
Gujarat minister's son on run arrested over MGNREGS irregularities
Gujarat minister Bachubhai Khabad's son, Balvant Khabad, has been arrested for his alleged involvement in irregularities worth ₹71 crore in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) scheme in Dahod, a police officer said.
The arrest followed a probe into fraudulent activities by contracted agencies that received government payments without completing work or supplying goods.
'Dahod Police have arrested Bachubhai Khabad's son, Balvant Khabad, and the then TDO [Taluka development officer] Darshan Patel in connection with the MGNREGA scam in the district. We arrested five persons earlier,' said deputy police superintendent Jagdishsinh Bhandari on Saturday.
The irregularities were unearthed in MNREGA projects in Devgadh Baria and Dhanpur talukas of the tribal-dominated Dahod district. Authorities identified 35 government agencies for scrutiny. Seven people, including government officials, have been arrested so far in the case.
The irregularities came to light this year. The district rural development authority conducted an inquiry into the matter after representations about the irregularities.
A second police officer described the irregularities as a well-orchestrated fraud involving fictitious projects and forged documents. He added that the investigations were going on to uncover their full scope.
Between January 2021 and December 2024, 35 contracted agencies allegedly siphoned off ₹71 crore by producing fake work completion certificates and invoices.
Balvant Khabad owns one of these agencies, Shri Raj Construction. His brother, Kiran Khabad, who is linked to another firm, Shri Raj Traders, is absconding, police said.
The two firms received money even as they did not win the bids for the projects. Shri Raj Construction allegedly received approximately ₹82 lakh for the supply of goods between January 2021 and December 2024, according to the First Information Report filed in the case, a copy of which HT has seen. Kiran Khabad's firm was allegedly paid nearly ₹30 crore.
Balwant and Kiran Khabad applied for anticipatory bail in a Dahod court but later withdrew their petitions. They were evading arrest before Balwant Khabad was caught.
Balwant Khabad and Patel were presented in a Dahod court and were remanded to police custody for five days. Police were investigating the involvement of more agencies and officials.
Minister Bachubhai Khabad was yet to comment on his son's arrest.
Gujarat Congress raised concerns about the MGNREGS irregularities in Dahod during the Gujarat assembly session on March 5. Congress leader Amit Chavda raised the issue, alleging corruption worth over ₹100 crore. He demanded an investigation.
The state government said a Lokpal committee probe was going on, and action would follow its completion.
Chavda on Saturday slammed the ruling Bharatiya Janata Party (BJP) for its handling of the issue. He said the MGNREGS fraud was part of 'widespread corruption' and criticised the government for allowing firms linked to the Khabad family to receive unchecked payments for years. He demanded a Special Investigation Team probe, alleging that the current investigation was insufficient and that 'bigger names' could emerge with a deeper inquiry.
A Gujarat BJP spokesperson refused to comment on the matter.

