18-year-old charged for kidnapping woman in Montgomery County

MONTGOMERY COUNTY, Md. (DC News Now) — An 18-year-old man from Burtonsville is facing charges related to a kidnapping that spanned two counties in Maryland.
The Montgomery County Department of Police (MCPD) said that on June 1, around 6:25 p.m., officers responded to Wexhall Drive and Greencastle Road for a reported kidnapping.
Witnesses reported seeing a man grab a woman and force her into a sedan before driving off. As they left, the victim managed to throw her purse out of the car's window. Officers found the purse and learned who the victim was through her ID.
They soon identified the suspect as 18-year-old Joel Akakpo.

Soon after, the Prince George's County Police Department (PGPD) got a call for a 'suspicious situation' involving the same sedan on Flintrock Drive in Beltsville.
A witness said that they saw a woman inside a car screaming for help. She was able to lock the man out of the car for some time, but he used a rock to break a window and get back in before driving away.
One day later, on June 2, MCPD officers, alongside the U.S. Marshals Capital Area Regional Fugitive Task Force, found both Akakpo and the victim in Burtonsville on Almanac Court.
The woman had minor injuries from the incident.
Akakpo is facing charges of kidnapping and second-degree assault and was held without bond.

It's the second time this week that's happened, with two separate suspects. On Monday night, a video captured a man tearing down Pride decorations in Dupont Circle. Crews with the Dupont Circle Business Improvement District began replacing the banners on Tuesday. Man seen tearing down Dupont Circle Pride decorations; DC police investigating Chris de Anda said he tried to stop someone from ripping down rainbow banners near the intersection of 23rd and P streets NW on Wednesday. But he said he was subsequently verbally and physically assaulted. 'Bro you puttin' your own self in this situation,' the vandal said. 'Yeah, because I believe in this,' de Anda replied. 'Well, I don't. It's what's destroying the city,' the man said. 'Bro, you can't touch me bro,' the man said. 'You're touching me bro!' de Anda said. de Anda said he first started taking video of the man ripping down banners next to the Shell gas station when the man started heading toward him. 'At first, I thought he was just approaching me because I was recording. But then I also looked behind me and there was a pole with a flag on it,' de Anda said. 'So I just got in front of it and I said, what the hell are you doing?' With his arms around the pole to prevent more vandalism, de Anda said he was assaulted. 'He tried to rip my hands off. He scratched me a bit with his arms. Nothing real, but it's just crazy that someone would get physical to remove some plastic off of a pole,' de Anda said. Tenants say church took down Pride decorations at DC apartment building He said he was called several gay slurs, too. 'You're the one causing public vandalism,' de Anda said. 'Shut the f*** up, f*****, fruitcake,' the man said. 'Oh, OK. Educated too, huh?' de Anda said. de Anda said he and his friends are feeling cautious about pride for the first time, for a celebration that's supposed to be about visibility. 'It's just a symbol of support and love for our community. It's not something that pushes anyone down,' de Anda said. 'So the fact that someone would waste their energy to be so hateful towards it, it's sad, number one, but it's also sad that they feel empowered to do that.' De Anda said D.C. police didn't immediately respond to his call. He said he did get a phone call a half hour after he called, saying someone would contact him to take a report, but as of Thursday night, no one has called him. 'Not to actually call me back and take a report of something that is clearly a hate crime, that's disappointing,' De Anda said. A spokesperson said there's no excuse why he wasn't followed up with, but that officers responded to multiple calls on Wednesday for the same man tearing down banners across Dupont Circle. WASHINGTON (DC News Now) — A D.C. man was found guilty of conspiracy to distribute and possess with intent to distribute phencyclidine (PCP). The U.S. Attorney's Office (USAO) for D.C. said in a news release that a jury found 44-year-old Norman Morris — also known as 'Fibble' — guilty on Tuesday. Court documents say that the Drug Enforcement Administration (DEA) and the FBI started conducting an investigation in September 2023 into a group that included Morris and some other co-defendants. DC man sentenced for robbing woman, stealing car Prosecutors say that Morris was conducting drug transactions outside of his home in the 200 block of 58th St. NE. Law enforcement monitored these transactions for several months, during which time officers saw Morris' co-defendants meet with him to exchange possible narcotics and cash. The USAO said that one of his co-defendants, 45-year-old Jamar Bennett, sold over two kilograms of PCP to undercover officers over nine different transactions. Another co-defendant, 44-year-old Lamont M. Langston, provided the PCP, and a third co-defendant, 43-year-old Kelvin Sanker, prepared and stored the PCP at his home. Bennett pleaded guilty to charges on April 11, 2024. Sanker pleaded guilty on Oct. 22, 2024. Langston pleaded guilty on Dec. 19, 2024. The date for Morris' sentencing would be set later. ANNE ARUNDEL COUNTY, Md. (DC News Now) — A man was arrested after a traffic stop led to a drug bust on Wednesday, according to the Anne Arundel Police Department. Police said officers pulled over a gray Toyota Tacoma for displaying a stolen license plate at 2 p.m. on Tanyard Springs Lane near Mockingbird Circle in Glen Burnie. Teen couple held without bond in murder of Anne Arundel Co. business owner During the stop, officers seized seven grams of suspected crack cocaine packaged for distribution, 22 grams of suspected powder cocaine packaged for distribution, over $400 in cash, and the stolen license plate.
