Cigarette-making co proposes adjustable excise duty of Rs4000/kg on cigarette paper

ISLAMABAD: A leading multinational cigarette manufacturing company has proposed Federal Board of Revenue (FBR) to introduce both fiscal and strict administrative measures in budget (2025-26) including adjustable excise duty of Rs 4000 per kg on cigarette paper for documentation.
In a pre-budget media briefing, Syed Asad Ali Shah, Director Legal and Corporate Regulatory Affairs, Pakistan Tobacco Company (PTC) informed media here on Wednesday that the illicit trade of cigarettes is now the market leader with 58 percent share in the market. Total market is around 80 billion sticks of cigarettes. The FBR collected revenue from 67 billion sticks in 2013, which has been reduced to 34 billion sticks in 2025, resulting that no tax would be collected on 46 billion sticks due to growing share of smuggled and illicit cigarettes in the country. This clearly shows that the share of duty paid cigarette is going down every year after increase in excise duty and share of illicit cigarettes in Pakistan. The market share of illicit cigarettes has reached to an alarming level of 58 percent.
He stated that the price differential between the duty paid and non-duty paid cigarettes is increasing and consumption is rapidly shifting towards non-duty paid cigarettes.
He quoted example of Malaysia where the share of illicit trade of cigarettes reached 80 percent and the company was forced to close its factory. 'If the government is unable to control the share of illicit trade in Pakistan, we might be forced to close factories in the country. The total production of two factories has come down by 50 percent due to the factors cited above. Both factories are running 50 percent of the capacity during the last three years.'
According to Shah, the sector has the potential to contribute Rs 570 billion annually in tax revenue, but only Rs 292 billion was collected in 2023-24, and Rs 223 billion so far in the first 11 months of the current fiscal year.
He said it is impossible to generate the remaining Rs 50 billion in just one month, highlighting deep-rooted tax evasion and the role of certain non-governmental organizations working on specific agendas.
'We do not want that cheap cigarettes should be available in Market, but only tax paid cigarettes should be sold in Pakistan,' Asad Shah said.
He said the company has recommended administrative measures to control illicit trade including tobacco crop reconciliation.
The industry had proposed excise duty of Rs 4,000 per kg on acetate tow. Through Finance Act, 2024, FED @ Rs 44,000 per kg was imposed on acetate tow. Resultantly, the smuggling of acetate tow becomes lucrative.
The FBR had seized 45 million ton acetate tow after imposition of 44,000 per kg FED last budget.
The company has also proposed strict monitoring of the GLT units in the country.
He regretted that the experiment of tax stamps on cigarettes has failed and cost Rs 1.5 billion per annum. 'If there is no compliance at the point of sales, there is no use of the tax stamps,' Asad Shah added.
Shah urged for strict enforcement of documentation policies across the entire industry, noting that the government-set minimum price for a cigarette pack is Rs 162.25, whereas 18 billion sticks are being sold at or below Rs 150 per pack, evading taxes.
He pointed out that no one has ever been penalized for violating the minimum price law. He recommended raising the minimum pack price to counter the perception of cigarettes being cheap in Pakistan.
'No policy can succeed without non-discriminatory implementation,' he stressed, adding that locally-manufactured cigarettes without tax stamps are openly sold.
Shah further proposed that if the track-and-trace tax stamp policy cannot be implemented uniformly, it is ineffective. He recommended reducing the adjustable tax on cigarette filter material acetate tow from Rs 44,000/kg to Rs 4,000/kg to curb smuggling.

Economists polled by Reuters forecast nonfarm payrolls increased by 130,000 jobs in May, down from 177,000 in April, while the unemployment rate is expected to remain steady at 4.2%. 'The upcoming NFP release could be the catalyst for a breakout should the data produce a significant miss on either side of expectations,' Waterer said. Gold soars significantly by Rs4,300/tola in Pakistan Fed policymakers indicated that inflation remains a greater concern than labor market cooling, suggesting a prolonged hold on monetary policy adjustments. Gold, often seen as a safe-haven asset, tends to perform well during economic uncertainty and in low-interest-rate environments. Spot silver fell 0.4% to $35.99 per ounce, still hovering near a 13-year high, while platinum rose 1.7% to $1,149.88 and palladium was up 0.8% at $1,014.31. All three metals were headed for weekly gains.

