NGT tells citizen to suggest alternatives to fog machines for air pollution control in Pune

Pune: National Green Tribunal's western bench has sought alternative, scientifically grounded air-pollution mitigation measures from a citizen who challenged PMC's adoption of mist-spraying machines to reduce airborne dust and particulate matter.The applicant, Ameet Singh, requested directions to be issued to Pune Municipal Corporation (PMC) to conduct a scientific feasibility and cost-benefit analysis through an institute of repute before deploying technology-based air pollution interventions in Pune.Singh challenged PMC's adoption of mist-spraying and fog cannon machines without prior efficacy or impact assessment, arguing such measures were ad hoc, costly, and lack scientific backing.
The machines reportedly consume 6,000 litres of water per day per vehicle and cost over Rs 6 crore, raising concerns about resource wastage and environmental impact.Singh also requested for involvement of an institution of repute under the National Clean Air Programme to guide interventions and urged establishment of guidelines, high-grade air quality monitors, and regular meetings of the city-level air quality committee."We are of the view that it would not be wise at this stage to direct stopping the use of machines, which are already purchased or in the process of being purchased, till we find some other better solution to the problem," said the bench of Justice Dinesh Kumar Singh and expert member Vijay Kulkarni. In response, Singh sought time till the first week of June to suggest measures which need to be undertaken to bring air pollution under control in the city."After receiving additional pleadings with respect to alternative measures to be adopted in place of what is being done at present by respondent No.1 – PMC, we will consider issuing notice to the respondents," added the bench. Singh requested the tribunal to direct PMC to monitor and provide accurate data on air pollution, to install sensors in Pune city to track air pollution at appropriate locations. He also argued that ineffective technologies were being adapted to tackle air pollution in Pune, including the proposed use of fog cannon machines costing over Rs 6 crore without any scientific study."Around Sept 2023, without any search being conducted, respondent No.1 – PMC proposed the adoption of mist-spraying machines to control air pollution. Huge sums of money have been spent on purchase of these machines without any study regarding their efficacy. Even fresh tenders have been issued for installation of these machines," said Singh in the application, adding that the tenders were withdrawn after reconsideration by the corporation.He also added that in the information provided to him by the corporation, it was stated that the fog cannon machine vehicles would cover 80 kilometres per day and use 6,000 litres of water. Keeping this in mind, Singh sought scientific support to be extended to the planning authority of each city by an institute of repute identified by Ministry of Environment, Forest and Climate Change and in collaboration with the Maharashtra Pollution Control Board.The tribunal, however, refrained from halting ongoing procurements but allowed time till early June this year for citizens to submit alternative, scientifically grounded pollution mitigation measures, instead of the measures adopted above. Over Rs 262 crore has been spent so far in the past four years from National Clean Air Programme funding without making a real difference to the air quality in Pune. If PMC spent as much on planting new trees, a substantial amount of air pollution could be mitigated, Singh argued at the tribunal and told TOI.The matter has been further listed for June 17.

The Delhi government has notified the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, aimed at ending arbitrary fee hikes by private schools. The Bill, passed in the Delhi Assembly on August 8 after extended debate, covers all 1,700 private schools in the capital, a significant expansion from the earlier 1973 law, which applied to only around 300, as per the government. "This bill addresses all the concerns and the gazette notification has now been issued. Any government-recognised private school that feels threatened by this is welcome to forgo its government recognition," Delhi Education Minister Ashish Sood said. Chief Minister Rekha Gupta announced the notification during her Independence Day address. "I want to greet Delhi residents for the revolution in the education sector that has taken place. The education bill has been notified and I am happy to share this information on the occasion of Independence Day," she said. Parents' Town Hall On Friday, Mr Sood held a "Parents' Town Hall" in Janakpuri to explain the law's provisions. About 200 parents attended, questioning the minister on implementation timelines, penalty clauses, and parent participation in fee decisions. The law gives parents a role in the fee-fixation process, including veto power on proposed hikes. It mandates that any school raising fees without government approval will face fines of Rs 1 Lakh to Rs 10 lakh, with double penalties for failing to refund excess charges. For enforcement, the Director of Education will have powers equivalent to a Sub-Divisional Magistrate. Mr Sood said the measure was drafted after consultations with parents and education experts. "Private schools are necessary for Delhi, but transparency and accountability in fee fixation are equally essential," he told the gathering. The new process sets strict timelines - school-level committee decisions by July 15 every year, district-level by July 30, and final clearance by September. If no decision is made within 45 days, the matter will move to an appellate committee. Parents' Concerns While some parents welcomed the penalties for harassment and overcharging, others questioned the speed of the rollout. "The government's intent is good, but it looks like they have done it in a hurry. The main ethos of fee regulation is audit, and that is completely absent. Secondly, the composition of the school-level committee is nothing more than an extension of the school management. The penalties are a good aspect of the law, though," a parent told NDTV.

Kathmandu, Aug 15 (PTI) Greeting India on the 79th Independence Day, Nepal's Deputy Prime Minister Prakash Man Singh on Friday said New Delhi and Kathmandu's relation is not only confined to 'roti and beti', but also expands to religious, cultural and political dimensions. Singh, who is also the Minister for Urban Development, was speaking at a programme organised in Lalitpur by the Indian Embassy on the occasion of the Indian Independence Day. 'Nepal–India relations are special in characteristics. We have open borders and there is cultural and civilisational proximity," Singh said. 'The bilateral relation is not only confined to 'roti and beti' (trade and marriage) but also expands to religious, cultural and political dimensions. The relations will be refined further through mutual cooperation and collaboration," he added. In an event at the Indian Embassy premises in Kathmandu, the Indian Embassy gifted books to 39 educational institutions and libraries across Nepal marking the 79th Independence Day. These educational institutions and libraries are spread across seven provinces and 21 districts of the country. Indian ambassador Naveen Srivastava, at the same programme, honoured the widows and next of kin of the deceased personnel of the Indian Armed Forces, and handed over AGIF (Amy Group Insurance Funds) cheques with a total value of NRs 64 million, according to a release by the embassy. The members of the Indian community in Nepal, friends of India as well as Indian embassy staff and their family members took part in the Independence Day celebrations at the Indian Embassy, Kathmandu. Meanwhile, at a function organised by Nepal Bharat Friendship Society (NBFS), a host of speakers highlighted the historical, cultural and economic ties existing between Nepal and India since ancient times. They underscored that Nepal and India should understand and honour each other's concerns. Nepal should always honour India's security interest and should not undermine her concerns, remarked Prakash Sharan Mahat, Nepali Congress spokesperson. Nepalese leaders have participated in the Indian Independence movement and in the same manner Indian leaders also extended support to Nepal's democratic movement, said Janata Samajwadi Nepal president Upendra Yadav. He also congratulated the people of India for driving their country towards a global power within a period of eight decades. Deputy head of Indian Embassy, Rarkesh Pandey shed light on various aspects of Nepal-India relations at the programme chaired by NBFS president Prem Lashkery. Vice President Parmananda Jha, Rastriya Prajatantra Party leader Pashupati Shamsher Rana, Rastriya Swotantra Party leader Swornim Wagley and former president of Federation of Nepalese Chamber of Commerce and Industries Bhawani Rana also congratulated the government and people of India on the 79th Independence Day.
