
DU panel meets to conduct periodic review of employees under CCS
The committee had its first meeting on Monday and is set to reconvene on July 10, amid severe criticism from DU professors.
'This notification pertains to the central government employees who are governed by CCS. Since the University employees are not governed by CCS, it cannot be applied in the University of Delhi. The said DoPT notification of periodic review has not even been forwarded by the nodal agencies like the Ministry of Education or the University Grants Commission (UGC),' said Rudrashish Chakraborty, associate professor of English, Kirori Mal College.
The CCS (CCA) rules, 1965, also known as the Central Civil Services (Classification, Control and Appeal) rules, govern the disciplinary proceedings and appeal processes for 'civil servants in India'. These rules outline the procedures for penalties and handling appeals against those penalties, besides also addressing issues like suspension, inquiries and the rights of government employees during disciplinary actions, thus ensuring fairness and transparency during those proceedings.
Teachers expressed concern over the university administration's haste to implement the same, and pointed out that DU had been established by an Act of Parliament and it has the autonomy to decide on the professional ethics of its employees.
'Hence adopting the CCS rules of periodic review for University employees not only over-rides the authority of the EC but also undermines the autonomy of the University,' several professors pointed out.
Chakraborty added, 'The notification stipulates periodic review only for employees attaining 50 years of age or above, implying that only the senior employees or officers are subject to review. This barrier based on age defies logic and is an attempt to vitiate the professional space of the workplace.'
Mithuraaj Dhusiya, an elected EC member, in his note of concern submitted to the committee, mentioned, 'It is pertinent to mention here that the University of Delhi has refused to adopt pro-employee notifications of the Central Government including the revised NPS (New Pension Scheme) 2021…the inordinate haste by the University administration to adopt the DoPT notification….without the required approval of MoE and UGC exposes its anti-employee character and suggests its malafide intention to create an atmosphere of fear and intimidation for the University employees.'

Unresolved syllabus: Teachers question Delhi University's readiness for FYUP as new academic session nears

There was no immediate response available from the varsity over the allegations. However, teachers claim they are still awaiting clarity on the final syllabus, despite the proposals being approved in Executive Council meetings held on May 23 and July 12. Several faculty members allege that due process has been sidestepped, and key decisions were made without adequate consultation. Many of the changes were passed despite formal dissent notes from teachers, further fuelling frustration. Abha Dev Habib, associate professor at Miranda House, criticised what she called political overreach in academic matters. 'We hear that committees have been set up which are dictating terms. This is unconstitutional and is owing to excessive interference by BJP-RSS,' she alleged, accusing the university administration of disregarding academic autonomy. Mithuraaj Dhusiya, an elected member of the Executive Council, said the university is not equipped to support the expanded curriculum. 'DU is still not prepared for the fourth year NEP-UGCF,' he said, citing shortfalls in infrastructure, budget and faculty. Further highlighting institutional tensions, Rudrashish Chakraborty, an associate professor at Kirori Mal College, pointed to undue external influence on academic content. 'Outsiders have been pressuring departments to alter syllabi,' he said, noting that such interference had prompted the resignation of the head of the history department. 'No academic can survive here without compromising integrity.' With the clock ticking down to the start of classes, the alleged unresolved syllabus concerns cast doubts over DU's preparedness for its most significant academic transition in years.

Delhi University to release 2nd round of UG seat allocation today
The Delhi University (DU) will announce the second round of undergraduate seat allocations at 5 pm today as it continues with its centralised admission process under the Common Seat Allocation System (CSAS-UG) for the 2025-26 academic session. The upcoming list is expected to reflect significant internal reshuffling as more than 43,000 candidates have opted for upgrading their seats after the first round of admissions. According to DU officials, the second list will incorporate these preferences alongside new seat vacancies, paving the way for thousands of students to switch colleges or programmes based on merit and availability. The DU had earlier made 93,166 seat allocations against 71,624 undergraduate seats across 69 colleges and 79 programmes. As of now, 62,565 candidates have confirmed their admission. While 16,126 candidates have chosen to freeze their seats, a large majority –? 43,741 — have opted for upgrades. These students are now waiting for the second round, hoping for movement to their preferred colleges or programmes. The upgrade and reordering window for the current round will remain open till 4:59 pm on July 25. Candidates can also check the latest list of vacant seats on DU's admission portal. The CSAS-UG process uses CUET-UG scores along with college and programme preferences, category reservations and other eligibility criteria for allocations. Seats have been allotted across multiple categories, including Unreserved, OBC, EWS, SC, ST, PwBD, Kashmiri Migrants, Sikh Minority, Single Girl Child and Orphan. Meanwhile, performance-based courses, such as Hindustani Music, Karnataka Music, Percussion Music, Physical Education and Fine Arts, will see allocations in the third round. Candidates for these programmes are advised to follow college-specific websites for the trial schedules. The academic session for first-year students is scheduled to commence on August 1.
