Lightning strikes Bihar, 13 killed; CM announces Rs 4 lakh ex-gratia
The deaths were reported from Buxar (4 deaths), West Champaran (3), Katihar (2), and one each from Kaimur, Lakhisarai, and Sitamarhi districts.
Chief Minister Nitish Kumar expressed deep sorrow over the loss of lives and extended condolences to the bereaved families.
"It is sad that in the last 24 hours, four persons have died in Buxar, 3 in West Champaran, 2 in Katihar, 1 in Kaimur, 1 in Lakhisarai and 1 in Sitamarhi due to lightning. Instructions have been given to immediately give Rs. 4 lakhs as ex-gratia to the families of the deceased," said CM Nitish Kumar in a post on X.
The Chief Minister urged people to remain indoors during adverse weather conditions and to follow safety advisories issued by the Disaster Management Department.
"People are appealed to be fully cautious during bad weather. To protect yourself from lightning, follow the suggestions issued from time to time by the Disaster Management Department. Stay indoors during bad weather and stay safe," he added.

Orange alert issued for three Himachal districts; 266 roads closed
Last Updated: Shimla, Aug 4 (PTI) As heavy rains continued to lash Himachal Pradesh on Monday, the meteorological department has issued an orange alert for heavy to very heavy precipitation at isolated places in three districts, namely Una, Bilaspur and Kangra the next day. According to officials, 266 roads, including the Aut to Sainj National Highway 305, were closed for vehicular movement on Monday. A landslide at Panthaghati in the suburbs of Shimla city obstructed traffic on Mehli-Shogi bypass on Sunday night, with debris blocking the road and stones damaging some shops nearby, residents said. Since Sunday evening, Kasauli received 82 mm of rainfall, followed by Naina Devi (62.6 mm), Jogindernagar (60 mm), Brahmani (49.2 mm), Manali (45.2 mm), Shimla (36.8 mm), Guler (29 mm), Mandi (27.2 mm), Pandoh (27 mm), Karsog (26.2 mm) and Sarahan (25.5 mm), according to the Met office. According to the State Emergency Operation Centre (SEOC), out of the 266 roads closed on Monday, 155 are in Mandi district, which was recently battered by cloudbursts, landslides and flash floods. Sixty eight of the blocked roads are in Kullu district. Since the onset of monsoon on June 20, the state has incurred losses totalling Rs 1,714 crore till date; around 106 people have died in rain-related incidents while 36 are missing. Additionally, 41 power distribution transformers and 282 water supply schemes have been affected, the SEOC added. In a statement, Deputy Chief Minister Mukesh Agnihotri said that nearly 95 water supply schemes affected by the recent rains and flash floods have been temporarily restored. Out of the total of 10,067 water supply schemes, about 5,805 schemes were impacted, and the estimated damage to these stands at approximately Rs 434.47 crore, Agnihotri said, adding that 1,293 irrigation schemes were affected, with estimated losses pegged at Rs 101.67 crore. He said that restoration of water supply and sewerage infrastructure remains a top priority for the state government and the departments concerned have been given necessary directions in this regard. According to the SEOC, as many as 1,692 houses have been fully or partially damaged in the state, which has witnessed 54 flash floods, 28 cloudbursts and 48 major landslides so far. The fatalities include 20 drownings, 19 deaths from falls, 17 deaths from cloudbursts, eight from flash floods, and six from landslides. 95% affected water supply schemes temporarily restored: Agnihotri
Shimla: Nearly 95% of water supply schemes affected by recent torrential rains and flash floods in Himachal Pradesh have been temporarily restored, bringing significant relief to the general public, deputy chief minister Mukesh Agnihotri said on Monday. A total of 5,805 water supply schemes were affected due to the disaster, out of these, 5,440 were restored temporarily, he said. The state has a total of 10,067 water supply schemes – 3,210 lift schemes, 335 tube wells and 6,522 gravity-based schemes. The estimated damage to these 5,805 water supply schemes stands at approximately over Rs 434 crore. Agnihotri said 1,293 irrigation schemes were also affected, with estimated losses of over Rs 101 crore. Additionally, 43 flood protection works sustained damage worth Rs 19 crore, 83 sewerage schemes incurred losses of Rs 23 crore, and 319 hand pumps were damaged, leading to an estimated loss of Rs 81 lakh. In total, 7,543 schemes were affected across the state, with cumulative damages estimated at Rs 580 crore, he added. The deputy CM commended the officers and employees of the Jal Shakti department for their exemplary promptness and dedication in restoring water supply schemes disrupted by the recent heavy rains. Home Or Pond? Dehradun Residents Struggle After Rainwater Gushes In
Dehradun: Ankle-deep water in the living room, kitchen, bedrooms and pumps at work to drain out the water: residents of an upscale locality in Dehradun are struggling to tackle rain woes and accusing the local administration of not making adequate preparations to provide relief to the public. NDTV visited Priyadarshini Enclave near the city's Balliwala Chowk to take stock of the situation after heavy rain over the past few days disrupted normal life. Outside one of the homes, several pipes were seen pumping water out. Inside, there was water everywhere. A resident said they are using six pumps to drain out the water. "I have asked the children to stay upstairs because I don't want them to fall sick. I have senior citizens in our family. Now I am scared they might become unwell too," she said. Blaming the local administration, she said, "There is no soak pit here. We are upset over the situation. This is considered a posh locality. Property prices hover around Rs 1 lakh per square yard. There is no soak pit, no drain." Another resident said they are scared every time it rains. "The government is not suffering, we are." One of the residents said that many people have sold off their homes and left the area. "Where will we go? Our children are studying here. Our life is here. Every six months, we suffer. We fold our hands to the government, please do something," she said. Local resident Vishal said elected representatives care just about votes. "Senior citizens stay here, our houses are flooded. What will we do?" Local civic officials told NDTV that they are making arrangements to drain out water from residential areas and that steps are being taken to prevent a recurrence of such a situation. Dehradun has been receiving heavy rain for the past few days. Two people have died in rain-related incidents and there has been extensive property damage. The weather department has issued an orange alert for heavy to very heavy rains in Nainital, Champawat and Bageshwar districts for today and Tuesday and Udham Singh Nagar, Pauri and Dehradun for tomorrow. Chief Minister Pushkar Singh Dhami has spoken to district magistrates and asked them to stay on the ground and help the people.