UP to tap MLA/MP, other funds to build 75 model fair price shops in each district
: In a fresh bid to overhaul the Public Distribution System (PDS), the Uttar Pradesh government has issued a directive allowing the use of MLA and MP Local Area Development funds, among others, to speed up the construction of Annapurna Buildings—dedicated model structures for fair price shops. This is the first time such a diverse basket of funding sources has been formally permitted for the initiative, as per a GO issued by principal secretary, food and civil supplies, Ranveer Prasad on June 9. 'The state has already completed 3,534 Annapurna Buildings, with another 2,000 under construction. The new target is to build 75 such structures in each district,' the GO said. Earlier provisions allowed construction through village panchayats and municipal bodies using MGNREGA or local funds. The latest order significantly widens the funding scope to include resources from the State Finance Commission, Purvanchal and Bundelkhand Development Funds, and other state or central government schemes. Where none of these apply, the food and supply department will provide funds. Each Annapurna Building will span 484 square feet, featuring a large room for the ration shop, another for Common Service Centre operations, and a 24x4 ft veranda for waiting beneficiaries. The estimated cost per unit is ₹8.462 lakh. In urban areas with space constraints, the order allows for 'cluster' buildings accommodating two to five shops. Site selection will be overseen by a committee led by the sub-divisional magistrate, with representation from revenue, development, and food supply officials. Fair price shop dealers will operate from these buildings rent-free but must cover electricity through prepaid meters and handle maintenance. The district supply officer will transfer the buildings via formal agreements. 'The department will continue allowing the sale of permitted utility items through PDS shops as per earlier orders. The move is aimed at improving infrastructure, expanding service access and ensuring smoother delivery of subsidised food grains across the state,' a senior food and civil supplies department official said. 21 booked for assaulting, stripping three men over witchcraft allegations in Raipur
Twenty one persons have been booked for brutally assaulting and stripping three men over witchcraft allegations in Raipur three months ago. The First Information Report (FIR) was registered on June 9 following a lower court order. It documents that the trio were held captive by the mob that thrashed them, paraded semi-naked and robbed them of their money and other belongings in the Abhanpur area of Raipur district on March 13. It also notes that despite being aware of the incident, the police refused to file an FIR initially forcing the victims to seek judicial intervention. The three victims Naresh Kumar Sahu, Amar Singh Sahu and his son Tilak Sahu were allegedly hit with bamboo sticks and belts. According to the FIR, after parading them semi naked in the village, they were made to sit naked in a square and were beaten with shoes, slippers and sticks throughout the night. 'In the meanwhile, the applicants fainted many times, so they were brought back to consciousness by giving them water and they were beaten again and again. They rubbed red chilli powder on the places from where blood was oozing out. When the applicants screamed in pain, non-applicants no. 1 to 16 laughed and made fun of them,' the FIR adds. The torture continued till next morning when someone from the village informed the police. Yet, 'the police came but could not save the applicants in view of the crowd present there and their aggressiveness and abusive language'. The initial police responders then called for more police force that led to the assault being stopped. It is further alleged that the accused in order to avoid any action against them, pressured the applicants and got them to sign a letter stating that they did not want any police action. 'Since the applicants were in fear for their lives at that time, the applicants were forced to sign on a plain paper and only after signing did the non-applicants allow the police to take the applicants away,' says the FIR. On the police's role, the FIR says the applicants requested the aforesaid police personnel to take action and when they asked to take them to the police station, they cited that they were busy maintaining law and order during Holi festival. Raipur Senior Superintendent of Police Lal Ummed Singh said FIR had been registered against 21 accused following the court order.

5,500 Annapurna Bhawans to have fair price shops, common service centres
Lucknow: Around 5,500 upcoming 'Annapurna Bhawans' will be a blend of fair price shops and common service centres (CSC) provisioning essential govt and non-govt services to citizens in rural and urban centres of Uttar Pradesh. Tired of too many ads? go ad free now The key feature will be the hallmark of these centres which would be constructed across all districts – the state govt plans to set up at least 75 Annapurna Bhawans in each district. The development comes a week after the cabinet gave its nod to step up the construction of Annapurna Bhawan by utilizing funds and sources other than Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS). These centres may now be set up using MP/MLA Local Area Development Fund, tourism development fund, Bundelkhand Vikas Nidhi or any other govt-approved scheme. The feature comes as an add-on after the successful implementation of PM Gareeb Kalyan Anna Yojana, Centre's flagship scheme that was put in place at the peak of coronavirus pandemic. The state govt has already set up around 3,500 Annapurna Bhawans. "Another 2,000 are in the pipeline," food and civil supplies minister Satish Sharma told TOI. Currently, there are around 80,000 fair price shops in the state. Sharma said that selected shops would be shifted to Annapurna Bhawan free of cost. "The objective of the scheme is to improve the accessibility of fair price shops and ensure their transparent operation," he said. In a communique to all divisional commissioners, principal secretary, food and civil supplies, Ranveer Prasad said that each Annapurna Bhawan would be constructed over an area of around 484 sq feet. The shop will comprise two sections – one for the fair price shop, the other for CSC. These centres will also have a 96 sq ft verandah, which would serve as a waiting area.
