Human rights panel steps in after elderly Gurugram couple found living in neglect

The Haryana Human Rights Commission (HHRC) has taken suo motu cognizance of the alarming condition of a 96-year-old man and his 86-year-old wife, who were allegedly neglected by their son, Rajesh Mitra. The couple has reportedly been left to fend for themselves in their home at Ridgewood Estate, DLF City Phase IV, Gurugram, under the care of two untrained female attendants and without any meaningful medical supervision.
Acting on a complaint filed by residents and representatives of the Ridgewood Estate Condominium Association, the commission noted that the couple had been living in a state of grave neglect. Residents reported hearing the elderly man frequently cry out in pain, causing emotional distress not only to his wife but also to other senior citizens living nearby.
In response, HHRC chairperson Justice Lalit Batra directed the Gurugram deputy commissioner to form a multi-disciplinary team. This team is to include the Gurugram police commissioner, sub-divisional magistrate, civil surgeon, and district social officer. The team has been tasked with visiting the couple's residence to conduct a comprehensive medical, psychological, and social assessment of their condition. The findings must be submitted to the commission before the next hearing on July 3.
The commission's order noted that despite multiple appeals made to the son and local authorities, no substantial action had been taken, necessitating the commission's intervention.
Justice Batra expressed grave concern over the prolonged physical and mental suffering endured by the elderly couple. He underscored that such neglect amounts to a violation of Article 21 of the Constitution, which guarantees the right to live with dignity. He emphasised that this issue should not be dismissed as a private family matter but recognised as a serious public human rights concern, especially when society and the state fail to protect vulnerable citizens.
Justice Batra also referenced the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, particularly Section 20, which obligates the state to ensure adequate healthcare services for senior citizens—such as reserved hospital beds, separate queues, and subsidised treatment.
'If the neglect is found to be intentional, criminal liability under Section 24 of the Act may be invoked against the responsible individual,' Justice Batra added.

'Relocating large number of dogs will create stress, increase infection risks, and may lead to unnecessary killings. The government's failure to control (stray dog) population is the real issue. Strict ABC (Animal Birth Control) measures and vaccination drives are more sustainable. While the city has ABC centres, rural areas lack such facilities,' she said. Shashi Ghulati, founder-convenor of INTACH Coimbatore (1986–2007), urged public figures to contribute to shelters, warning that mere statements of concern are ineffective. V. Balakrishnan, Cruelty Coordinator of the Society for the Prevention of Cruelty to Animals (SPCA), suggested promoting adoption drives and encouraging local breeds. He emphasised working with dog rescuers and community feeders to monitor ABC surgeries and expand anti-rabies vaccination. Coordination between civic bodies, NGOs, and volunteers is essential to manage the stray dog population effectively. K. Kathirmathiyon, secretary of Coimbatore Consumer Cause, highlighted the need to prioritise human life alongside animal welfare. Citing Article 21 of the Constitution, which guarantees the right to life and personal safety, he stressed that human lives must be protected while managing stray dogs. 'If a death happens due to a dog bite, can animal lovers console the family? The ABC centres run by local bodies have largely been ineffective and should be reassessed. Alternative strategies are needed to control the population efficiently,' he said. The Corporation data shows the city has around 1,11,000 stray dogs, with about 28,000 sterilised and 15,000 vaccinated against rabies. Coimbatore Medical College Hospital alone handled 25,235 dog bite cases in 2023, 19,673 in 2024, and 5,032 cases until April 2025. Corporation Commissioner M. Sivaguru Prabakaran said the Supreme Court directive is not being implemented as there are no official orders. On the local body's initiative, new ABC centres are planned, and existing facilities at Vellalore will be expanded. He said that population control requires sustained effort rather than sudden measures. A senior official from the Animal Husbandry Department said that expanding ABC centres and vaccination coverage will help address the issue. Four new ABC centres are planned in rural areas of Coimbatore, where such facilities are currently lacking.

The ruling National Democratic Alliance (NDA) has announced Maharashtra Governor C P Radhakrishnan as its Vice Presidential candidate. Vice President of India Jagdeep Dhankhar resigned from his post, citing health reasons and the need to follow medical advice, on July 21. The resignation was addressed to the President of India. 'To prioritise healthcare and abide by medical advice, I hereby resign as the Vice President of India, effective immediately, in accordance with Article 67(a) of the Constitution,' Dhankhar wrote in his letter to the President. C P Radhakrishnan, born on October 20, 1957, in Tiruppur, Tamil Nadu, is currently serving as the 24th Governor of Maharashtra. He assumed office on July 31, 2024, after previously serving as the Governor of Jharkhand from February 2023 to July 2024. In 2024, he also held additional charges as the Governor of Telangana and the Lieutenant Governor of Puducherry. Radhakrishnan began his political career as an RSS worker and was part of the Bharatiya Jana Sangh's Tamil Nadu executive in 1974. He was elected twice as a Member of Parliament from Coimbatore in 1998 and 1999. Between 2004 and 2007, he served as the Tamil Nadu State President of the Bharatiya Janata Party (BJP). In addition to political responsibilities, Radhakrishnan was Chairman of the Coir Board, Kochi, from 2016 to 2020. From 2020 to 2022, he was the BJP's All-India in-charge for Kerala.

The National Democratic Alliance (NDA) has announced Maharashtra Governor C.P. Radhakrishnan as its candidate for the upcoming Vice Presidential election. Earlier in the day, the Bhartiya Janta Party held its Parliamentary board meeting at the party headquarters in New Delhi on Sunday (August 17, 2025). Jagdeep Dhankhar (74) had resigned from the post on Vice-President July 21 2025, citing health reasons. In his resignation letter to President Droupadi Murmu posted on the Vice-President's official X account, he wrote, 'To prioritise health care and abide by medical advice, I hereby resign as the Vice-President of India, effective immediately, in accordance with Article 67(a) of the Constitution.' The Election Commission has announced the schedule for the election of the Vice-President of India. If contested, the poll will be held on September 9 from 10 A.M. to 5 P.M. at the First Floor of the Parliament House.
