
Proposed President's Park Apartments still drawing opposition
LEWISTON — Despite revisions to plans to be more accommodating, the seven-building, 210-unit President's Park Apartment complex from 5/4 Development is still drawing opposition from Lewistonians.
Chief among them is the Fin, Feather, and Fur Conservation Society, or 3F Club, whose Swann Road property where they hunt comes right up against the boundaries for the apartments.
Club President Tim Gunther reiterated their concern about violating the state's law preventing firearm discharge within 500 feet of a residence while also having concerns about the potential wildlife being harmed and the potential for noise disturbances.
'I appreciate that they're trying to move the building a little bit further from the property line; still, where we're hunting puts us in the 500-foot rule,' Gunther said at Thursday's Lewiston Planning Board meeting, adding the group may file an injunction to make sure their concerns are addressed.
Other complaints from club members and town residents include the increased traffic on Route 18, whether the town's wastewater treatment plant can handle the additional water usage, and that these units would end up being subsidized housing despite the developer's attorney Jeff Palumbo saying they will be market-rate.
Jeff Ritter, the Water Pollution Control Center administrator, said the plant could handle the amount of water coming from it on a normal day, estimated at 60,000 gallons.
Building Inspector Timothy Masters said there have not been any official traffic studies done for this area. During a coordinated environmental review when this was first considered at 168 units, the Department of Transportation was asked for comment, which they said additional traffic would not be a concern. They were asked again for comment when the number of units changed to 210 and the response was the same.
5/4 Development is the latest to try and develop the land in question, with efforts going back to the 1980s. The President's Park Apartments project was first approved by the town in 2022 when it was first presented as 168 units, with no construction progress made since then.
Developers Joe and Dave Giusiana have stated the increase to 210 units was needed in order for the $24 million project to make financial sense for them. The zoning board of appeals initially rejected the request for increased density, but after the developers filed an Article 78 appeal challenging that, they went to the town board directly who granted approval.
The development would take up 11 acres of the 23.5-acre site, have 423 parking spaces, and community spaces near the development's center including a clubhouse, a pool, an enclosed playground, and two pickleball courts. Each building would be nearly 35 feet tall, 224 feet wide and 55 feet deep. Each of the three floors in them have eight two-bedroom units and two one-bedroom units totaling 12,164 square feet.
Dave told the planners they are still looking for financial partners, suggesting that after the utilities and community building are built, they would start renting as each building gets constructed one at a time.
It has to go through the planning board project again as the reworked development is considered a different one from what the planners initially approved.
Among the 20 revisions 5/4 Development made since last presenting in December include moving water lines so they would go on the other side of the road, having the buildings at least 250 feet from the property line next to the 3F property, and having ponds on complex property. Utility company easements have not been discussed yet.
Board Chairman William Burg emphasized this project is still in the concept plan stage, with more items like the traffic study and landscaping required in the future detailed plan.
The planners did not take action on approving these plans, as Town Engineer Robert Lannon noted that since the town sees this as a new project, it has to go through parts 2 and 3 of the SEQR process before making a decision. Town Attorney Anthony Serianni recommended they not make a decision until at least next month's meeting.

Between the 'Liberation Day' tariff announcements and June 1, according to Consumer Edge, the price of wet dog food was up 8%, rising alongside other varieties of dog and cat food. Gunther also noted higher prices at both chains for products including toothpaste and body wash. Earlier measures taken in May showed higher prices of liquid laundry detergent and crackers. Consumer Edge began to watch consumer packaged goods prices at Walmart and Target after McMillon's comments, according to Gunther, who said prices on everything from ingredients to packaging—as well as 'opportunistic' price hikes by retailers—could be increasing price tags. 'We didn't see any significant change initially—and then we did,' he said. In the week ended May 25, Gunther said, the prices started to tick up. Walmart declined to comment for this story. Target did not respond to Investopedia's request for comment in time for publication. Target executives said last month that tariffs weighed on its first-quarter sales. Best Buy (BBY) also recently said the company would consider price increases to soften the impact of tariffs on the business. The wrestling gods were smiling down upon us this weekend, as AEW delivered an all-time classic pay-per-view and WWE pulled off two successful events as part of its Tampa takeover. The non-stop action may have had us on the edge of our seats at the time, but did it leave a lasting impact on our power rankings list? Here's how things stand as we start to the countdown until Money In The Bank. MEN'S POWER RANKINGS 10. Gunther (Prev: NR) After dropping the World Heavyweight title at WrestleMania 41, a break away from the spotlight looked like the most likely option for Gunther. Instead 'The Ring General' wasted no time in stamping his authority over the WWE landscape, knocking 10 bells out of Pat McAfee at WWE Backlash and earning himself an upcoming championship rematch for the June 9 episode of 'WWE Raw.' Logan Paul (Prev: NR) The ever-divisive influencer returned to the top of the card at this weekend's Saturday Night's Main Event, forming a new alliance with John Cena in an attempt to steal the World Heavyweight Championship. Now 'The Social Media Megastar' will team with Cena at June's Money in the Bank (MITB) against Jey Uso and a returning Cody Rhodes, thus injecting himself right into the center of the biggest feud in professional wrestling. 