Government notifies rules for tri-Service commanders
NEW DELHI: Government has notified the rules that empower military commanders of all existing tri-Service organisations, and future chiefs of the long-pending theatre commands, with full administrative and disciplinary powers over Army, Navy and IAF personnel serving under them.

The rules formulated under the Inter-Services Organisations (Command, Control and Discipline) Act, 2023, came into effect on Tuesday.
"This significant step aims to bolster effective command, control and efficient functioning of inter-services organisations (ISOs), thereby strengthening jointness among the armed forces," the defence ministry said.
The ISO Act itself came into force with effect from May 10 last year after the bill was passed by Parliament during the monsoon session in 2023. It will also be an enabler for the creation of the planned integrated theatre commands for a joint war-fighting machinery in a cost-effective manner.

‘10k unrecognised schools operating in Bihar, Jharkhand'
Over 10,000 unrecognised school are operational in Jharkhand and Bihar, with over 1.6 million students enrolled in those schools, in violation of the Right to Education Act, data from the minutes of a recent Project Approval Board (PAB) meeting of the education ministry has shown. With 5,879 such schools, Jharkhand has the highest number of unrecognised schools in the country with an enrolment of 837,897 students and 46,421 teachers, the data showed, while Bihar has 4,915 such schools with an enrolment of 775,704 students and 42,377 teachers. The observation came during PAB meetings for the approval of budget and plans under Samagra Shiksha scheme for 2025-26 with officials from all states between March and April 2025. During the meeting, the ministry flagged that unrecognised schools violate section 19 of the RTE Act, 2009, which mandates pre-existing schools to meet prescribed norms within three years of the Act's commencement. Unrecognised schools are private, unaided institutions operating without formal government recognition and regulatory frameworks. 'The Act also mandates that if such schools fail to fulfil the norms, the recognition shall be withdrawn, and the school shall cease to function,' the minutes of the meetings uploaded on ministry's website recently said. Further, the ministry has both states to 'take action and issue suitable instructions to the concerned authorities to recognise these unrecognised schools or to take appropriate action as deemed fit at the earliest.' While the ministry used data from the Unified District Information System for Education (UDISE)+ 2023-24 report, these records are not publicly available in the report which was released in January this year. While officials in the education ministry did not respond to HT's request for comment, an official in Jharkhand said that directions for appropriate action have already been issued to the schools. 'These [Unrecognised] schools started functioning before the implementation of RTE Act 2009. The state government has already issued directions for recognition of such schools. We have formed district-level recognition committees for recognition of such schools,' Sachidanand Diyendu Tigga, administrative officer at Jharkhand education project council, said. According to the minutes of the PAB meetings, the ministry has also flagged 'large variation' in reporting of data about out-of-school children (OoSC) by Bihar and Jharkhand on the education ministry's Project Appraisal, Budgeting, Achievements and Data Handling System (PRABANDH) portal and the National Sample Survey Office (NSSO) survey. The ministry advised both the states to 'monitor the data uploaded on the portal by responsible officer under the supervision of the State Project Director (SPD).' 'We will look into discrepancies in the number of OoSCs. We are running the campaign 'back to school' to enroll those students who are not going to the schools,' Tigga said. HT reached out to officials from the Bihar Education Project Council, but was yet to receive any response.

Mind the Gap: Sindoor and its aftermath
How many military operations can you name? Most will remember Operation Blue Star, when Indira Gandhi ordered troops into the Golden Temple in 1984, some might have heard of Operation Vijay that led to the incorporation of Goa, Daman and Diu into India in 1961. There's the chummy Operation Maitri which delivered humanitarian aid to Nepal in 2015. There is no ambiguity about Operation Sindoor, the name reportedly chosen personally by Prime Minister Narendra Modi, that refers to the red vermillion powder worn by married Hindu women, to avenge the killing of their husbands by terrorists in Pahalgam. In choosing the name, the prime minister, who has consistently sought to project himself as a champion of nari shakti, was seeking to put women at the heart of India's retaliation against terror camps located within Pakistan. Not everyone got the memo. Op Sindoor did not protect Himanshi Narwal whose photograph seated beside the body of her husband, Navy Lieutenant Vinay Narwal on April 22 became emblematic of the tragedy. But, days later when she publicly denounced hatred and appealed for peace, she came under severe troll attack. Commentators like Frontline editor Vaishna Roy who tweeted her criticism of the name, Operation Sindoor for its 'patriarchy, ownership of women, 'honour' killings, chastity' and so on also came under troll attack. Then there were those like BJP member of Parliament Ram Chander Jangra who castigated the women who lost their loved ones for failing to show fighting spirit. Other motormouth BJP leaders such as Vijay Shah, a minister in the Madhya Pradesh government questioned the credentials of Colonel Sofiya Qureshi, one of two women army spokeswomen, as a 'sister' of terrorists. Following a Supreme Court-ordered investigation into his atrocious statement, Shah quickly clarified that his words were a 'linguistic mistake'. At an NDA meeting, Modi cautioned leaders from speaking out of turn. Yet, even the government's stated concern for women citizens did not prevent it from including BJP member of Parliament M.J. Akbar in its outreach delegation. Accused of sexual harassment by at least 20 women journalists, including one who said he had raped her, Akbar stepped down as minister of state for external affairs in 2018 and has subsequently lost a defamation suit he filed against one of his detractors. That case is now in appeal at the Delhi high court. In a statement, the Network of Women in Media said: 'his presence in the delegation undermines the values India seeks to project abroad.'

We will compel Modi govt to withdraw waqf law: Akbar
Hyderabad: All India Majlis-e-Ittehadul Muslimeen floor leader in the assembly, Akbaruddin Owaisi , on Sunday called upon Muslims to unite in their fight, within the limits of the constitutional provisions, against the new central Waqf Act. He urged them to have complete trust in Allah that they will succeed in compelling the Narendra Modi govt to withdraw the Act, which is not in favour of Muslims. Akbaruddin Owaisi was speaking at a dharna organised by the All India Muslim Personal Law Board at Dharna Chowk near Indira Park against the new waqf law. "They think they can weaken us through this Act, which is aimed at snatching away waqf properties, but we will not allow them to weaken us. Stand shoulder to shoulder and create a wall to face any action taken against us for protesting against the Act. We will raise our voice against injustice and will not part with our shariah, hijab, imaan, and waqf properties. We will continue to extend full support and will participate in every protest programme against the Act, organised by AIMPLB," he said. Referring to verses from the 'Quran', Akbaruddin told the gathering that Allah promises that he tests only those close to him. "We should thank the Almighty for choosing us. Today, 25 crore Muslims in India are going through this test. Have faith in Allah and continue the fight democratically. Allah will give us success. Let's participate in all protest programmes against the Waqf Act under the flag of AIMPLB," he said. AIMIM president and Hyderabad MP Asaduddin Owaisi, elder brother of Akbaruddin Owaisi, had also participated in the AIMPLB-organised public meeting at Dar-Us-Salam against the Waqf Act on April 19. Presently, Asaduddin Owaisi is part of an all-party delegation to Algeria to expose Pakistan-sponsored terrorism to the world. India has sent several all-party delegations to show its resolve against terrorism and garner international support against Pakistan sponsoring, patronising, and training terrorists.
