
75% of South Korean adults don't exercise enough, data shows
Only about one in four South Korean adults engage in enough physical activity to meet recommended health standards, making the country one of the most physically inactive populations in the world, according to government data released Thursday.
The Korea Disease Control and Prevention Agency reported that only 26.6 percent of adults in the country engaged in moderate-to-vigorous physical activity (MVPA) at recommended levels in 2024. That means nearly three out of four Koreans do not get enough exercise.
The moderate physical activity standard includes activities that are somewhat more physically demanding than usual and cause slightly heavier breathing -- such as leisurely swimming, doubles tennis, badminton or carrying light objects -- at least five times a week for 30 minutes. Vigorous activity, meanwhile, covers activities that are much more physically demanding and cause heavy breathing -- such as running, hiking, fast-paced cycling, squash and carrying heavy objects -- at least three times a week for 20 minutes.
While the MVPA participation rate slowly rebounded post-pandemic, having dipped to an all-time low of 19.7 percent in 2021, the current 26.6 percent is still far below desirable levels, the agency said.
'It is encouraging that the rate of moderate-to-vigorous physical activity has been increasing since the return to daily life,' said KDCA Commissioner Jee Young-mee. 'However, as of 2022, the global physical inactivity rate was 31.3 percent, while South Korea's was 58.1 percent. That's about 1.9 times higher.'
South Korea placed 191st among 195 countries surveyed by the World Health Organization -- a stark contrast to the global inactivity rate -- with Sweden at 8.7 percent, Denmark at 12.14 percent, and China at 23.83 percent. Inactivity is defined as performing less than 150 minutes of moderate physical activity or 75 minutes of vigorous physical activity per week.
The analysis also found that South Korean men (30.2 percent) are more active than women (19.5 percent), and young adults in their 20s (32.3 percent) had the highest activity levels among all age groups. In particular, 42.2 percent of men in their 20s met MVPA standards -- the highest across all demographics -- while only 18.3 percent of men aged 70 and above did.
Meanwhile, women did not show a consistent decrease with age. In fact, those in their 40s (22.9 percent) and 50s (21.8 percent) were more active than younger or older women, suggesting different patterns in physical activity between genders.
Where you live matters
Regional disparities were also evident. Sejong showed the highest increase in MVPA from 2021 to 2024, jumping 11.6 percentage points to 29.1 percent. Ulsan and North Chungcheong Province followed with similar gains. Meanwhile, Gwangju saw the smallest change over the same period, with just a 0.9 percentage point increase.
Residents in areas outside the major cities were more physically active, likely due to the labor-intensive nature of agricultural and fishery jobs. In contrast, lower activity levels in metropolitan areas were attributed to sedentary urban lifestyles dominated by desk jobs and reliance on public or private transport.
In 2024, Seoul recorded an MVPA rate of 26.8 percent, while North Gyeongsang Province saw a rate of 31.8 percent and Jeju Island recorded 33 percent.
The KDCA also found significant correlations between physical inactivity and chronic or mental health issues. Adults without hypertension or diabetes were 1.1 times more likely to engage in MVPA than those with such diagnoses. Similarly, those without depressive symptoms were 1.2 times more likely to be physically active than those who experienced depression.
'This reinforces the critical link between physical activity and both physical and mental health,' the agency noted, urging more proactive public health measures.
Jee Young-mee, the KDCA commissioner, called the situation alarming, noting that while Korea's activity levels are improving post-pandemic, they remain severely low by global standards.
'Moderate-to-vigorous physical activity is not just about disease prevention. It's essential for healthy aging and overall quality of life,' she said. 'Neglecting it can increase the risk of chronic illness and mental health decline.'
Jee urged people to incorporate movement into their daily routines, even starting with small steps, and called for continued government investment in creating supportive environments for active living.

