatory tone in tariff negotiations. South Koreans flock to Blue House ahead of presidential return
Tens of thousands of South Koreans poured into the Blue House in northern Seoul on June 9, as it could be their last chance to visit the premise as a new president is poised to return to the former presidential office. - AFP SEOUL: The queue stretches all the way down the road. Tens of thousands of people are flocking to South Korea's historic Blue House before the new president moves his office back in. Ex-president Yoon Suk Yeol spurned the elegant compound in leafy northern Seoul claiming it was too "imperial". He opened it to the public in 2022, and moved into a hastily converted ministry instead. But with Yoon impeached over a failed martial law bid, newly elected Lee Jae-myung plans to move the seat of power back, triggering a frenzy of last-minute visits. "I figured if I missed this chance I would never get to come here," said Jang Myung-hee, 65, who visited with her friends. She said it was the "right call" for South Korea's leaders to resettle in the Blue House as it "befits the nation's prestige". "I can definitely feel this place is different." The building is named for the approximately 150,000 hand-painted blue tiles that adorn its roof. Once occupied by former colonial power Japan, the site has housed South Korea's leaders for seven decades. On the campaign trail, Lee vowed to return. "It is traditional, symbolic and optimal," he told local media. Official figures show visitors to the Blue House surged ahead of the June 3 snap election: around 427,000 in May - double the number from the same month last year. In all, more than 7.8 million people - including 800,000 foreigners - have visited since the site's May 2022 public opening. "I have come here with my kids for educational purposes, as it might be difficult for us to visit again," said Son Young-ah, 49. One woman, upon leaving the main gate muttered: "With this exit, I may never be able to set foot here again." In early 2018, during a period of warmer ties, North Korean leader Kim Jong Un's sister visited the Blue House - the first by the isolated country's ruling Kim family. "I look forward to seeing Pyongyang and Seoul come closer in the minds of Korean people," Kim Yo Jong wrote in the visitors' book. The Blue House has long been the subject of public fascination, fuelled in part by a series of misfortunes that have befallen past inhabitants, including assassinations, impeachments, corruption trials and imprisonments. Yoon's relocation may have been in part an effort to escape such a fate - which some believe is linked to the feng shui of the site. But the change in premises failed to spare his presidency: he was impeached in April after his brief martial law declaration and now faces a criminal trial. Yoon's replacement had little interest in continuing to occupy the former Defence Ministry in central Seoul. The ministry is plagued by "security issues such as wiretapping" and lacks the privacy and seclusion of the Blue House, Lee has said. Not all sections of the storied compound - including its administrative offices and an underground bunker - have been opened to tourists. As such, the site "would only require a bit of renovation to reopen," Choi Gi-il, a former presidential security aid, told AFP. He added that the main blue-tiled building was primarily for ceremonial purposes and hosting foreign dignitaries, making it less vulnerable to security breaches. No date has been announced for the return to Blue House, but visitors to the site felt it was imminent. "I held off coming here because I thought I could come here anytime," Kim Jong-chun, 71, told AFP. But he realised it was now or never after Lee's election.
