Gujarat minister's son on run arrested over MGNREGS irregularities

Gujarat minister Bachubhai Khabad's son, Balvant Khabad, has been arrested for his alleged involvement in irregularities worth ₹71 crore in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) scheme in Dahod, a police officer said.
The arrest followed a probe into fraudulent activities by contracted agencies that received government payments without completing work or supplying goods.
'Dahod Police have arrested Bachubhai Khabad's son, Balvant Khabad, and the then TDO [Taluka development officer] Darshan Patel in connection with the MGNREGA scam in the district. We arrested five persons earlier,' said deputy police superintendent Jagdishsinh Bhandari on Saturday.
The irregularities were unearthed in MNREGA projects in Devgadh Baria and Dhanpur talukas of the tribal-dominated Dahod district. Authorities identified 35 government agencies for scrutiny. Seven people, including government officials, have been arrested so far in the case.
The irregularities came to light this year. The district rural development authority conducted an inquiry into the matter after representations about the irregularities.
A second police officer described the irregularities as a well-orchestrated fraud involving fictitious projects and forged documents. He added that the investigations were going on to uncover their full scope.
Between January 2021 and December 2024, 35 contracted agencies allegedly siphoned off ₹71 crore by producing fake work completion certificates and invoices.
Balvant Khabad owns one of these agencies, Shri Raj Construction. His brother, Kiran Khabad, who is linked to another firm, Shri Raj Traders, is absconding, police said.
The two firms received money even as they did not win the bids for the projects. Shri Raj Construction allegedly received approximately ₹82 lakh for the supply of goods between January 2021 and December 2024, according to the First Information Report filed in the case, a copy of which HT has seen. Kiran Khabad's firm was allegedly paid nearly ₹30 crore.
Balwant and Kiran Khabad applied for anticipatory bail in a Dahod court but later withdrew their petitions. They were evading arrest before Balwant Khabad was caught.
Balwant Khabad and Patel were presented in a Dahod court and were remanded to police custody for five days. Police were investigating the involvement of more agencies and officials.
Minister Bachubhai Khabad was yet to comment on his son's arrest.
Gujarat Congress raised concerns about the MGNREGS irregularities in Dahod during the Gujarat assembly session on March 5. Congress leader Amit Chavda raised the issue, alleging corruption worth over ₹100 crore. He demanded an investigation.
The state government said a Lokpal committee probe was going on, and action would follow its completion.
Chavda on Saturday slammed the ruling Bharatiya Janata Party (BJP) for its handling of the issue. He said the MGNREGS fraud was part of 'widespread corruption' and criticised the government for allowing firms linked to the Khabad family to receive unchecked payments for years. He demanded a Special Investigation Team probe, alleging that the current investigation was insufficient and that 'bigger names' could emerge with a deeper inquiry.
A Gujarat BJP spokesperson refused to comment on the matter.

The Mansa court has listed Balkaur Singh's petition for a hearing Thursday. The BBC was scheduled to screen the documentary in a cinema hall in Mumbai Wednesday evening. However, after the controversy, the BBC released it on YouTube. Balkaur Singh also wrote a letter to Maharashtra's director general of police (DGP) to stop the screening. In the complaint filed with the Maharashtra DGP and Mumbai's Juhu Police Station, Balkaur Singh Sidhu said that BBC World Service was organising a programme on June 11 at 3 pm to screen the documentary in Juhu. He contended that the documentary was made without his permission, and also alleged it contained false content about his son's murder. In his complaint to the Maharashtra DGP, his father sought to ban the screening of BBC World Service's documentary on his son, alleging that it could be an attempt to tarnish his legacy. He raised concerns that the documentary might reveal previously unpublished facts. Balkaur Singh also said the documentary includes interviews with individuals named in the First Information Report (FIR) related to his son's murder, which he believes could affect the ongoing legal case. He requested that the screening of the documentary, scheduled for June 11, be stopped and has indicated that he might take legal action if his concerns are not addressed. The singer was shot dead on May 29, 2022, near Mansa.

Bhubaneswar: A Junior Engineer was caught while accepting a bribe of Rs 8,000 from a contractor for clearing pending bills in Bargarh district on Tuesday, a Vigilance official said. Junior Engineer Susmita Oram had joined the government service under the District Rural Development Agency (DRDA), Bargarh, at Gaisilet block in January 2024. This was her first posting, the officer said. The JE has been apprehended by the Odisha Vigilance official while demanding and taking a bribe of Rs 8,000 from the contractor (complainant) as the last instalment of her overall demand of bribe of Rs 32,000 for measurement and clearing pending bill in connection with the road improvement work under MGNREGA, he said. The estimated cost of the work is Rs 9.50 lakh, out of which, bills worth Rs 3.15 lakh had been paid earlier, he said. The official further said the JE was demanding a bribe of 10 per cent of the paid bill amount to clear pending bills. Out of the total demanded amount Rs 32,000, she had earlier taken Rs 24,000 a few days back and was demanding the remaining amount of Rs 8,000 to clear the rest bill. The entire bribe money has been recovered from the possession of the JE and seized, he said. Following the trap, simultaneous searches were conducted at two locations linked to the JE. A case has been registered at Sambalpur Vigilance police station under the Prevention of Corruption (Amendment) Act, 2018 and further investigation is in progress, Vigilance sources said.

Kakinada: The Horticulture Department in the Kakinada district is actively promoting oil palm cultivation this year by offering attractive subsidies and awareness programmes aimed at significantly expanding the crop's cultivation area. Officials are encouraging farmers, especially those relying on borewells for cultivating paddy and certain horticultural crops in upland regions, to switch to oil palm as a sustainable and profitable alternative. Currently, crops such as paddy, vegetables, mulberry, and cotton dominate the district's agricultural landscape. However, from this year, the department has set ambitious targets to expand oil palm cultivation: 3,050 hectares in Pithapuram, 2,193.50 hectares in Peddapuram, 2,222.40 hectares in Tuni, 1,825 hectares in Sankhavaram, 2,347 hectares in Jaggampeta, and 2,128 hectares in Prathipadu. Officials have begun educating farmers about the long-term benefits of oil palm, especially in the backdrop of India's continued reliance on imported palm oil. Expanding domestic cultivation could significantly benefit local farmers. The government is offering robust incentives to promote the crop. Farmers will receive free planting material worth RS 20,000 per hectare (approximately 57 plants per hectare). In addition, they will get RS 5,200 per year for four years to cover fertilizer and maintenance costs. An additional RS 5,200 per year is available if intercropping is undertaken. Subsidy amounts will be directly credited to farmers' accounts under the MGNREGS. Pithapuram Horticulture Officer Sailaja said awareness programmes on oil palm cultivation and government subsidies have generated considerable interest among farmers. She added that many currently growing paddy face recurring losses due to floods and pests. In this context, the department is encouraging farmers to adopt oil palm as a viable, long-term alternative.