Increasing medical costs due to population aging likely to lead to bigger financial burden South Koreans' financial burden for maintaining the National Health Insurance Service could rise to a quarter of income due to population aging and increasing life expectancy, a study showed Sunday. The study, carried out by Seoul National University's Tech-biz Innovation Platform, estimated the financial impact of population aging on the state-run health insurance. As of last year, South Korea officially became a "superaged" society by the United Nations' definition, as one out of every five Koreans was at least 65. The team derived three possible scenarios, and the most probable of the three showed the mandated insurance rate for those employed full-time for at least one month — currently sitting at 7.09 percent, split between employer and employee — would rise to 10.04 percent by 2035, 15.81 percent by 2050, and to 25.09 percent by 2072. The Ministry of Health and Welfare sets the rate for the state-run health insurance program annually as a proportion of income. The rate was frozen for the third straight year in 2025, but had risen consistently since 5.33 percent in 2010. Researchers noted that this was a conservative estimate, which did not factor in possibilities such as a rise in the cost of medical services or a decrease in general wages due to economic slump. The study was commissioned by the Presidential Committee on Aging Society and Population Policy, which is under the presidential office, but is mainly handled by the Health Ministry. Health fees projected to skyrocket in 'super-aged' Korea The NHIS is part of the country's public health safety net, to which all Koreans and many foreigners are mandated to subscribe. The legal limit for the insurance rate is 8 percent of income, but there is an ongoing discussion about raising the cap. With more senior citizens in the country than ever before, the ratio of the current health expenditure to gross domestic product has been consistently rising. It was 2.6 percent of the GDP throughout the 1970s, according to the Health Ministry, but it has climbed to 7.9 percent in 2020 and to 9.2 percent in 2023. Advances in modern medicine have extended life expectancy, but the ongoing slump in total fertility rate — the number of children a woman is expected to have during her lifetime — has resulted in an overall aging population. The total fertility rate for 2024 inched up slightly to 0.75 from 0.72 in 2023, but it was still the lowest figure among the members of the Organization for Economic Cooperation and Development. The NHIS sets aside a portion of premiums to cover elderly medical fees, which is currently set at 0.91 percent of each subscriber's income. This rate is expected to steeply climb to 1.95 percent by 2035, 5.84 percent by 2050, and 13.97 percent by 2072, which would be over 15 times the figure in 2025. The number of senior citizens needing long-term care is also expected to spike in that time, from 7.14 percent of the population in 2023 to 16.4 percent by 2072. "Without a sustainable national health insurance program and the long-term care insurance program, the social security system will weaken and lead to the deteriorated quality of life for seniors in the superaged society," the researchers noted. Possible responses to this issue include expanding senior care services alongside systemic changes to more effectively manage health-related spending. The study also suggested an adjustment in the legal definition of the "senior citizen," which is set at 65.

No purchase needed: Businesses offer heat relief to the public
Amid the sweltering summer heat, commercial spaces such as convenience stores and banks in South Korea are opening their doors as cooling stations for the public. BGF Retail, the operator of CU convenience stores, said Thursday that its more than 18,000 branches nationwide will welcome all passersby, especially children, the elderly and pregnant women, to cool off without requiring a purchase. CU stores across the country began putting up signs about the policy on the same day. The latest campaign comes as the number of people suffering from heat-related illnesses continues to climb during the heat wave. On Tuesday alone, 136 people across the country were admitted to emergency rooms due to heat-related illnesses, nearly double the number on the previous day. So far, 1,860 people have fallen ill from the heat and nine have died, according to the Korea Disease Control and Prevention Agency. 'With the country's largest network of convenience stores, we aim to serve as a safety net for the public,' a CU official said. Local banks, which have long served as de facto heat shelters thanks to their strong air conditioning and cold water dispensers, also welcome people seeking relief from the summer heat, with some even setting up a designated space for them. Based on a 2018 agreement with the Financial Services Commission, banks, mutual finance institutions and savings banks have provided cooling spaces at 5,054 locations nationwide. In response to the record-breaking heat, they recently expanded the number to over 14,000 locations. These shelters will operate from 9 a.m. to 4 p.m. daily until Sept. 30, the end of the government-designated heat response period. However, despite the good intentions behind businesses' efforts to respond to the heat wave, some have voiced concerns about potential downsides to opening up private commercial spaces to the public. 'What if there's no seat left when I want to eat alone at a convenience store? I might not get a spot even if I pay,' one user wrote on X. Another commented, 'Banks are already packed with people cooling off. This will just make it more chaotic.' Intense heat is expected to continue into the weekend, with Seoul forecast to reach a high of 38 degrees Celsius on Saturday. Nighttime temperatures are also expected to remain high, nearing 30 degrees, a level considered a "super tropical night," according to the Korea Meteorological Administration.
