Accused in two terror attacks in India used online payment services, e-commerce platforms, VPNs: terror financing watchdog's report

Global money laundering and terrorist financing watchdog Financial Action Task Force (FATF) has said that the accused in two recent terror attacks in India used online payment services, e-commerce platforms, and Virtual Private Networks (VPNs). The FATF cited the incidents in its report 'Comprehensive Update on Terrorist Financing Risks' published on Tuesday (July 8, 2025).
The first case pertains to use of online payment services and VPNs to fund a 'lone actor' terrorist act. On April 3, 2022, an individual influenced by terror group ISIL's ideology attacked security personnel at Gorakhnath Temple in Uttar Pradesh. The attack was detected during the attempt by the accused to breach security, leading to his immediate arrest.
The case was transferred to the State Anti-Terror Squad (ATS) for investigation. The ATS found that the accused had transferred ₹6,69,841 via PayPal to foreign countries in support of ISIL, using international third-party transactions and VPN services to obscure the IP address. He also received ₹10,323.35 from a foreign source.
A forensic report on the accused's phone revealed that he had been using a VPN for calls, chatting, and downloads to evade detection. 'Further financial scrutiny uncovered that the accused had made a payment to a VPN provider through his bank account to secure these services... the investigation also uncovered that the accused had sent money to multiple individuals identified as ISIL followers in foreign jurisdictions to support terrorist activities,' said the report.
Pulwama attack
During the probe into the February 2019 suicide-bomb attack on a convoy killing 40 Central Reserve Police Force (CRPF) personnel in Jammu and Kashmir's Pulwama, it was detected that an e-commerce platform was used for the procurement of materials for the terrorist attack, carried out by Pakistan-based Jaish-e-Mohammed.
A key component of the improvised explosive device used in the attack — aluminium powder — was procured 'through the EPOM [E-commerce platforms and online marketplaces] Amazon'. 'This material was used to enhance the impact of the blast. As a result of the investigation, 19 individuals were charged under relevant provisions of the Unlawful Activities (Prevention) Act, including sections related to Terror Financing. Among those charged were seven foreign nationals, including the suicide bomber'.
'Terrorists have been reported to abuse EPOMs, which are occupying an evergrowing position in worldwide economic landscapes, for various purposes... criminals and terrorists can pose as multiple buyers and sellers (e.g., fraudulent/complicit online shop fronts) on the EPOMs, and use trade-based ML/TF [Money Laundering/Terror Financing] techniques, such as over/under invoicing, to transfer value (goods and funds) between each other,' the report observed.
The report said terrorists have used EPOMs for procuring equipment, weapons, chemicals, and 3D-printing material. 'EPOMs can also be used by terrorists to sell items to finance their projects and operations, including lower value items that were previously not in demand. EPOMs can be used to sell items obtained through wildlife exploitation or stolen cultural artefacts,' said the report.
It has been found that EPOMs can be used for fund-moving purposes inspired by trade-based money laundering schemes. Traded goods can offer a disguise for the value being transferred from one member to another of the network, as per the report.
The methods of raising or transfer of funds for terror financing as highlighted in the report include trafficking of humans/ goods/ drugs/ wildlife articles, virtual assets, donations, crowdfunding, use of shell entities, shell bank accounts and immediate cash withdrawals, mobile applications, misuse of non-profit organisations, extortion, kidnapping for ransom, 'hawala' channels, etc.

