Kochi corporation's 13 compactor trucks, bought at Rs 1cr each, in ruins

Kochi: Almost all the 13 refuse compactor trucks of Kochi Corporation, procured in 2014 at a cost of around Rs 1 crore each, are in ruins, according to a report prepared by the civic body's officials.
A dearth of funds and a shortage of workshops with the right facilities are delaying their repair work. Now, the corporation proposes to entrust the operation and maintenance of the trucks to a private agency.
The report said that it would take several months for the corporation officials to release the funds for repair works. However, the lone workshop in the near proximity where refuse compactor trucks can be repaired insists on advance payment for carrying out the repair works.
The vehicles will develop further damage, like rusting of platforms, without proper maintenance. Moreover, only one truck can be repaired at a time at the workshop, adding to the delay, the report states.
Hence, the corporation is forced to hire private trucks for garbage movement and other works.
"It is to avoid this situation that we plan to introduce a private agency to handle the operation and maintenance of the trucks.

Last year, Cochin Smart Mission Ltd (CSML) procured 15 refuse compactor trucks for the corporation to transport garbage. The operation and maintenance of the CSML-procured trucks are entrusted to a private agency. They handle the trucks' maintenance in an effective way. So, if the operation of the 13 trucks we already have too is entrusted to a private agency, we can avoid hiring private trucks," a top official with the corporation said.
According to the report, the local body shelled out Rs 35 lakh in Oct 2024 to hire private trucks. "There is a lobby that supports hiring private trucks. The lobby acts in collusion with some corporation 'authorities' and officials. If the trucks' maintenance is entrusted to another agency, then the hiring of private trucks can be avoided," said Kochi corporation UDF parliamentary party secretary M G Aristotle.
"Those who support the lobby will not spare even a single opportunity to hire private trucks. Recently, they facilitated hiring private trucks for the shifting of silt removed from canals. As per the agreement with the contractors and corporation, the contractors had the responsibility to shift the silt at their cost. But some of the corporation 'authorities' and officials bent the norms to hire private trucks," Aristotle said.

The centre, which previously held the exclusive rights to produce khadi flags, witnessed a sharp decline in orders, forcing workers, mostly skilled in traditional khadi weaving, to move to other tasks. Annapurna Doddamani, the manager at KKGSS national flag production centre, said the centre, with its 25 artisans, halted flag production in March-April this year due to diminished demand. Thiruvananthapuram: The outer ring road project from Vizhinjam to Navaikulam in the state capital is set to be delayed. Union road transport minister stated in Parliament that the current alignment has serious design flaws and was now under review. As a result, the alignment was being re-examined in coordination with the state govt to reduce environmental impact. Originally pitched at 62.7km with an estimated construction cost of Rs 8,000 crore, the project is to be built and managed by National Highways Authority of India (NHAI), under Bharatmala Pariyojana scheme. Affected landowners, many of whom surrendered their land documents to the revenue department over two years ago, have been left in limbo, waiting for compensation. Even after project approval, compensation is only due once final alignment and clearances are endorsed by the competent authority, a move the MP calls 'a grave injustice'. Compensation delays stem partly from stalled environmental clearance: the southern sector (Vizhinjam to Thekkada) received clearance in 2023, but the northern section (Thekkada to Navaikulam) remains legally blocked after a May 16, 2025, Supreme Court ruling annulled post-facto green clearance provisions. The State Level Environment Impact Assessment Authority (SEIAA) term also lapsed in March and the authority has shifted to the central ministry, further delaying approvals. Meanwhile, land acquisition costs have doubled, from an initial Rs 1,800 crore to over Rs 3,800 crore, and coverage includes 314 hectares across 24 villages. Valuations are set to expire in Aug, raising urgency, since delayed payment triggers 12% annual interest under the Compensation Act. Despite Rs 700 crore transferred to NHAI in Jan, no payments have been made. Landowners action council, represented by S Chandramohan Nair, threatened a hunger strike if disbursement doesn't begin soon. Adoor Prakash insisted that the state must take urgent steps to realise the project and ensure compensation was delivered without further delay. Earlier, PWD minister P A Mohamed Riyas informed the state that the final approval for the project would be granted by the end of July.
