Kolkata: As rain lashed the city on Thursday, well before the official onset of the monsoon season, booksellers in Kolkata's College Street, also known as Boipara, scrambled to protect their stock.
Plastic sheets went up like emergency canopies, bricks were stacked to raise platforms, and waterproof wraps were hurriedly pulled over piles of books.
Many book traders also started wrapping the books properly before shutting shop, fearing overnight downpour and flooding with the meteorological department predicting more rain ahead. Not just that, shelves are being rearranged so that valuable stock moves to higher shelves.
This time, rain pain arrived early for the vendors at the book hub. "We usually try to protect ourselves from the scorching heat while doing business during this time of the year, not fight the rain," said Pratap Das, secretary of the Sir Ashutosh Booksellers' Association.
"We have instructed all the traders to move the stock to safety if it rains more intensely," he added.
At College Street, where over a total of 1,500 bookstores, street stalls, and vendors operate in a crisscross of narrow lanes flanked by institutions like Presidency University, Calcutta University, and the Sanskrit College and University, the book trade is more than just business — it's a way of life.

But it's also highly vulnerable to the vagaries of weather, especially prone to flooding. Water gushes into shops and stalls whenever it rains heavily.
"I've already shifted my reference books to the top shelf," said Rajib Sardar, who has been selling law books for over two decades. "Last time, a chunk of my stock got damaged due to flooding," he recalled.
Cyclone Amphan left Boipara battered — torn covers, soggy textbooks, and waterlogged basements filled with books turned to pulp. "This sudden downpour has brought back bad memories," said Nilanjan Biswas of the College Street Book Stalls Owners' Welfare Association. Traders on College Street want the administration to ramp up civic infrastructure in the area.

Six persons died in Mizoram in the last 24 hours, including three Myanmarese nationals who perished after a hotel collapsed in Mizoram due to a landslide. Villages located in low-lying areas were swept under flood waters, especially in Sairang village near Aizawl where the swollen river Tlawng forced families to move to higher grounds. Reports from Tlabung town in south Mizoram's Lunglei district bordering Bangladesh said local leaders have been making preparations for shifting families living on the banks of river Karnaphuli. In Manipur, Iril and Nambul rivers swelled above danger levels on Saturday morning. A viral video circulated in social media showed people trying to save two children in the floods. Kangpokpi, which is the catchment area of the Imphal river, received 175 mm of rainfall in 72 hours. Pune: The proposed uniformity in maintenance charges, transfer of share procedures, and quorum requirements for redevelopment meetings were among the key concerned raised by housing societies over the draft rules framed under the Maharashtra Cooperative Societies Act, 1960, officials said. The draft rules, which have been pending since the Act was amended in 2019, were published on April 15, following which state govt invited feedback by May 15. The cooperation department received more than 300 objections and suggestions, an official told TOI on Saturday. Deepak Taware, cooperation commissioner and registrar of housing societies, said that all comments are being reviewed section-wise. "After finalising the remarks, I will submit the compiled feedback to the cooperation department. It will then be forwarded to the law and judiciary department for final approval," he said. Among the major proposals in the draft rules, state has recommended doubling society registration fees from Rs2,500 to Rs5,000 and giving legal recognition to online meetings. The rules also cap the interest on delayed maintenance payments at 12% per annum (simple interest), down from 21%, offering relief to residents struggling with arrears. The reforms seek to overhaul financial governance by mandating multiple dedicated funds — reserve, sinking, major repairs, education and training, and welfare funds. The draft also formalises society name reservations under rule 106 C-2 and simplifies the process of filling casual vacancies in managing committees without requiring election authority clearance. The provisions related to succession and nominee membership have also been streamlined in the draft rules. Transfers based on registered family settlement deeds will now be accepted, and nominees can be admitted as provisional members after the original member's death — moves expected to significantly reduce litigation. For redevelopment, the borrowing limit for societies has been raised to 10 times the approved land value, instead of 10 times the society's own funds. The developer selection process will need to be video-recorded in the presence of at least 51% of members. "There were some objections to the above provisions," another cooperation department official said. Housing federations have welcomed the draft rules but stressed the need for swift implementation. "The Act without rules is like a machine without fuel. We have waited five years for these guidelines," said a member of a housing society. "The delay has created administrative confusion and left societies vulnerable to legal ambiguity." Sujata Apte, president of a housing society in Viman Nagar, said while several long-pending demands have been addressed in the draft, time is of the essence. "Societies are stuck on issues like redevelopment and member nominations. These rules will bring clarity and consistency. We hope that govt clears them by June, as promised," she said. Rajan Mhatre, a member from a housing society in Mumbai, said the draft reflects the ground realities faced by thousands of societies. "The reduced interest cap on arrears and clarity on succession will help prevent disputes. But unless these are enacted, they remain only good intentions on paper." The final rules are likely to be cleared by state cabinet in June, paving the way for the long-pending implementation of the amended Act, officials said.