Hyderabad: The Supreme Court on Tuesday ruled that the mere recovery of cash from an accused cannot automatically be treated as stolen property. Acquitting a Warangal-based trader convicted of "receiving stolen property," the court observed that such an inference must be backed by clear and convincing evidence. The trader, who was earlier acquitted of theft, had been convicted by both a trial court and the Telangana high court for allegedly receiving a stolen sum. A bench of Justice Vikram Nath and Justice Sandeep Mehta, however, set aside the conviction, holding that both courts had erred in law and fact. The prosecution case was that the trader received part of ₹2.9 lakh allegedly stolen in Dec 2005 after the key accused murdered his former employee. While the trial court convicted both men in 2008, and the high court upheld the verdict in 2024, the Supreme Court noted that neither court had sufficient grounds to link the recovered money to the alleged theft. It added that the high court wrongly placed the burden of proof on the accused to explain possession of the money. "The high court has grossly erred by placing a reverse burden of proof on the accused, which is alien to our criminal jurisprudence," the judges held. The bench further emphasised that once the accused were acquitted of theft, their conviction for receiving stolen cash was legally unsustainable. "If the charge of theft does not stand, there can be no conviction for receiving stolen property," the court ruled. Concluding that the prosecution had failed to prove its case beyond reasonable doubt, the Supreme Court acquitted the trader, who was already on bail. Gujarat govt terminates services of APP in POCSO case after victim says he asked her to testify in favour of accused

The Gujarat government has terminated the services of an additional public prosecutor in Navsari for allegedly trying to protect a man booked under Protection of Children from Sexual Offences (POCSO) Act for the alleged rape of a minor. The State Home Department issued orders on August 14 terminating the services of Additional Public Prosecutor of Navsari Ajay Tailor with immediate effect, who was handling the POCSO case of 2024. The case has since been handed over to another APP of Navsari District Court, Bhavesh Gupta. The termination came after the victim wrote a letter to Minister of State for Home Harsh Sanghavi, the Navsari Superintendent of Police, and Additional District and Sessions Judge D K Dave on August 5 claiming that the APP had tutored her to testify in favour of the accused, who was charged of raping her some two years ago. The case is currently at the stage of recording testimonies of the complainant and witnesses in the Navsari court. The case goes back to May 22, 2023 when a teenage girl and resident of a town in Navsari district, left her house to attend her private classes and failed to return in the evening. Her parents searched for her but could not find her. They suspected the accused, an alleged bootlegger and lodged a missing complaint, naming him. The following day, the missing girl's father received a call from his daughter where she told him that she had 'married' a person (not the alleged bootlegger) That evening, the girl arrived at the local police station with her 'husband' and showed photos and their marriage affidavit to the officers. As per her wishes, the girl returned home with her parents. On June 24, 2023, the victim lodged a rape case and claimed threat to her life and named the accused (the alleged bootlegger) and six others including her 'husband' and an advocate. In her complaint, she said that her marriage was fake. Police booked the accused under IPC Sections 376 (2) (n)(rape committed repeatedly on the same woman), 323 (Punishment for voluntarily causing hurt), 504 (Intentional insult to provoke breach of trust), 506(2) (Punishment for criminal intimidation). In the FIR, the girl had alleged that the accused, a notorious criminal, started sending proposals to her in 2019. She stated, 'After my rejection, he chased me at different locations. Fed up with such harassment, my father got my admissions in a Diploma course in dairy management at a private university in Vadodara in 2021. The accused turned up at the college in August 2021 and threatened me that he would kill me and also die by suicide'. The accused, who is already married, allegedly took her to his friend's flat in Vadodara where he allegedly raped her. The victim learnt that he was already married and broke up with him and told her parents the whole story. On her parents' instructions, the victim quit studies and returned to her home in 2022. According to police, the girl's parents fixed her marriage in February 2023. The accused learnt of it and sent videos of them to the mother of the boy and they decided against going ahead with the marriage plan. The accused then forced her to marry his friend, who, he said, would 'divorce' her to facilitate their marriage. Thus the victim married the friend and appeared before the Navsari police and on her wish she was handed over to her parents after which she filed a complaint against the accused, charging him of rape. In her letter to the MoS (Home) and other officials, as seen by The Indian Express, she has alleged that the APP, Ajay Tailor, spoke to her on a ' WhatsApp call from the accused's mobile phone and instructed me to respond with 'yes' and 'no' during my testimony before the court. 