SC asks UGC to finalize anti-bias rules amid plea by mothers of Vemula, Payal Tadvi

New Delhi, Apr 24 (UNI) The Supreme Court on Thursday directed the University Grants Commission (UGC) to proceed with the finalization and notification of draft regulations aimed at curbing caste-based discrimination in higher education institutions.
The bench clarified that these regulations will operate in addition to the recommendations that may emerge from a task force constituted by a coordinate bench of the court to examine the broader issue of student suicides and systemic discrimination.
The directions came during the hearing of a Public Interest Litigation (PIL) filed by Radhika Vemula and Abeda Salim Tadvi, mothers of Rohith Vemula and Payal Tadvi, both of whom died by suicide following alleged caste discrimination.
The PIL calls for systemic reforms and enforcement of accountability in academic institutions.
A bench comprising Justice Surya Kant and Justice N. Kotishwar Singh heard the matter, with senior advocate Indira Jaising representing the petitioners and Solicitor General Tushar Mehta appearing for the Union government.
Indira Jaising passionately argued that while a task force has been formed by another bench, immediate steps are necessary to prevent further tragedies.
'We are concerned about the living, and what can be done to prevent this from happening in the future,' Jaising said, stressing that existing regulations are outdated and lack the necessary clarity on caste-based discrimination.
Justice Kant concurred that the petitioners had 'successfully demonstrated' the obsolescence of current frameworks and emphasized that the task force should be supported in crafting comprehensive, forward-looking solutions.
However, the courtroom saw moments of tension as Jaising objected to repeated interruptions from SG Mehta, accusing him of displaying a 'male chauvinist attitude' and alleging differential treatment of women advocates. At one point, she attempted to walk out of the courtroom, stating, 'Let my junior counsel argue.'
Justice Surya Kant intervened to maintain decorum, urging both parties to remain calm. Jaising later apologized to the bench for raising her voice, while Mehta acknowledged, 'My Lords, it is very difficult to be a judge.'
Resuming her arguments, Jaising informed the bench that the coordinate bench had already acknowledged pending matters related to UGC regulations and formed a task force headed by a sitting Supreme Court judge with subject experts. In this context, the current bench issued the following key directions:
UGC may proceed with finalization and notification of the draft regulations.
The notified regulations shall function alongside recommendations made by the task force, once submitted.
The petition, rooted in the tragic loss of two young lives, underscores the urgent need for institutional reform and enforcement of safeguards against caste-based discrimination in academic spaces. The matter remains under judicial consideration.

Tel Aviv, June 9 (UNI) Israeli authorities said they have intercepted at sea the Madleen, a boat that had on board 12 international activists including Swedish campaigner Greta Thunberg, and was headed for the war-torn Gaza Strip carrying humanitarian aid. The other activists on board the yacht included Brazilian activist Thiago Avila, and French-Palestinian European Parliament Member Rima Hassan. All parties on board will be handed over to police for deportation upon arrival at Ashdod Port, The Times of Israel reported. The Israeli Foreign Ministry, justifying its actions, said on X that the navy had "instructed the boat to change its course due to its approach toward a restricted area." After defying the given instructions, the vessel was intercepted 3am (local time) by the Navy's Shayetet 13 commando unit and the Snapir harbour border security unit. It released video footage showing the activists being taken to Israel, and said they were unharmed. The international Freedom Flotilla Coalition, upon being boarded, said on its Telegram channel that Israeli forces boarded the aid vessel. It accused Israel of violating international law by preventing the delivery of aid, and accused the IDF of 'kidnapping' them. Israeli Defence Minister Israel Katz released a statement, saying he instructed the military to show the activists a video, widely known in Israel as "the gruesome video", which compiles graphic scenes from the Hamas-led deadly attack on southern Israel on October 7, 2023. Katz praised the military for the "swift and safe takeover of the Madleen flotilla to prevent them from breaching the blockade and reaching the shores of Gaza." Calling the vessel a 'selfie yacht', the Ministry said "While Greta and others attempted to stage a media provocation whose sole purpose was to gain publicity - and which included less than a single truckload of aid - more than 1,200 aid trucks have entered Gaza from Israel within the past two weeks. "There are ways to deliver aid to the Gaza Strip - they do not involve Instagram selfies." Israel has imposed a strict blockade on the Gaza Strip since 2007, when the Islamic terror group Hamas took control of the territory. Chennai: Colleges will open for the new academic year this week. There is, however, no clarity on when or whether the higher education reforms proposed by University Grants Commission (UGC) including four-year degrees, an academic bank of credits, multiple entry and exits, and accelerated degrees would be implemented. As many as 343 days have passed since the Justice D Murugesan committee submitted the report on recommendations for a State Education Policy (SEP) to Chief Minister M K Stalin on July 1 last year. The Tamil Nadu govt, which has been opposing some key provisions of National Education Policy (NEP), including the three-language formula, entrance exams for college admissions, multiple entry and exits to degree programmes, and common exams for Classes III, V, and VIII, is yet to come out with its own alternative policy. Sources in the committee said they prepared the report after visiting eight different districts and gathering views from educationists, parents, student organisations, and teachers' associations. Educationists demand immediate release of draft SEP. "The higher education in the state is at a crossroads due to the state govt's opposition to NEP provisions. Our students will be in trouble after some time. They should release SEP and start implementing it without delay. Their opposition to NEP has no meaning without releasing the SEP document," says Anna University former vice-chancellor E Balagurusamy. Manonmaniam Sundaranar University former vice-chancellor V Vasanthi Devi agrees. "The state govt has not given any reason for holding back the document after completing four of its five years," she said. Activists echo the sentiment. "NEP is aggressively being implemented in school education and higher education sectors by various agencies. Not releasing the report is not a democratic approach," said P B Prince Gajendra Babu, general secretary, State Platform for Common School System. "Releasing SEP enables stakeholders to give their feedback," said K Yogarajan, secretary, All India Save Education Committee. School education department officials say the state govt will release the document in a phased manner. "The govt will release the draft policy on school education and later the higher education document. Discussions are on," a source in the department said.
