Mithi River desilting fraud: ED to question Dino Morea again

MUMBAI: The Enforcement Directorate (ED) has called actor Dino Morea for questioning again on Wednesday as part of its money-laundering investigation related to the alleged irregularities in contracts to desilt the Mithi River, which caused a loss of over ₹65 crore to the Brihanmumbai Municipal Corporation (BMC), agency sources said. The Mumbai unit of the central agency had previously summoned Morea on June 12 to record his statement under the provisions of the Prevention of Money Laundering Act (PMLA). The ED is investigating whether Morea and his brother Santino were involved in the alleged fraud or if they were linked to any part of the proceeds of crime generated by people and entities being probed in the case. The agency wants further clarifications from Morea regarding certain financial transactions, which is why he has been summoned again, sources said, adding that the investigation is still in a preliminary stage. Dino and Santino Morea have denied all allegations of their involvement in the case. Earlier, on June 6, the ED carried out searches at 18 locations across Mumbai, Kochi and Thrissur in connection with the investigation. The locations searched included the residential and/or office premises of Dino and Santino Morea, BMC engineer Prashant Ramgude, civic contractor Bhupendra Purohit, alleged intermediaries Jay Joshi and Ketan Kadam, and Matprop Technical Services Pvt Ltd, a Kochi-based company that rented machinery and equipment for the desilting work. According to the ED, the Morea brothers are close associates of Kadam. The ED's probe is based on Mumbai police's Economic Offences Wing (EOW) case, which it had registered in May and had subsequently questioned the Morea brothers last month. The EOW booked 13 people and entities in the case, including three BMC officials, for allegedly causing a wrongful loss of ₹65.54 crore to the BMC. On June 7, the ED said that its investigation and search operations had prima facie indicated that the accused people and others allegedly colluded to form a cartel with the intent to manipulate BMC's tenders related to desilting the Mithi River. 'This action effectively conferred a monopoly in [the] award of desilting contracts of Mithi river and caused payments at inflated rates for desilting works, resulting in undue gains to the contractors and associated parties, thereby causing financial loss to the public exchequer,' the agency had said in a statement. These undue financial gains were concealed by layering them through certain shell companies by the accused persons and others, the agency added.

Meghalaya still a safe destination: Conrad

GUWAHATI: Meghalaya CM Conrad Sangma has announced sweeping new security protocols to safeguard tourists after the murder of Indore-based transporter Raja Raghuvanshi during his honeymoon near Cherrapunji. "The tragic murder of Raja Raghuvanshi shook not just Meghalaya but the entire nation," Sangma said in an interview with TOI. "My first reaction, like that of every citizen, was one of shock and deep concern. But beyond that, our responsibility as a govt was clear. We had to act swiftly, responsibly, and transparently." Raghuvanshi was allegedly killed by his wife Sonam and four accomplices, including her boyfriend, on May 23 near Wei Sawdong falls. The case cast a shadow on Meghalaya's image as a tourist destination, sparking public outrage. All five suspects are now in Meghalaya police custody. Sangma said Meghalaya police quickly solved the case, underscoring the administration's commitment to justice and safety. "This case reaffirms what we have always believed - Meghalaya, and North-East, remains a safe destination for tourists. Wrongdoing will never be tolerated." To bolster confidence, Sangma unveiled a real-time distress response and service support system via the upcoming Meghalaya tourism app. It will list hotels and homestays, track overnight stays, and allow instant alerts in emergencies. "We have also launched the 'tourist buddy' scheme to guide and assist visitors, especially in remote and lesser-known destinations," he said. The state has started enforcing carrying capacity norms at heavily visited sites to protect fragile ecosystems and improve visitor experiences. New tourism circuits are being developed, including a residential music village in Wahkhen and an adventure hub in South Garo Hills. Sangma said tourist arrivals remain steady. "Tourism in Meghalaya remains robust, with positive feedback on hospitality. We are positioning the state as more than just a sightseeing destination - hosting global artists and reinforcing Shillong's identity as India's music capital." His govt is also tightening internal security by monitoring Meghalaya's 443km border with Bangladesh. Coordination with Centre aims to address infiltration concerns. On the border dispute with Assam, Sangma said progress has been made in several areas. "We are working on building mutual respect and shared prosperity to ensure lasting peace." Turning to the economy, Sangma said investment is rising and Meghalaya aims to double its gross state domestic product by 2028. "We plan to become a $10 billion economy by 2032, with focus on infrastructure, technology, and entrepreneurship," he said.

SC denies anticipatory bail in 'Donkey Route' immigration scam

New Delhi, June 17 (UNI) The Supreme Court has declined to grant anticipatory bail to a Haryana man accused of orchestrating an illegal immigration racket through the notorious 'donkey route,' expressing strong disapproval over such activities that, according to the Court, tarnish the reputation of Indian passports globally. A vacation bench comprising Justices Ujjal Bhuyan and Manmohan, while rejecting the plea filed by Om Prakash, observed on Monday (June 16), 'Because of people like you, the value of the Indian passport is diminished.' The bench noted that the charges against the petitioner involved grave allegations of human smuggling and fraud. The 'donkey route' is a term commonly used to describe illicit migration pathways involving multiple border crossings via human traffickers. Individuals attempting to reach countries like the United States and the United Kingdom often endure perilous journeys through forests, deserts, and detention zones, bypassing formal immigration procedures. The Court took note of the prosecution's claims that Om Prakash conspired with the main accused to cheat the complainant under the pretext of facilitating legal migration to the United States in exchange for Rs 43 lakh. Instead, the victim was sent through a harrowing sequence of countries starting in Dubai, moving across Central America, and eventually into Mexico, before being forced to cross the U.S. border illegally via the dangerous terrain of Panama's jungles. The complainant was arrested by US authorities on February 1, 2025, detained, and deported back to India on February 16, 2025. The Supreme Court also referred to the findings of the Punjab and Haryana High Court, which had earlier dismissed the bail application. The High Court had noted that the victim's father had specifically accused Om Prakash of defrauding him of Rs 22 lakh, and identified him as a close aide of the main accused operating the trafficking ring. Terming the allegations as 'very serious' and reflective of a broader issue affecting national credibility, the top court refused to interfere with the High Court's findings and dismissed the anticipatory bail petition.
