Outagamie County pauses talks on UWO Fox Cities sale until appraisals done
Supervisors on the Property, Airport, Recreation & Economic Development committee unanimously voted to table approval of the sale of the campus until they conduct three appraisals to make sure they understand the value of the property.
Outagamie County jointly owns the campus with Winnebago County and they've been in talks with the Menasha Joint School District about selling it to the district to use as a childcare facility.

'We need to make sure that we're doing right by the taxpayers and that this is the best decision for all concerned,' said Outagamie County executive Tom Nelson who has been front and center in these dicussions.
An Outagamie County official told Local 5 News that they've done an appraisal on the UWO Fox Cities campus before, but that the property hasn't been appraised in over a year.
Back in August, the University of Wisconsin Oshkosh Fox Cities campus board of trustees approved a motion recommending that the two counties do an appraisal on the property.
Local 5 News asked Nelson why they began talks about selling the campus before doing an updated appraisal on the property.

'Our goal was to see if we could find a way to do a seamless transaction from one public entity that wouldn't cost anything,' said Nelson. 'However there are some concerns that that might not be the best choice so what we're simply doing is pausing.'
The childcare services idea for the campus has generated mixed reactions among people in the Fox Valley. Some people said this would fulfill a critical need in the community, while others wonder how the district can do this without a significant increase in taxes.
Outagamie County officials tell Local 5 News they will revisit the potential sale of the property at a later meeting. Nelson reminded the public that the two counties own the campus and there's no set deadline for when they would have to sell it.

'Any transaction that we do is going to be prudent, in the best interest of the taxpayers of both Winnebago and Outagamie County,' Nelson said.
UWO Fox Cities will close for good at the end of June.
Winnebago County officials were supposed to have a news conference on Wednesday to discuss the sale of the property. That news conference has been canceled. For now, there is an item regarding the sale of the property listed on the agenda for their board meeting on Tuesday.

Jacobs wins $150M Denver airport contract
This story was originally published on Construction Dive. To receive daily news and insights, subscribe to our free daily Construction Dive newsletter. Award: Program management Value: $150 million Location: Denver Client: Denver International Airport Jacobs will help reshape how travelers move through Denver International Airport as the Mile High City launches its next major transportation overhaul, according to a news release. The Denver City Council approved on May 12 a $150 million, 10-year agreement with Jacobs to oversee development of a new rental car hub and connected transportation system at Denver International Airport. Under the contract, Jacobs will provide program management support for the Consolidated Rent-A-Car facility and the Common Transportation System that will link it to the airport's main terminal. The work includes electric vehicle infrastructure, fueling operations, traffic design and technology upgrades, according to the release. Jacobs will also handle procurement, according to the company. 'Consolidating rental car operations in a single facility connected to the main terminal by a common transportation system reduces traffic in the terminal area, eliminates the unsustainable numbers of shuttle buses, frees up curb space and allows redevelopment of surface lots for future needs,' said Steve Pelham, Jacobs vice president and transportation director for the Americas. 'For Denver International Airport, these enhancements will provide critical space as the airport expands to meet demand.' The contract continues Jacobs' longstanding partnership with the airport, where the Dallas-based firm has supported more than 60 projects since 1992, according to Jacobs. That includes projects such as the Great Hall Improvement Program and the Concourse Expansion Program. The award comes as Jacobs leans further into infrastructure and consulting work, according to its second-quarter earnings call in May. CEO Bob Pragada said the firm remains focused on federal and infrastructure clients, especially as broader economic uncertainty complicates the construction outlook. Earlier this month, Sound Transit, the public transit agency in Seattle, selected Jacobs to lead early design for its West Seattle Link Extension, a 4.1-mile light rail project expected to cost up to $7.1 billion. City Developments Offers Top Bids For Two Singapore Plots Amid Brisk Residential Demand
City Developments Ltd. (CDL)—backed by billionaire Kwek Leng Beng and his family—submitted the highest bids for two suburban residential plots as the developer seeks to replenish its landbank amid resilient housing demand in Singapore. CDL offered S$361 million ($280 million) for a residential plot in the northern Singapore town of Woodlands, the highest bid received by the Housing & Development Board. The Singapore-listed company also submitted the top bid of S$253 million for another site on Senja Road in the western part of the city-state. 'These two new sites [which would yield] over 700 units represent a timely replenishment of our development pipeline in Singapore,' Sherman Kwek, group CEO of City Developments, said in a statement. The 99-year leasehold sites would be developed as executive condominiums, which are reserved for Singapore citizens and permanent residents and subject to a five-year minimum occupation period before the property can be sold. CDL is currently building two such projects, which have recently been fully sold, in the western Singapore towns of Bukit Batok and Tengah. City Developments is stepping up its landbanking activities as developers saw brisk sales at recent condominium launches in prime locations around the city-state's financial district, reflecting resilient demand for upscale residential projects even as the government recently imposed fresh curbs to rein in property prices. Over the weekend condominium projects near the Orchard Road shopping precinct record robust sales. Wing Tai Holdings sold 88% of the 524-unit River Green condominium, while billionaire Robert Kuok's Allgreen Properties' recorded a 54% takeup rate for its 596-unit Promenade Peak, a 63-story skyscraper across the group's Great World City retail and office complex. Demand for residential properties in Singapore looks sustainable as the city-state is considered a safe haven by investors, Christine Sun, chief researcher and strategist at property consultancy Realion Group, said by email. 'Local and foreign buyers may continue to invest their capital in safer assets, such as Singapore's private properties, amid the macroeconomic uncertainties,' she said. 'They may also be drawn by the long-term benefits such as the positive capital and rental returns, despite the prevailing cooling measures.' Singapore has seen an influx of wealthy families in recent years. Last year, the number of single family offices in the city-state increased 43% to more than 2,000. 'Many wealthy families and investors are attracted by Singapore's political stability, business friendly environment, top-notch medical and education systems, and robust financial infrastructures,' Sun said.