'He (Tailor) also said that all the necessary papers for getting the accused let off from the case are ready. As per his instruction, I testified in favour of the accused before the court (on July 25, 2025). The accused also had threatened me to act on the instructions of Tailor and threatened that if I failed to do so, he) would post viral videos of them on social media and also threatened to kill my parents,' the victim alleged in her letter. She further alleged that the accused had called her and pressured her to meet the APP in his official chambers, before her testimony on July 25, 2025. 'I testified as tutored by the APP before the court, and he also told me about the consequences if I failed to act as per his directions,' she says in the letter. On finding that she was declared 'hostile', the victim filed another application before the Navsari Court a few days ago to allow her to testify again, against the APP. The second application of the victim was heard on Monday in the Court of the Additional District and Session Judge D K Dave. The new APP, Gupta, moved an application in the court and asked for more time as he wanted some days to study the case and get all the case documents. The Judge, D K Dave, had fixed a hearing on September 18. Navsari Superintendent of Police Sushil Agrawal said, 'Based on the application, after primary inquiry, APP Ajay Tailor's services as APP was terminated. The case was in hearing stage and the rape victim testified before the court on July 25, 2025.' Meanwhile, speaking to The Indian Express, Tailor denied the allegations of tutoring the victim. 'I have been practising as APP with Navsari district court since 2020, and till date I have fought and got convictions in 29 criminal cases. My track record shows how honestly I worked, and now my services have been terminated,' Tailor claimed. He added that he would accept the order and will continue practising as a lawyer in the Navsari district court. 'The victim had testified before the court last month and she replied according to the questions posed to her. I have not tutored her, nor have I met the accused before the hearing,' Tailor claimed. In 2024, the accused was booked under GUJCTOC (Gujarat Control of Terrorism and Organised Crime) Act. The Navsari district police also arrested and booked six of his family members including his father and brothers, in the GUJCTOC case for their alleged involvement in bootlegging and criminal activities. Presently, all the GUJCTOC accused are out on bail, and they are staying in the neighbouring Valsad district, acting on the conditions of the Gujarat High Court's bail order.

Former director of the Forensic Science Laboratory (FSL), Punjab, Dr Ashwani Kalia, has been booked under serious charges of insulting a Scheduled Caste woman officer and allegedly tampering with the report of a high-profile case. An FIR, no. 0220, registered under Section 3(1)(s) of the SC/ST (Prevention of Atrocities) Act, was lodged at Phase-1 police station. The complaint was originally filed by FSL Assistant Director (Physics/Audio), Dr Sandeep Kaur, who had emailed her grievance to the Home Department on January 1, 2025. Following her complaint, the matter was investigated by then ASP City-1, Jayant Puri, whose report recommended registration of an FIR. The legal advisor also endorsed the initiation of a criminal case. ASI Balwinder Singh has been appointed as the investigating officer. In her detailed complaint, Dr Kaur alleged that on January 3, 2025, Dr Kalia entered her office and demanded the seal and stamp of the audio unit. When she asked him to sit down and discuss the issue, he allegedly hurled casteist remarks. He threatened her, warning that he would approach the administrative secretary to have her removed from her post. Dr Kaur stated that she belongs to the Scheduled Caste community, while Dr Kalia comes from the general category. 'This behaviour was not only deeply insulting but also a clear example of mental harassment and caste-based discrimination,' she said. Alleged interference in a high-profile case Dr Kaur alleged that Dr Kalia attempted to tamper with the report of a high-profile case (Case No. 65, dated 24.05.2022, Police Station Phase-8), which was linked to former minister Vijay Singla. The case came under Audio Unit-2, headed by Dr Kaur. According to her complaint, Dr Kalia instructed her to open officially sealed parcels and alter the report, even though it had already been approved by two Assistant Directors. She claimed this interference amounted to an attempt to manipulate crucial evidence in a sensitive case.
