5,500 Annapurna Bhawans to have fair price shops, common service centres

Lucknow: Around 5,500 upcoming 'Annapurna Bhawans' will be a blend of fair price shops and common service centres (CSC) provisioning essential govt and non-govt services to citizens in rural and urban centres of Uttar Pradesh.

The key feature will be the hallmark of these centres which would be constructed across all districts – the state govt plans to set up at least 75 Annapurna Bhawans in each district.
The development comes a week after the cabinet gave its nod to step up the construction of Annapurna Bhawan by utilizing funds and sources other than Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS). These centres may now be set up using MP/MLA Local Area Development Fund, tourism development fund, Bundelkhand Vikas Nidhi or any other govt-approved scheme.
The feature comes as an add-on after the successful implementation of PM Gareeb Kalyan Anna Yojana, Centre's flagship scheme that was put in place at the peak of coronavirus pandemic.
The state govt has already set up around 3,500 Annapurna Bhawans. "Another 2,000 are in the pipeline," food and civil supplies minister Satish Sharma told TOI.
Currently, there are around 80,000 fair price shops in the state. Sharma said that selected shops would be shifted to Annapurna Bhawan free of cost.
"The objective of the scheme is to improve the accessibility of fair price shops and ensure their transparent operation," he said.
In a communique to all divisional commissioners, principal secretary, food and civil supplies, Ranveer Prasad said that each Annapurna Bhawan would be constructed over an area of around 484 sq feet. The shop will comprise two sections – one for the fair price shop, the other for CSC. These centres will also have a 96 sq ft verandah, which would serve as a waiting area.

These centres may also be constructed in clusters in the urban areas after due approval from the district magistrates. The district administration will choose the working agency – gram panchayat in rural and development authority in urban areas.

Pune: The Pune District Luxury Bus Association has warned of an indefinite strike starting June 15 because of alleged high-handedness of the city traffic police. If the organisation goes ahead with the threat, it could spell trouble for thousands of commuters. President of the association Balasaheb Khedekar told TOI that despite police assurances that action for entering city limits would begin only after June 15, cops had already started to penalise them. "Many of our buses were fined in the last few days. There have been instances when our vehicles were stopped and forced to exit city limits. How will we operate like this? We will go on strike from June 15 if things are not sorted out," he told TOI. Pune district has around 800 private buses going to several cities in different districts of Maharashtra and the neighbouring states. On average, as many as 70,000 people use the private buses daily. Khedekar said that on June 1, Pune traffic police issued a directive that private buses should not enter the city from 6am to 11am and from 6pm to 10pm. "We were told the matter would be open to suggestions and objections for the next 15 days. However, they have started to fine the buses already. We will soon hold a meeting with our counterparts in Pimpri Chinchwad on the matter. Authorities should take the problem seriously," he added. Working President of the Pune Bus and Car Owners Association Kiran Desai said they were supporting the agitation. "Why are MSRTC and PMPML buses allowed to operate at all times? We also provide public transportation, so why are we being treated differently. We have been requesting the authorities for designated parking spots and some bus stands for a long time now. All our pleas are ignored. We sent a letter to Pune RTO on Thursday and will meet the officials soon," Desai added. Sameer Singh, who is to travel to Bengaluru on a private bus later this week, said, "If the strike happens, my travel plans will be disrupted." Speaking to TOI, DCP (traffic) Amol Jende said that in the last two months, four meetings have been held with the association. "They were told to follow police guidelines and regularise operations. We provided them with parking space at Kharadi Wageshwar on the Pune-Ahmednagar Road and Shewalewadi along the Pune-Solapur Road. Additionally, years ago, space was provided to them at Sangamwadi and Swargate. Also, they should only stop at the destination, but they keep halting as they please. Kolkata: Centre has introduced weather-based insurance for some plantation crops, including tea. Tea in Bengal, Assam and Kerala is under the scheme. In a circular issued on June 10, Union ministry of agriculture and farmers welfare said: "DA&FW, in collaboration with state govts, commodity boards under the aegis of the department of commerce, as well as the coconut development board and other stakeholders, undertook proactive steps to define scientific term sheets for some plantation crops to facilitate extending accessible, affordable crop insurance coverage to plantation farmers through the Restructured Weather Based Crop Insurance Scheme (RWBCIS). " The circular asked states to expedite tender processes — for the participation of private players — by June 20 to include different plantation crops under RWBCIS with effect from this kharif season. Bijoy Gopal Chakraborty, president of CISTA, the representative body of the small tea growers, said that this was the first time a weather-based crop insurance was introduced for plantation crops.
