French court drops government Covid response investigation
The Court of Justice of the Republic (CJR) closed the probe five years after it began in July 2020 over complaints that the government mismanaged its reaction to the virus's spread, including a lack of protective gear and unclear guidance over mask wearing. Then premier Philippe, ex-health minister Agnes Buzyn and her successor Olivier Véran were named as assisted witnesses – a status in the French legal system that falls between that of a witness and a formal suspect.
"The investigating committee of the Court of Justice of the Republic has decided to dismiss the case," prosecutor general Rémy Heitz said on Monday, without offering details. The public prosecutor in May requested the case be dismissed – a move that effectively ruled out a trial.
The CJR is the only court authorized to prosecute and try former and current government members for alleged crimes and offenses committed in exercising their official duties. Its investigation found the government had taken several measures to combat the pandemic, Heitz said in May.
The prosecutor's request – seen by Agence France-Presse – argued that while the measures taken to combat the spread of Covid-19 were insufficient, neither Philippe nor Véran deliberately refused to respond to the disaster. "Each, at their own level, fought the epidemic from the moment it emerged in France," the request said.
Buzyn had been sharply criticized for leaving her post at the start of the health crisis to run for mayor of Paris. But she actually left on February 16, 2020 – a few days before an official disaster was declared in France with the first death of a Covid-19 patient recorded on February 25, the prosecutor general's office added. Buzyn had also been under investigation for endangering the lives of others, but France's Court of Cassation dropped that charge in January 2023.
Philippe, a popular premier from 2017 to July 2020, is now mayor of the northern city of Le Havre and leads a right-center party allied with, but not part of, Macron's centrist faction. He is the only leading contender to firmly have declared his intention to stand in the 2027 presidential election.
According to France's public health agency, around 168,000 people died from Covid-19 between February 2020 and September 2023, when the World Health Organization declared the global health emergency over.

France probes X over algorithm enabling 'foreign interference', says prosecutor
Investigators would be examining actions of the company, and its senior managers, after two complaints were filed in January, prosecutor Laure Beccuau said, without specifically mentioning X owner Elon Musk. The two complaints made on January 12th reported "the supposed use of the X algorithm for purposes of foreign interference", her office said, without elaborating. The first complaint was filed by a centrist member of parliament Eric Bothorel, who has looked into cybersecurity. Advertisement Bothorel warned against "recent changes to the X algorithm, as well as apparent interferences in its management since Elon Musk acquired" the company in 2022. He highlighted a "reduction in the diversity of voices and options" that went against guaranteeing a secure, respectful environment on the social media platform. He pointed to "a lack of clarity in criteria that led to algorithm changes and moderation decisions", and to "personal interventions from Elon Musk in the management on his platform". All this presented a "real danger and a threat for our democracies", he said. French investigative weekly Le Canard Enchaîné in February reported that the second complaint had come from a cybersecurity director in public office. He reported a "major modification in the algorithm used by the X platform, which today offers a huge amount of political content that is hateful, racist, anti-LGBTQ (or) homophobic, and aims to skew democratic debate in France", it said. The prosecutor said on Friday that the investigation had been opened after "verification and contributions by French researchers" and further "elements contributed by different political institutions". Laurent Buanec, France director of X, on January 22nd said X had "strict, clear and public rules to protect the platform from hateful discourse" and fight disinformation. He said the algorithm was "built in a way to avoid offering you hateful content".

France probes X over foreign interference, as investigation closes in on Musk
The preliminary investigation opened earlier this year by the Paris prosecutor's office into the social media platform X, following suspicions of foreign interference, is moving closer to its powerful owner, Elon Musk. Paris prosecutor Laure Beccuau announced in a statement on Friday, July 11, that the investigation targets "the X platform (formerly Twitter), [a] legal entity and [some] individuals," and had been assigned to the national gendarmerie on July 9. The Paris prosecutor's office did not specify the identity of the "individuals" in question. The investigation focuses on two serious accusations: "alteration of the operation" and "fraudulent extraction of data" from a computer system "by an organized group." These are major computer hacking offenses, for which the French penal code provides for up to 10 years in prison and a €300,000 fine. The appointment of an investigative service theoretically allows the prosecutor's office to order search and seizure operations and interviews. The Paris prosecutor's office opened the investigation in February after receiving two reports, notably from centrist Ensemble pour la République MP Eric Bothorel, concerning X's possible role in political interference operations in Europe. The social media platform led by Musk is suspected in particular of having altered its content display algorithms to highlight themes favorable to the far right, and of having given greater visibility to candidates during recent elections in Europe – by promoting, for example, the German far-right party Alternativ für Deutschland (AfD), which Musk personally supports.