KARACHI: The Pakistan Chemical & Dyes Merchants Association (PCDMA) has raised serious concerns about difficulties faced by traders in filing their sales tax returns, following a new requirement introduced by the Federal Board of Revenue (FBR). Through SRO 55(I)/2025, the FBR has made it mandatory for all registered commercial importers, distributors, and wholesalers to declare their stock position in Annexure H1 with every monthly sales tax return. However, PCDMA Chairman Salim Valimuhammad said the lack of clear instructions from the FBR has created unnecessary confusion and hardship. He explained that many traders submitted their March 2025 returns without Annex H1 simply because they didn't understand the process. As a result, they're now unable to declare their opening stock for April, and the delay continues even in June. 'PCDMA has received many complaints from members who are still unable to file their April 2025 returns due to this confusion,' Valimuhammad stated. He added that many traders were forced to go back and forth with the FBR for clarification. Eventually, the FBR allowed revised returns without needing to change Annex A or C or seek commissioner approval—but by then, it was too late for many. To address the issue, PCDMA is urging the FBR to grant traders a 60- to 90-day grace period to submit Annexure H1 after filing their returns. This would be similar to the 120-day window already available to manufacturer-exporters. 'PCDMA believes that such decisions should be made after proper consultation with trade bodies,' Valimuhammad said. He emphasized that timely and clear communication is crucial to ensure compliance and avoid similar problems in the future. PCDMA continues to push for reforms that protect traders' interests and promote smoother tax procedures. LAHORE: Chief Minister Punjab Maryam Nawaz Sharif said the Punjab's first climate policy, Climate Resilient Punjab Vision and Action Plan, has been implemented. A special environmental endowment fund worth Rs 15 billion has been established for environment-friendly startups and businesses. The Punjab province has attained the honour of establishing Pakistan's first Environmental Protection Force (EPF) for environmental protection. The chief minister in her message on World Environment Day, said that Punjab's environmental commitment has entirely changed in a span of one year. Punjab has taken unprecedented steps for environmental improvement in one year. A plastic management cell has been established for environmental protection, which is ensuring a complete ban on single-use plastic. She revealed that for the first time in Punjab, online registration of plastic manufacturers and sellers has been started. For the first time, Emission Testing Certification of vehicles according to international standards has been launched to combat smog hazards. Millions of vehicles have been registered under Emission Testing Certification in Punjab, she said. She apprised that 50 air quality monitoring stations have been installed across the province to monitor the environmental situation. She highlighted that thousands of youths are actively working in cities and villages under the Climate Leadership and Development Internship Program to create awareness among the public about the elimination of environmental pollution. She disclosed that a GIS squad has been established to ensure environmental protection with the help of artificial intelligence. The CM outlined, 'Four fuel testing labs have been established to check the quality of petrol to prevent smog. Sprinkler systems are being installed on buildings under construction to prevent dust. For the first time, 15 water quality monitoring stations are being established to check the quality of water on rivers and rain water drains. Environmental benefits are being achieved through tree plantation, recycling and e-bikes through the Chief Minister Green Credit Programme.' She emphasised, 'The first 'Strategic Cell' has been established in the Department of Environmental Protection and Climate Change to create environmental awareness and consciousness among the public. EPA has declared Punjab as the first ESO certified agency in Pakistan owning to successful measures being taken for environmental protection. The first dedicated Helpline '1317' has been established for public feedback regarding environmental protection. To prevent smog, emission control systems are being installed in more than 2000 industrial units and e-mapping of all units is being carried out. For the first time in Punjab, all brick kilns have been shifted to zigzag technology.' She highlighted, 'In order to convert the environmental pledge into practical action, environmental divisional offices have been established in five divisions and four new divisional offices are being established. For the first time in Punjab, environmental social safeguard training is being organized in the government departments. A 'Green Punjab app' has also been established for the convenience of the public. The electric bus service has been launched in Lahore, 1100 more electric buses will be provided in all divisions.