8. CM Punk (Prev: 5) As a rule of thumb, you know you're doing something right when the crowds are belting out your theme song a cappella style — as was the case for CM Punk on last week's 'Raw.' Just over 18 months since his sensational return to WWE, 'The Second City Saint' has lost none of his momentum with the live crowds. Bron Breakker (Prev: 6) The former Intercontinental champion got the mother of all boosts after WrestleMania, being unveiled as the enforcer of the new Paul Heyman alliance and the right-hand man to Seth Rollins. As expected, the verified 'Badass' has looked absolutely ferocious since, picking up a big win at Saturday Night's Main Event. Heyman had big praise for his new pupil afterward, calling him a future WrestleMania main-eventer on this week's 'Raw.' Bron Breakker's alliance with Seth Rollins is already making waves. Hangman Adam Page (Prev: NR) While the triumph of the 'Anxious Millennial Cowboy' in this year's Owen Hart Cup was a big surprise, it's impossible to begrudge Hangman his moment — not least given his pivotal role in building AEW in the first place. The former champion now has to be the firm favorite to defeat Jon Moxley at this year's All In event, earning his place in AEW history as the man to liberate the AEW World Championship from the iron grip of the Death Riders. 3. Seth Rollins (Prev: 2) One month after pulling off another heist at WrestleMania, 'The Visionary' stands tall over his kingdom on 'Monday Night Raw' as the head of the most powerful alliance to step foot in a WWE ring in years. Having both Bron Breakker and Bronson Reed at his beck and call renders Rollins effectively invincible for now, but it also begs the obvious question: Just what will he do with all that power? Cody Rhodes (Prev: 9) When he raced out to protect Jey Uso at the end of this weekend's Saturday Night's Main Event, Cody Rhodes didn't just save his friend's world championship, but also his place in this power list. Until then, 'The American Nightmare' was set to vanish from the top 10, having been invisible since WrestleMania. That all changed in a few minutes on Saturday evening, as the WWE fired the starting pistol on the next phase of the Rhodes/Cena saga. 1. John Cena (Prev: 1) Does John Cena deserve his fourth consecutive top spot? If we're being totally honest, it was a tough call. To state the obvious, the heel turn hasn't exactly been dynamite — although a spirited title defense against Randy Orton at Backlash did give some cause for optimism. For as long as Cena has the belt, though, it's hard not to see him as the biggest fixture in WWE. Let's see how much longer that holds up as we move into the second half of the retirement tour. Naomi (Prev: NR) With this year's Money in the Bank match looking deliciously unpredictable, there was plenty of competition for the lower half of the table. So why give the first spot to Naomi, a woman who hasn't even qualified for MITB yet? If nothing else, the former tag champion deserves credit for a successful heel rebrand, which has made her one of the most interesting stars on the women's roster. That makes her a solid candidate to leave with the briefcase next month. Advertisement 9. Jamie Hayter (Prev: NR) What a year it's been for the British star, following her surprise return at last year's AEW All In event. Showing no signs of slowness from that awful back injury, Jamie Hayter surged to the final of this year's Owen Hart Cup, chalking up a huge victory over Kris Statlander on the way. She may not have won the ultimate prize, but her interview with Uncrowned's Cameron Hawkins left little doubt as to the scale of her ambitions. Don't let that turtleneck fool you: She's as ruthless as they come. 8. Becky Lynch (Prev: 6) Getting the biggest return pop at WrestleMania 41 was a good sign for 'The Man,' who has since gone on to deliver one of the women's matches of the year against her real-life mentee Lyra Valkyria at Backlash. Given WWE has booked a rematch between the two for MITB, the powers that be were clearly happy with their efforts. But will they let Lynch take the belt this time around? Stephanie Vaquer (Prev: NR) Since arriving in Orlando last summer, 'The Primera' has successfully executed her quest to become the most dominant woman in NXT. That's no mean feat given the saturation of top-tier talent in Shawn Michaels' roster. After winning praise for her grudge match with Jordynne Grace at NXT Battleground, the Chilean star will now carry the WWE flag into Worlds Collide — the much-anticipated crossover PLE with lucha promotion AAA. Advertisement 6. Roxanne Perez (Prev: NR) After her scene-stealing performance at the 2025 Royal Rumble, the absence of Roxanne Perez from this year's WrestleMania 41 was borderline inexplicable. Fear not, though, as the 23-year-old talent has evidently lost none of her pre-WrestleMania momentum. Not only has she earned a spot in this year's MITB, she's also been booked with the likes of Rhea Ripley and Iyo Sky. As far as rookie years go, it's looking like one for the ages for 'The Prodigy.' 5. Rhea Ripley (Prev: 3) Two things can be true at once: 1) Rhea Ripley continues to be the single biggest draw in women's wrestling; and 2) WWE doesn't appear to have a plan as to what to do with her right now. Maybe that changes at MITB, where Ripley will compete in the eponymous match for the first time in her career. That's fun enough, I suppose, but what 'The Eradicator' really needs now is a serious rival. Bianca Belair perhaps? Advertisement 4. Mercedes Moné (Prev: 9) For all the eye-watering sums involved in signing her in the first place, the wrestler formerly known as Sasha Banks has never quite lived up to her explosive potential since arriving in AEW. Does that change now she's set to receive a world title shot at All In against Toni Storm? With Moné's unbeaten singles record on the line, the stakes finally feel suitably epic for this all-time great talent. While it's fair to say no one was crying out for a Nia Jax rematch, their unexpected main event on 'SmackDown' turned out to be one of the matches of the year. That alone is another reason to keep Tiffy in a podium place on this month's list. 1. Iyo Sky (Prev: 1) After vaulting to the top of our power rankings in the wake of WrestleMania 41, the Women's World Champion retains her slot for the second month running.
